In this issue we have a wonderful reply to our article in last month's Newsletter. Nienke Vriezen, a WMF Graduate from The Netherlands, writes about the issues stemming from a local law which has been part of thier constitution since 1815!!!
She reminds us that there are many gray areas and ways around the law including political forces that keep women from the work force.

Hi Susan, Here's a Dutch angle: Article 1 of our constitution (1815): 'Art 1. Allen die zich in Nederland bevinden , worden in gelijke gevallen gelijk behandeld. Discriminatie wegens godsdienst, levensovertuiging, politieke gezindheid, ras, geslacht of op welke grond dan ook, is niet toegestaan.' Which in rough translation says: All that are present in the Netherlands will be treated equal in equal cases. Discrimination on grounds of religion, life beliefs, political conviction, race, gender or other grounds is not permitted. (And we have case law that includes sexual orientation in this bunch too.) It's good protection but somehow we still manage to end up with one of the lowest % of female participation in the workforce, many of them working part-time (that is a Legal right in NL too by the way for employees, the burden is on the employer to prove that a job cannot be done in part time). This still has significant effect on pay, as careers that were interrupted or are performed in part time are perceived of lower quality than (typically male) careers that are continuous and full time. It's hard to grasp the "equal cases" part to hold on to if there are differences like this. On our side it's more social perceptions on female roles, participation in the workforce and practicalities of ludicrously priced childcare that we need to work on. All in all it's still a good article of law to have as article 1, page 1 of the Dutch legal basis, and just to remind parliament it sits in marble in front of the parliament buildings. (it also leads to interesting legal wrangling on whether there's any type of order in the cases mentioned, how about religious beliefs that lead to gender discrimination? It makes for good public discussion)... For me the intriguing part is that we've got pretty decent legal coverage but compared to other countries we should really be ashamed about the social and practical forces that seem to keep women out of the work force. Getting coverage is one thing, but what you do with it is another. I have a American lady working in my team and she has 3 kids that are in full daycare (ages 2-6). She gets all kinds of (usually less open) flack about this, insinuating she's a degenerate mother for handing over her kids 5 days a week. Three great boys, when I see them, with an upbringing that I wish more kids in NL would get. Social forces can be a totally different ballgame to change.

On April 16 we had a great 30th Anniversary Celebration for Women Moving Forward® at the Hyatt in Cincinnati. 18 graduates of the course came together to celebrate. 2 Graduates drove from Columbus to be with us and one flew in from The Carolinas!
