BIG NEWS, if you are or work for a business owned by a woman: The SBA has finally proposed the FINAL changes to the Woman's Procurement Program-the law that was passed ten (!!!) years ago but never enacted for one reason or another.
This is the law that states that small businesses owned by a woman or women should receive 5% of the contracts awarded out of the 23% that are awarded to small businesses in general.
The proposed rule identifies 83 industries in which women-owned small businesses (WOSBs) are under-represented or substantially under-represented in the federal contract marketplace.
Various versions of this rule have been previously contemplated since 2000, during which time SBA took a number of steps to study and analyze and analyze and analyze the market. Several draft rules were unsuccessfully created and made available for public comment, but all met repeated delays, rewrites, and eventual elimination.
As you and the very astute folks at Women Impacting Public Policy (WIPP) review this newest ititeration, we are hopeful that an acceptable version is proposed, that comments will be made, the rule anacted and that we can finally move ahead with the law as it was intended ten years ago.
Kudos to WIPP and the extraordinary government affairs representative, Ann Sullivan, for leading us through the quagmire of legislative process.

Government Contractors Enjoy Warm Smiles Despite Snow-mageddon
On Tuesday, February 16, the Center Club's GovCon Intra Club hosted a happy hour drawing government contractors from across the region for networking and socializing in downtown Baltimore. Everyone enjoyed the great view of Baltimore's Inner Harbor while enjoying drinks, complimentary hors d'oeuvres and the company of fellow contractors. The relaxed happy hour gave attendees the opportunity to meet others in their field and discuss the latest news and updates in government procurement. The Kauffman Foundation presented a live Webcast of its State of Entrepreneurship Address given by Kauffman President and CEO Carl Schramm at the National Press Club in Washington, DC. Schramm presented the outlook for entrepreneurship in 2010, including the challenges facing new businesses and solutions for fueling job growth as part of the economic recovery.
