Why start BECA in Nicaragua?

Here are some ideas:
  1. Nicaragua is the second (or third) poorest country in the Western Hemisphere.
  2. The education system in Nicaragua is in shambles.
  3. The poverty directly affects school participation (thus making it a prime candidate for a program like BECA).
However, the answer to the question isn't really that profound: I was in Nicaragua when the idea came to me.

I believe the idea came first. Hmmm. But then again, would I have thought of it if I wasn't in Nicaragua?

Now about that chicken and egg . . .
