A Brief Update on Important Developments on Education Issues

__________________________________________________________ Retirement System Adopts New Rates for Fiscal Years 2012 and 2013
The NHRS Board of Trustees, newly constituted as of July 1, 2011, held a special Board meeting on Thursday, August 4. The Board took formal action and adopted new employer contribution rates for this year and next year. The new rates reflect the impact of changes made to the pension plan as well as increased employee contribution rates. The new employer rates are as follows:
Group I Employees: 8.80% Group I Teachers: 11.30%
Group II Police: 19.95% Group II Fire: 22.89%
These new rates are effective as of August 1, 2011, and apply to all compensation paid on or after that date. While changes made during the legislative session have lowered rates, school districts and municipalities are paying more than originally anticipated due to elimination of the state share that helped pay the rates for teachers, police and fire.
$3.5 Million
Recall that the legislation adopted this past session also allocated a total of $3.5 million to be distributed among local political subdivisions in FY 2012 in lieu of any on-going state share in retirement contributions. The NHRS Board approved a pro-rata distribution of this money based on payroll percentages, to be distributed in a singe payment, probably no later than October. School districts will share $2.28 million as the school portion of these funds, and will receive a one-time payment by check from the state.

Adequate Education Grants for 2011 - 2012 School Year
During the past legislative session, all adequacy grant deliberations were based on the best data available to the legislature. Final details on adequacy have been awaiting the Dept. of Education's review and release of this information. Those numbers are now available on the Dept. of Education's web site, and can be viewed at
