Conscience Fund-Gifts Mirror Personal Wealth

 

BGov Conscious Fund Chart 

 

(Bloomberg) -- Contributions to the U.S. Treasury's conscience fund, a depository created to receive money from those feeling guilty about defrauding the government, closely tracks rising and falling U.S. personal wealth. Contributions to the fund, detailed in the Chart of the Day, peaked in 2006 at $7.5 million, as U.S. net worth reached a seven-year high. 

  The fund was created in the 1800s to take in "money voluntarily paid to restore amounts that the donor considers to have been wrongfully acquired or withheld from the government," according to the Treasury.

  "This suggests guilt or conscience are not absolute, people trade them off," said Joel Slemrod, a professor of tax policy at the University of Michigan in Ann Arbor. "So when times are tough they're not so willing to assuage their guilt."

5% = $20 Billion Dollars in Contracts for Women-Owned Business

On February 4, 2011, the final rule published by the U.S. Small Business Administration aimed at expanding federal contracting opportunities for women-owned small businesses (WOSBs) takes effect!


 

The regulation sets forth procedures authorized by the Small Business Act to help ensure a level playing field for WOSBs in competition for federal contracting opportunities.  The regulation is designed to achieve the existing statutory goal to direct 5 percent of total federal contracting dollars to WOSBs.
