ECA 40th Annual Spring Conference 
  

The Electrical Contractors' Association of City of Chicago (ECA) held its 40th Annual Spring Conference June 8 - 9, 2011 at the Grand Geneva Resort in Lake Geneva, Wisconsin. On June 8th, 74 golfers enjoyed an outing on the Highlands Course.  The Membership Meeting gave the attendees updates regarding business and labor issues. 

 

The seminar held on Thursday, June 9th, was presented by Mr. Thomas Vasiljevich of Ogletree, Deakins, Nash, Smoak & Stewart, P.C.  The presentation was called, "Developments in Multi-Employer Benefit Plans." 

 

Highlights of the "Developments in Multi-Employer Benefit Plans" presentation and question and answer session included the following:        

 

The Presentation was divided into several areas:

 

1.     Pension Protection Act (PPA) Funding Issues

       - Benchmarks - funding color zones/status, funding requirements,

         funding improvement plans, collective bargaining aspects;

 

2.     Plan Disclosure Issues

        - Increased access to plan information:  upon written request,

          the fund is required to provide the following information, within 30 days,

          to any participant, beneficiary, union or company, employer:          

          actuarial reports and financial reports;

 

3.     A Legal Roadmap to Withdrawal Liability

        - Discussed liabilities to a company if leaving a plan;

 

4.     Impact on a business

       - How a sale of a business, etc. comes into play; estimates of

         withdrawal liability; instances where the liability is applicable and

         exceptions to the rule.

 

5.     FASB Disclosure Issues

        - FASB proposal now reduced - less impact on business;

          however, employer is still liable to report several aspects

          of employer's participation within a particular benefit plan;

          overall proposal is being finalized.

 

6.     Survey of Plans

        - Mr. Vasiljevich briefly discussed EIT Plan 2, Plan 4 and Plan 6 - their overall

          status.

 

7.     Question and Answer Session concerned the scenario of a company

going out of business and the time-frame with no withdrawal

liability issues unless the firm resumes work as a non-union company,

among other issues.  Mr. Vasiljevich made available to the Association

a number of copies of his presentation which are available upon request.

 

The Association will be returning to the Grand Geneva for the 2012 Spring Conference.  We hope to see you there.

ECA Safety Directors' Forum  

 

The Electrical Contractors' Association of City of Chicago (ECA) Safety Committee held its Safety Directors' Forum on May 26, 2011, at the Chicagoland Construction Safety Council (CCSC) in Hillside, Illinois.

  

The CCSC presentation consisted of discussion of various topics including the following:

 

  • John Rahilly, CCSC Instructor gave an overview of the CCSC coursework that is available.   
  • Mr. Rahilly described a number of the courses including the following:  NFPA 70E update, Scaffolding, OSHA 10-Hour and OSHA 30-Hour, Excavation, Fall Protection, as well as the new Health Hazards course. 
  • Also, the CCSC will develop classes designed for a contractor's specific needs; for example, they can combine courses such as Fall Protection with Scaffolding.  
  • He briefly discussed the new OSHA Crane Standard. 
  • Ms. Callie Caballero distributed a cost sheet regarding regular and special programming offered.

 

The Open Forum consisted of various topics discussed including the following: 

 

  • The trend by OSHA to increase inspections.
  • Highlights from the NECA Safety Professional's Program.
  • NFPA 70E for 2012 documentation was discussed.
  • NJATC programming was highlighted. 
  • Copies of NECA's Safety Policy were distributed to the Committee.  
  • The Committee also discussed jobsite requirements of General Contractors.
  • The Committee also discussed changes in Workers' Compensation in Illinois.

NECA 2011 Convention Update 
  
As a reminder, registration has begun for the National Electrical Contractors Association (NECA) 2011 Convention to be held in San Diego, California, October 22 - 25.  NECA members were sent the NECA 2011 brochure which includes information on the NECA Trade Show (hours and programming), educational seminars, and social events, as well as registration, payment, and cancellation policy information.

