They are the real "solutions providers" and I don't mean IT! These are the people I want to surround myself with, how about you? They see when something is broken and start thinking about the fix immediately. They see dysfunction and step up with a remedy. They offer help or know someone who can.
 
They are the busiest people you know, and yet, can make time for you when asked. They can tell the difference between the complainers who like to hear the sound of their own voices and those with legitimate problems who will listen and hear what they can do to make their life better. They see the here and now and can balance immediate needs with future responsibilities. They are real, with hopes, fears, dreams, failures and successes. They dress up and down, are well educated or not. When you look in their eyes, they look back at you and you know you have met a person of substance.
 
Life is no easier for them, but somehow they make it look like it is, maybe because they simply smile more often. But we need these people because they will help us stop the slide, they will help us even things out and they will help us rebuild a life here in the U.S. that is more balanced, with stronger values and solid hopes.

Improvement in Vendor past performance data needed

Legal ScaleThe Government Accountability Office says agencies are making contract award decisions without a complete picture of vendor past performance, citing a lack of incentive or accountability to use the Past Performance Information Retrieval System, or PPIRS in their decision process as a possible source of the problem. Also mentioned is the lack of a standard process used to evaluate or rate vendors.

These problems have led to questions regarding agencies' abilities make contract awards based on vendors' past performance.

To improve the situation, the GAO has made six recommendations to help improve past perfomance data. Among these are the suggestions that the Office of Federal Procurement Policy standardize evaluation factors for documenting contractor performance, as well as define governmentwide roles for managing and overseeing PPIRS.

The GAO's audit also stated that the Federal Acquisition Council should finalize changes to the FAR in order to further define responsibilities and documentation requirements for contracts awarded under the General Services Administration's multiple award schedules.

SBA Launches New 100-Percent Guarantee ARC Loan Program to Help Struggling Businesses

worldSmall businesses suffering financial hardship as a result of the slow economy may be eligible to receive temporary relief to keep their doors open and get their cash flow back on track through to a new loan program announced today by SBA Administrator Karen G. Mills.
 
Beginning on June 15, SBA will start guaranteeing America's Recovery Capital (ARC) loans.  ARC loans are deferred-payment loans of up to $35,000 available to established, viable, for-profit small businesses that need short-term help to make their principal and interest payments on existing qualifying debt.  ARC loans are interest-free to the borrower, 100 percent guaranteed by the SBA, and have no SBA fees associated with them.
 
"These ARC loans can provide the critical capital and support many small businesses need to make it through these tough economic times," said Administrator Mills.  "Together with other provisions of the Recovery Act, ARC loans will free up capital and put more money in the hands of small business owners when they need it the most. This will help viable small businesses continue to grow and thrive and create new jobs in communities across the country."
 
As part of the Recovery Act, the ARC program was created as a no-interest, deferred payment loan to help small businesses that have a history of good performance, but as a result of the tough economy, are struggling to make debt payments.
 
ARC loans will be disbursed within a period of up to six months and will provide funds to be used for payments of principal and interest for existing, qualifying small business debt including mortgages, term and revolving lines of credit, capital leases, credit card obligations and notes payable to vendors, suppliers and utilities.  Repayment will not begin until 12 months after the final disbursement.  Borrowers don't have to pay interest on ARC loans.  After the 12-moth deferral period, borrowers will pay back the loan principal over a period of five years.
