VIRGINIA'S ENERGY FUTURE           

 
Governor's Energy Summit
 
Gov. McDonnell Energy Summit
A broad, bipartisan coalition of business leaders and lawmakers, including Governor Bob McDonnell and Lt. Governor Bill Bolling, gathered on March 11, 2010 at the Jefferson Hotel as part of The Summit on Virginia's Energy Future to discuss Virginia's diversified energy portfolio and the sustained economic benefits of developing the Commonwealth's energy resources.  The energy summit, co-sponsored by the Virginia Petroleum Council and Virginia Manufacturers Association, featured a panel of speakers expounding on the economic benefits of developing all forms of the state's energy resources, including renewable and nuclear energy, and the importance of moving forward with an offshore federal oil and natural gas lease sale, scheduled for 2011.
 
In fact, the panel featured a number of experts from Virginia industry with very different perspectives and interests in the issue of energy:  Andy Radford, Senior Policy Advisor of the American Petroleum Institute; Humberto Caldelas, Site Manager of Honeywell's Hopewell location; David Heacock, President & Chief Nuclear Officer of Dominion Virginia Power; Brenda Robinson, Founder of The Sustainability Park in Chester; and Chris Levesque, President & General Manager of AREVA Newport News, LLC.  "This summit emphasized the need for an 'all of the above' energy policy for Virginia where real economic opportunity and cost-effective energy resources are complimentary concepts," said Brett Vassey, President & CEO, Virginia Manufacturers Association.

Offshore Legislation
 
On March 10, 2010, Gov. Bob McDonnell signed into law offshore drilling legislation intended to realize his goal of making Virginia the East Coast's energy superpower.  The bills supporting offshore oil and gas exploration and directing royalties from drilling back to Virginia each hinge on actions by the federal government and Congress.
 
One of the bills signed by McDonnell would direct royalties from the drilling back to Virginia, with 70 percent going to a transportation trust fund and 10% going to local government for infrastructure and transportation projects. The VMA was particularly pleased to be part of these deliberations as it represents the fulfillment of the industry's commitment to identify and help create a dedicated source of statewide revenue for local governments in order to enable them to work cooperatively on machinery and tools tax reform.  The remaining royalties would go to a renewable energy consortium.  Congress rejected legislation last year to direct oil and gas royalties back to Virginia, and its prospects of passing in the future are uncertain.
