Flexibility is a good thing!

This week, several of us traveled to the Gwinnett County School System to discuss with their administrators the how, the why, and the benefits of  becoming an IE2 School District.
 
Let me share with you some observations.
 
First, Gwinnett County, instead of focusing on students who do not meet standards, is focusing on those students who almost reach the exceeds-standards category. This focus is on a group of students who have been ignored by many in this No Child Left Behind era. Quite often, focus is on students not making standards and who are in turn keeping schools and the district from making AYP.
 
With IE2, administrators in Gwinnett were able to say, "Over the next five years, we want to increase the number of first though fifth graders exceeding standards on the CRCT in mathematics and reading/language arts. The same goes for high school students and the GHSGT."
 
We should take note of this worthy goal.
 
Second, with IE2, Gwinnett requested and received increased flexibility for:
  • class sizes
  • reporting requirements,
  • categorical allotment requirements,
  • certification requirements,
  • conditions of employment as it relates to duty free lunch,
  • the organization of the schools,
  • middle school programs, 
  • scheduling and
  • expenditure controls and QBE financing.
 
That's a lot of flexibility.
 
We are interested in focusing on this group of students- those who are succeeding but not reaching their full potential - as well. So that's what we are considering in deciding if we want to be an IE2 school district.
 
I ask you to:
  • talk with your principals and supervisors,
  • do your own research and then
  • let us know what you think.
 
The approaching November elections will change public education in Georgia for a long time. Part of that change will come because of the decisions made about charter school districts and IE2 school districts. Both have increased accountability with increased flexibility.
 
We're ready to move further along on this journey toward making a decision, but we need to know what you think. Daring to do better! Have a great weekend!

  • Heard a report on the school calendar adoption process. Stakeholders will be able to submit opinions on proposed 2011-2013 school year calendars on the school system's website.
  • Heard the tentative timeline for the 2010 Millage Rate Adoption plan. Finalizing the 2010 tax digest has been delayed because of the county-wide revaluation and appeals process. The board may need to set a called meeting in mid-October to adopt the final millage rate for 2010 in order to meet required public notification regulations.

  • Heard that the Griffin-Spalding County School System is requesting a waiver in order to be an option for parents to serve students through Supplemental Education Services (tutoring program) in Spalding County.
  • Was informed that the process has been initiated to begin high-school level courses in Math I and Physical Sciences in the middle schools, starting with the 2011-2012 school year. Middle school students will be able to receive high school credit upon successfully completing the courses. 
  • Adopted the FY11 Five-Year Plan Resolution requesting technical assistance from the State Department of Education in the preparation of the Five-Year Facilities Plan.

  • Approved the "Precipitous Decline" form for the FY11 Title I Part A Budget. This form will be attached to the Title I budget application and submitted to the Georgia Department of Education. The primary purpose of the form is to show the number of jobs saved with ARRA funds. This form is required for the funding of READ 180, Imagination Station, and ALEKS.

  • Approved the 2010-2011 Griffin RESA Contract for Membership for $166,738.57. The contract includes audiological and visual services. This membership was included in the school system's approved FY11 budget.

  • Placed policies on first reading:
    DIE - Fraud Prevention
    GBRIG - Federal Family and Medical Leave Act
    IDDC - Homebound Instruction Programs
    JBC - School Admissions
    JBD - Absences & Excuses
    JGF(2) - Seclusion & Restraint for All Students

  • Approved policies on second reading:
    JR - Student Records (to comply with FERPA)
    JGIA - Sexual Offenders on School Property (new policy)
    (the descriptor code JGIA was changed from KAFE during the drafting process)

  • Heard the Griffin-Spalding Partners in Education Board of Directors update. The PIE board, a recipient of the Spalding Collaborative's Strengthening Communities Fund Capacity Building Grant, will be launching a website among other initiatives. 

  • Approved the Peru field trip date change request from Spalding High School's International Club. The dates were changed from April 13 - 24, 2011, to May 30 - June 9, 2011.

In other business the board. . .
 

  • Announced that Moreland Road Elementary teacher Holly Betz and Beaverbrook Elementary teacher Elisha Sewell assisted the Pike County School System in planning their Standards-Based Report Cards.
  • Learned of three new Partners in Education:
    -Sweet Brothers Graphix & Beaverbrook Elementary
    -First Baptist Church Sunnyside & Beaverbrook Elementary
    -Arve's & Spalding High
  • Honored Jim Smith & Ryan McLemore for the Griffin-Spalding County School System's being awarded the Certificate of Achievement for Excellence in Financial Reporting award from the Government Finance Officers Association.
     
GSCS seeks opinion of stakeholders on proposed school calendars for 2011-2013
Beginning September 10 and continuing through September 20, the public can give their opinions of school calendars proposed for 2011-2013 on a survey at www.spalding.k12.ga.us
 
Denise Burrell, Deputy Superintendent, said, "The Teaching and Learning Department developed three calendar options for consideration and feedback by our stakeholders. Two calendar proposals have breaks balanced through the school year like the current school calendar.  The third proposal is a more traditional school calendar which begins school two weeks later than we currently begin school and has only traditional holiday breaks during the school year. 
 
"Stakeholders can tell us their preference on these three options."
 
Calendars for the school years 2011-2012 and 2012-2013 are paired for feedback purposes because they share the same characteristics: comparable start and end dates; same breaks; and same holidays. A stakeholder would choose one calendar option representing both school years when giving a preference on the electronic preference poll.
 
 
These are the highlights of the three calendar proposals. 
 
 
Option 1 - Balanced breaks
-Monday, August 1 - first day of school
-5 day student break beginning on Columbus Day in October
-5 day Thanksgiving break
-Christmas break begins Thursday Dec. 22
-Students return Jan. 9, 2012
-5 day student break beginning on President's Day in February

At the conclusion of the opinion poll, a recommendation for one school calendar will be made by Superintendent Dr. Curtis Jones to the board of education for consideration at its September 28 meeting.
 
The board of education's recommended calendar will remain on first reading for more public input until the board's final vote on October 26.
