Civility. It's really a simple concept. It is defined as: politeness: the act of showing regard for others. Granted, it does not come easy for some, and others make a living being uncivil. You can choose to turn off the TV when the screaming "talking heads" or rude musicians appear if you don't think you will benefit from that type of discourse. (I would agree with you!) If they have a message of value it is lost in the volume, isn't it?
But instead of decrying the "state of incivility" I have come to realize that being rude is not the norm; otherwise it would not make the news as much as it does! Across America, in large cities and small towns, most people are civil in their everyday life. Most people act with kindness, if you will give them the chance. For those of you harrumphing right now, I'd recommend a look in the mirror first. Most often it seems as though the big complainers are also the perpetrators. If you can't get anyone to let you in to traffic, perhaps you could try letting someone else in first and see how it feels. You may even like it!
Pay it forward, being civil costs nothing but it is a memorable gift. That's my thought for the day. Have a good, profitable, secure and civil week.

SBA Getting Ready to Roll Out New Women's Procurement Program
For nine years, the women's procurement program has suffered from inaction and/or unacceptable proposals by the SBA on implementation. If put into place, a woman's procurement program, would assist federal agencies meeting the 5% goal for women owned small businesses. Federal agencies have never met the 5% goal set by Congress. However, the SBA, led by Administrator Karen Mills is working to propose a new program and a simultaneous withdrawal of the program proposed by President Bush in 2008. The SBA hopes to have a program in place by the end of the year. Unlike the prior proposed program under President Bush, the program will not contain onerous requirements such as a finding of discrimination by federal agencies. It is expected that the SBA will take another look at the Rand disparity study and expand the eligible industries to more than the four industries previously proposed.
E-Verify Required for Federal Contractors
A recent ruling by a U.S. District Court upheld the executive order issued by former President George W. Bush requiring federal contractors to use E-Verify, which was a voluntary system. The order primarily affects federal contractors who are awarded a new contract after September 8, 2009. As of September 8, federal contractors must use the free E-Verify system, administered by the U.S. Department of Homeland Security (DHS) and the Social Security Administration (SSA), to electronically verify the employment eligibility of all new employees hired during the contract term and current employees assigned to work on the contract. Boomers Becoming Entrepreneurs
Carl Schramm, president and CEO of the Kauffman Foundation, appeared with Erin Burnett and Mark Haines of CNBC's "Squawk on the Street" to discuss the role older entrepreneurs are playing in this recession. Schramm cites the study and other Kauffman Foundation research indicating that America might be on the cusp of an entrepreneurial boom--not in spite of an aging population but because of it.

Kurt A. Walker, owner of a Batteries Plus store in Newport News, Va., served his country for 21 years in the U.S. Air Force. He continues to serve by supplying state, local and federal agencies with batteries and police radios, as well as facility maintenance products, including emergency exit lights, fire alarm panels and scrubbers.
