Chesapeake, VA. - At
its January 20, 2010,
meeting, the Hampton Roads Transportation Planning Organization (HRTPO) established
a Citizen Transportation Advisory Committee (CTAC) that will provide input to
the HRTPO Board on transportation issues and help inform and increase awareness
about the transportation planning and programming process. The CTAC will
also be instrumental in engaging interested parties in the development of future
transportation plans.
The HRTPO began soliciting applications for members in the
fall of 2009, and approved 26 Hampton Roads citizens to serve on this
committee. In accordance with
the HRTPO Bylaws, initially, CTAC members will serve terms of one, two
and three years to ensure a certain level of knowledge and experience on the
CTAC. Thereafter, all CTAC members shall be appointed to three-year terms. No member shall serve more than two successive terms. The CTAC first meeting is
targeted for sometime in February. A list of CTAC members is provided below.
HRTPO Chair, Virginia Beach Mayor Will Sessoms, appointed
William Harrison, Jr., as CTAC Chair. A
Virginia Beach resident, Mr. Harrison is a partner withthe legal firm
Williams Mullen where he has been responsible for innovating and documenting
complex commercial real estate transactions utilizing a wide variety of
public-private partnership arrangements. His experience with public-private
transactions provides an in-depth understanding of complex structured financing
arrangements in the field of tax-exempt finance, including municipal finance. Mr.
Harrison has served as a member of Virginia Beach City Council (1994 to 2002) where
he was successful in helping to craft such public-private joint ventures for
municipal parking facilities, a 20,000 seat outdoor amphitheater, a soccer
stadium, a TPC Golf Course, hotel and conference center projects, university
facilities, performing arts facilities and public entertainment complexes. A
graduate of the University of Virginia, he was a founding member of the board
of trustees of the Virginia Stage Company and has served as a commissioner of
the Hampton Roads Planning District Commission. He currently serves as a
director of Virginia Beach Vision, is the vice president of the Central
Business District Association, and is on the executive committee of the Sandler
Center for the Performing Arts Foundation.

About the HRTPO:
The Hampton Roads Transportation Planning Organization (HRTPO) is an
intergovernmental planning body for thirteen jurisdictions in Hampton Roads, as
well as state agencies and transit operators, that conducts a continuing,
cooperative and comprehensive transportation planning process. The voting
membership of the HRTPO consists of representatives from the cities of
Chesapeake, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk,
Virginia Beach, and Williamsburg, as well as, the counties of Gloucester, Isle
of Wight, James City, and York.
Additional voting members come from representatives of the Transportation
District Commission of Hampton Roads, Williamsburg Area Transit Authority
(WATA), the Virginia Department of Transportation (VDOT), the Virginia
Department of Rail and Public Transit, and the Virginia Port Authority. Voting
membership has been extended to two delegates and two senators from the
region's General Assembly delegation. Non-voting membership applies to the Virginia
Department of Aviation, Federal Transit Administration, Federal Highway
Administration, Federal Aviation Administration, the Chief Administrative
Officers for all Member Localities, the Peninsula Airport Commission, Norfolk
Airport Authority and the Chairs of the Citizens Transportation Advisory
Committee and Freight Transportation Advisory Committee.
