Columbia Tusculum Community Council Notes
September 20 Meeting Minutes

1. Police Report  -  Detective Kelly McBeth & Captain Broxterman
Home, Business and car break-in's continue to be an issue.  The most basic of deterrents: do NOT leave valuables or bags visible in vehicles and keep all doors and windows locked.  Door to door sales without a valid city permit is a reportable violation and should be reported to the police.

2. Columbia Square update - Molly North, Neyer, Inc.

The top two floors of the office building have been leased to a creative company, moving approximately 100 jobs to CT.  See announcement below.  Moksha Yoga plans to open in November.

An 80 Unit "market rate" apartment complex is being considered for the opposite NW corner of Delta and Columbia Pkwy.  An early part of the development process would be to get a statement of support from the community council.

3. Stanley Ave Streetscape project proposal - Bill O'Donnell, Stanley's Pub

City funds were put aside in 2008 to streetscape Stanley Ave to match the work done along Columbia Parkway with sidewalks and lighting improvements.

ˇ     Mr. O'Donnell would like to include a bump-out in front of Stanley's pub to accommodate outdoor seating and a pedestrian friendly place to cross Stanley Ave.  The Stanley streetscape project budget is fixed and will not cover this.  A new request would be needed.

ˇ     Concerns have been raised about the impact this change would have on the traffic flow on Stanley Ave and the potential change to traffic on Tusculum.

Motion by Cynthia Walker to present a formal request to the city to do a traffic study in the area of Stanley Ave and the ramifications of the bump-out proposed by Bill O'Donnell.  Seconded by Kent Covey.   Vote: For 25, Abstaining 0, Opposed, 0

4.  Citizen Budget Choice input for 2011 - Arlene Golembiewski

City Council requested neighborhood input on which areas to cut and preserve in the upcoming city budget discussions.  They distributed a list of the possible areas to cut and what the repercussions of cuts at either 10% or 20% could potentially look like.  The list also include potential revenue-generating items including additional city income taxes and property tax increases.   Scorecards to record individual's preferences about the budget cuts and revenue generating possibilities were distributed, discussed, filled out and collected for tallying.

December 12th Columbia Tusculum Luminaria Night

CTCC will sponsor its first Luminaria night on Decemebr 12th, in conjunction with the well established Mt Lookout event.  Kits of candles, bags and sand are assembled and sold as a fund raiser for the community.  Planning is in its intial stages.

Volunteers are needed to:
  1. Act as Block Captains to help advertise the event, take resident orders and help with distribution of kits.
  2. Assemble kits.
  3. Help with overall organization and publicity.

This is a beautiful and festive addition to the holiday season.  Columbia Tusculum hopes to expand the successful tradition of Mt. Lookout and further brighten this December evening.

Lisa Hilbert and Cindy Mayti will take the lead to organize.  If you can help, please contact Lisa Hilbert at  hilbert.l@gmail.com .

2010 Mt. Lookout Fall Festival - Oct 16

The Mount Lookout Community Council invites you, your family, and friends to the 3rd annual Fall Festival on October 16th, from 12-4 pm.  This year, due to the construction in the square, the location is moved to that of their weekly farmers' market behind Cardinal Pacelli School on Ellison Ave. This event wil combine with the last farmers' market as one giant celebration for the community.

They will have several exciting events for the kids including the giant bouncy castle, face painting, corn hole, and more since they have a much larger area.  National Trail Family Farm is going to be donating a pig roast to the community council and they will be asking for a small donation for each sandwich to help offset our costs.  Linwood Sausage will also be selling their delicious varieties of sausages along with some hotdogs for the kids.  Matt Joy from The Stand will once again be DJ'ing so don't forget your dancing shoes.  Adult beverages will also be for sale; pop and water will be free for this historically beautiful and sunny, October day.

Cycle tracks included in list of potential bicycle fixes for Riverside Drive

SOAPBOX, 9/14/2010

Cincinnati officials are looking to make bicycle improvements to Riverside Drive through Cincinnati's East End neighborhood. The corridor has a large number of commuting and recreational bicyclists, but is also a federally designated truck route with a significant amount of vehicular traffic along U.S. 52.