 

REGISTRATION / HOTEL RESERVATIONS / CONVENTION EVENTS

The Early Bird" deadline has been extended to August 29th.  Please review the full article on the ECA website at:  www.ecachicago.com for more information.  

 

CHICAGO CHAPTER EVENT

The Chicago and Cook County Chapter function is scheduled for the evening of Monday, October 24th at the US Grant Hotel.

ECA Educational Programming 
  
The ECA Research and Education Committee has a number of educational programs scheduled for Fall 2011 and beyond. 
  
The next program is a NECA Management Education Institute (MEI) course called, "Strategic Planning for Electrical Contractors."  Most of the operations in electrical contracting companies are short-term focused. Long-term planning and stability of the company are not major strengths of the current electrical contracting operational model. This course will teach the process and techniques of mid to long-term planning. Specifically, this course will teach companies how to plan for financial, operational and resource longevity and stability. This course will enable the participants to understand the emerging operational models in the area of increasing profitability; increasing productivity; new markets; partnership with suppliers and manufacturing; training needs for supervision; and sub tracking from the operator's point of view. Using this newfound knowledge, participants will be able to assess their current capabilities, plan a strategy, and through this strategy begin to incorporate this new operational model into their companies.  We hope that you will be able to attend this session scheduled for September 22, 2011 at the Hilton Rosemont Hotel in Rosemont, Illinois.  Registration information will be made available soon. 

 

The ECA will also schedule an Electrical Project Supervision (EPS) program to be held in two classes per month over a three month period in September through November 2011.  The classes will be taught by Norb Slowikowski, Slowikowski & Associates, Inc.  Registration information for these late afternoon classes will be made available soon.

ECA Student Committee Special Presentation  
  

The ECA Student Committee has worked with the Illinois Institute of Technology's Interprofessional Program (IIT IPRO) over the past few years.  A CD is now available for ECA members only that has all three IPRO's:  1) Green Technology; 2) BIM Technology and 3) Business Development.  Please contact the ECA for a copy.  The ECA Student Committee also looks forward to the Fall IPRO regarding "Smart Grid Technology."

   

Special Presentation 

The Electrical Contractors' Association Student Education Committee is pleased to announce a special presentation that has been arranged for Association members. The program called, "Business Development - Get More Work" is a pre-Membership Meeting seminar which will be held starting at 10:30 a.m. until 11:30 a.m. on Wednesday, September 14, 2011 at Harry Caray's Restaurant, 33 West Kinzie Street, Chicago, IL.

 

Again, the ECA Student Committee continues to work with the Illinois Institute of Technology's Interprofessional Program (IIT IPRO). The Spring 2011 IPRO focused on Business Development.   This IPRO culminated in the creation of a Business Development Guide.  The ECA Student Committee is proud to present this unique program developed from the guidebook specifically for the ECA membership.  This interactive seminar has been designed to assist participants in learning new business development strategies and actually drafting a business development plan for their company.  Participants will receive a guidebook of business development strategies and discuss the process of developing a strategic business development plan.  This special session is ideal for Business Development Managers, or those involved in business development activities, as well as Presidents/Owners of the electrical contracting company.  (Other than requesting the CD discussed above, ECA members can also view/download a copy of the guidebook by visiting the ECA website at: www.ecachicago.com and view the article "IIT Business Development IPRO - Follow-up.")

 

The seminar is to be led by Dr. Daniel Tomal, Ph.D. Dr. Tomal is an adjunct faculty member at the Illinois Institute of Technology, Facilitator/Advisor of the ECA IIT IPROs and the NECA IIT Student Chapter, Electronics Instructor, author of nine books (several in electrical engineering and leadership), consulted for numerous companies, testified before the U.S. Congress and has appeared on many national television shows such as CBS This Morning, Tom Snyder, Joan Rivers, Chicago Talks, CNBC, and NBC News.
