Senate OKs Postal Service Overhaul Bid

"...The Senate has approved a plan to overhaul the government's efforts to rescue the United States Postal Service, but the cost of the measure may make it a tough sell in the House.

Small business owners have long been enormously reliant on the Postal Service, in many cases to both deliver the goods and materials they need to run their companies as well as ship their products out to their customers. A number of them recently shared with us exactly what they have at stake when it comes to
the future of the agency..."

New Rule Mandates Specific Employees for Federal Contracts

The Federal Times story states: A company that wins a federal services contract from another vendor would have to hire the predecessor firm's employees, under a proposed new federal contracting rule. The rule, issued Tuesday by the Federal Acquisition Regulatory Council, aims to carry out a 2009 executive order that seeks to reduce disruption during contract transitions and retain experienced workers.

First the GOOD NEWS: Included in the National Defense Authorization Act (NDAA), passed by the House Armed Services Committee, is a package of small business procurement reforms that aims to greatly improve the ability of small businesses to win government contracts. Women Impacting Public Policy (WIPP) strongly supports these much needed changes and has forcefully advocated for them.

 

Then the BAD NEWS: Unfortunately, the contracting reform bill most important to women-owned businesses, H.R. 4203, the Women's Procurement Program Improvement Act of 2012 was not included in the package. This bill addresses two major problems facing the program; 1) eliminating the dollar limit on contract awards of $4 and $6.5 million, and 2) authorizing contracting officers to award sole source contracts, which would put the WOSB program on equal footing with other small business procurement programs.

 

The failure to include the WOSB procurement program improvements is a huge setback to the 7.8 million women-owned businesses in this country. To read WIPP's Press Release on the setback, click here.

KCIC Award Winner

Congratulations are in order for Western Extralite Company. They have received gold and silver awards for sustainability from the Kansas City Industrial Council (KCIC). 
 
Their parking lot initiative of retrofitting LED lights to reduce energy and increase security won a silver award. This initiative has an annual energy savings of 72% and a 27,111 reduction in KWH hours.  

 

Western Extralite also won a gold award for their solar power generator initiative.  They received this honor for the extraordinary impact of this initiative  108 solar panels were installed at Western Extralite's headquarters and five service centers, generating an annual energy savings of as much as 75% and reducing KWH by as much as 37,000.