The corridor presently has four lanes of traffic that has on-street parking in two of the lanes throughout much of the day. Department of Transportation & Engineering (DOTE) officials say that traffic travels at an average speed of 46mph even though the posted speed limit is 35mph. Officials also state that roughly 10 percent of all traffic in the corridor is truck traffic.

The hope is to eventually improve bicycle conditions enough to encourage more bicycle commuters along the eastern corridor while also encouraging more recreational users to take advantage of it and the adjacent string of riverfront parks. One such plan is the Ohio River Trail which would connect downtown Cincinnati to the Little Miami Scenic River Trail on the east side. While development has been ongoing for years, project officials are not sure when money will be available to make improvements along this stretch.

"We're continuously looking for ways to improve the quality of life for residents, and enhance neighborhoods in ways that are more in line with our community's interests in walkable, bike-friendly and sustainable neighborhoods," said Matthew Andrews, Acting Principal Architect with Cincinnati's DOTE. "But due to the complexities of this corridor, we are really interested to see what kind of feedback we can get from the public."

Feedback on five potential modifications to the lane configuration on Riverside Drive from Bains to Congress is what is needed. The potential modifications include designated bike lanes on Riverside Drive, buffered bike lanes, shared pathways for bicyclists and pedestrians, and a cycle track concept that would separate bicycle traffic from speeding motorists and large freight truck traffic.

All five concepts have removed the rush hour parking restrictions that currently exist, created additional on-street automobile parking, space for trees on both sides of the street, and dedicated new space for bicyclists.

Those interested can provide feedback online now until Thursday, September 30, 2010. The DOTE will also be hosting an open house on Wednesday, September 15 at the LeBlond Center (map) from 4pm to 7pm on the potential modifications. Officials hope to then narrow down the five concepts based on further analysis and public feedback in early October.

New High School to serve Cincinnati students

Students, parents, educators and community leaders from all over the area are welcoming the news that a new Catholic high school is opening in Cincinnati - a school that will bring the benefits of private, college-prep education to students with limited economic means.

DePaul Cristo Rey High School is located at 1133 Clifton Hills Avenue near Cincinnati State Technical and Community College, and will open to a freshman class of 100 students in June 2011. Sponsored by the Sisters of Charity of Cincinnati, this school is opening for students in our community not well-served by the public options but unable to afford Catholic high school tuition. Most of DePaul Cristo Rey's students will qualify for the Federal Free or Reduced Lunch Program and all will participate in the Corporate Work Study Program (CWSP) through which they will finance a portion of the cost of their education. Through the CWSP, all students will work five days a month in entry-level clerical support positions. Already 25 Cincinnati area companies have signed on as CWSP Partners.

Cincinnati's new school is part of the national Cristo Rey Network, a group of 25 schools transforming urban education in American cities through a proven model of educational success. All 704 graduates of the Cristo Rey Network Class of 2010 were accepted into college. The goal is that all DePaul Cristo Rey graduates will graduate from high school college-ready. A longer school day and year, academic assistance, and counseling will be used to prepare students with a broad range of academic abilities.

For more information on enrolling a student, becoming a CWSP partner, or supporting the school, visit www.depaulcristorey.org  or call the school at 513-861-0600.

City of Cincinnati News
Recycle container too big?  Swap it.

Are you finding, like many of us, that the jumbo sized recycle container we received is too heavy to drag up our many steps  and too big for a small household's recycling needs?

The City has recognized the one-size-fits all approach with 96 gallon containers is not manageable for many households.  You can now request other sizes that will be swapped out beginning November 1.

Available are:
    -  64 gallon containers (29 pounds empty)  41" x 21" x 27"
    -  30 gallon containers (19 pounds empty)  37" x 19" x 24"
    -  18 Gallon bins similar to ones we now have

The City recommends the 64 gallon containers for biweekly collection from 1-2 person households.  The 30 gallon size and 18 gallon bins are available for those with difficulty carrying heavy loads and negotiating steps.

Your old bins will not be used for collection because they are not equpped with tags that identify each household for the recycling points program and can be read electronically.  Feel free to use them to carry smaller amounts of recycle to your new container - or for other personal storage.

To place an order to swap out your 96 gallon container, call 352-5332.

More info on the Recyclying program is available at www.cincinnati-oh.gov/recycling/
