Stuart Horse Trials has taken our PRO feedback letter very seriously and has been working hard since last summer to make sure the ground is in great shape for the Stuart Horse Trials, July 12-15th. They have been using an agri-slicer to open up the ground and have used 244 tons of sand to top-dress the cross-country course, show jumping, dressage arenas and warm-up rings to ensure great footing this year. Thanks to your feedback and our work with the Event Riders Association (ERA), the FEI has agreed to propose the following clarification for implementation to the 21-penalty proposal for their meeting in the 2nd week of June:

 

Further to the Clarification to the Rules for Eventing Art 532.1 by the Eventing Committee dated 14 February 2012, the following additional comments addressing the 21 penalty process has been added to answer the concerns of riders for the inconsistent behavior of some frangible devices.

 

"The Ground Jury has the duty to assess all activations of frangible devices to understand if the athlete & horse clearly did not answer the jumping question set by the Course Designer and only in such case apply 21 penalties. The penalty is not automatic and the Ground Jury must consider all situations case by case to determine if the penalty should be applied".

 

This temporary measure will apply until the end of 2012 and will be revisited for 2013, taking into account the ability of the different devices to fulfill the sport requirements of fairness and consistency set in the new FEI standards for the minimum strength of frangible/deformable cross-country fences.

 

In addition to the above rider proposal, the FEI will consider the integration of the rider representative, part of our original proposal for the rule revision for the 2013 rules revision.
