Continuing Education Credits
The LEBC is applying where practicable for one hour continuing education credit for eligible presentations with the Kentucky Bar Association, the Joint Board of the Enrollment of Actuaries, the Kentucky State Board of Accountancy, the American Society of Pension Professionals & Actuaries, and the Kentucky Department of Insurance. Forms for qualifying continuing education credits will be available at the registration table.
The speaker presentation for this meeting is scheduled for sixty (60) minutes and will begin as soon after 12:00 noon as practicable.

Speaker Presentation
Howard W. Blackburn, Jr., MA, SPHR, of Community Trust Bank,Inc., Pikeville, Ky. will present "Health Care Reform 2011 and Beyond."
Howard Blackburn is Senior Vice President, Director of Human Resources for Community Trust Bank, Inc., a $3.6 billion institution headquartered in Pikeville and one of Kentucky's largest state-based banks. As administrator for one of Kentucky's more sizable self-funded medical plans, Mr. Blackburn has been monitoring health care trends and the impact of health care developments on business for the last 15 years. More recently, as Healthcare Reform Director of the Kentucky Society for Human Resource Management (KYSHRM), Mr. Blackburn has closely tracked the enactment and implementation of national health care reform legislation over the past two years and has given presentations to SHRM chapters in Kentucky and Ohio on the impact of the PPACA and related legislation for employers and employees. He has authored articles on health care reform in The Goods (a publication of the Kentucky Association of Manufacturers) and the Kentucky SHRM Magazine. Mr. Blackburn is also past-president of the Gateway Regional Chapter of KYSHRM and serves on the KYSHRM State Council. He also serves as a director for the Eastern Kentucky Workforce Investment Board, a member of the Morehead State University Prestonsburg Campus and National College Advisory Boards, and is KYSHRM's 2013 Chair-Elect.
Mr. Blackburn received his Bachelor of Science in Communication Arts from Appalachian State University, Boone, NC, and his Master of Arts from Morehead State University.

Meeting & Guest Policies
You are invited to attend all LEBC monthly luncheon and presentation meetings as well as LEBC Sub-Council meetings.
The monthly luncheon meetings are the second Tuesday of the month and begin at 11:30 a.m. with registration and a time for networking and socializing. Lunch will be served at Noon. Speaker presentations begin at approximately 12:15 p.m. Meetings will conclude no later than 1:30 p.m.
Guests are welcome at our monthly luncheon meetings for a fee of $40. Add your guest information to the RSVP, or notify the Membership Chair:

Sub-Council meetings are the fourth Tuesday of the month and begin at 12 noon. Cost for attending these meetings is $40 for guests and for members who did not sign up with their annual dues. If you would like to attend a Sub-Council meeting, RSVP through the newsletter and pay at the door when you arrive for the meeting.
