The new federal fiscal year has started off with a strong push for Sources Sought Notices with over 900 being posted in the last 30 days. With two months left in the calendar year, many private sector companies are gearing down for a slow holiday season. While, in the federal market, there is a push for contracts and task orders all through November and December. This is a perfect time to reach out to all of the decision-makers you have identified, schedule Capability Briefings and solidify relationships with agency personnel, prime contractors and teaming partners.

 Small Vendors May Gain From New Policy on U.S. Contract Orders

(Bloomberg) -- A new policy will soon allow U.S. federal agencies to reserve work orders for small businesses within umbrella contracts awarded to multiple vendors, the Obama administration's top procurement official said.

 

The U.S. will within the next two weeks release an interim regulation on the policy, Daniel I. Gordon, the Administrator for Federal Procurement Policy, said today at a government contractors' forum in Arlington, Virginia.

 

Over the past 20 years, federal contracting officials have increasingly awarded work to vendors through contracts in which several vendors must compete for individual task orders after winning a spot on an umbrella contract, said Terry Williams, chief executive officer of the American Small Business Chamber of Commerce.

 

She said the practice has "basically excluded" small businesses from work orders, because they must compete against larger vendors for individual projects without receiving special consideration.

 

Update on the 3% Withholding Tax

Since passage of this tax on federal, state and local contractors, WIPP has been fighting for its repeal.  Today, the House of Representatives voted by a wide margin to repeal this unpopular requirement.  Slated to go into effect in 2013, all governments with revenues over $100 million in revenues are required to withhold 3% from contractors for tax purposes.  Prior to the vote, the White House issued a statement in support of this repeal and then issued a reversal.  It is now up to the Senate to act. 

 

WIPP joined with over 150 organizations to fight the 3% tax withholding requirement.   We will continue to urge action by the Senate.  WIPP is asking its members to send a message to their Senators, asking for support of the repeal of this onerous requirement.
