Planning is in full swing for the AAMGA's 86th Annual Meeting, Sunday, May 6 to Wednesday, May 9, 2012 at the new J.W. The theme: "Achieving Excellence Through Education" will focus on and celebrate the AAMGA University's 25 year anniversary of bringing dedicated surplus lines education and professional development to wholesale insurance professionals across the country.
What's the Game Plan?
- Presidential debate between MSNBC National Commentator Tucker Carlson and CNN's Political Correspondent and former Clinton White House Communications Director Paul Begalla, at the Opening Breakfast Monday morning, May 7th
- Fox Sports Football Commentator and former Pittsburg Steeler Quarterback Terry Bradshaw will give the keynote presentation at the annual Business Meeting on Tuesday, May 8th
- An expanded Agents & Brokers Lounge will allow members to conduct business in a professional venue throughout the conference
- Rhythm & Blues Motown vocal group The Temptations ("Ain't Too Proud to Beg," "Get Ready," "I Can't Get Next to You," and many more), are ready to entertain at the Wednesday night Gala Banquet, May 9th

Fragmented Uniformity: An Update on Surplus Lines Premium Tax Reform
The provisions of the Non-Admitted and Reinsurance Reform Act (NRRA) became effective July 21, 2011. Over 5 years in the making, the law was enacted with the intent of Congress to provide wholesale agents and brokers with a uniform, simplified, consistent and less burdensome mechanism with which to calculate, collect and allocate surplus lines premium taxes on multi-state risks. Since that time, the AAMGA along with other industry representatives and state regulators have been locked in a battle on designing and agreeing of a single implementation plan. Industry representatives worked collaboratively to write the Surplus Lines Insurance Multistate Compact (SLIMPACT). Click here to see the text of the SLIMPACT Interstate Compact. The compact and its revisions were also co-written and supported by the National Conference of Insurance Legislators (NCOIL). The National Conference of State Legislators (NCSL) and the Council of State Governments (CSG) also supported the surplus lines community on the compact. To date, 9 states have adopted the compact as the law in their states for the collection and allocation of surplus lines premiums on multi-state risks where they are the home state of the insured.
The National Association of Insurance Commissioners (NAIC) developed its own implementation plan, the Non-Admitted Insurance Multistate Agreement (NIAM). Click here to read the NIMA Model Agreement. Twelve states have either adopted NIMA, or signaled they will once their legislatures provide authority to the insurance commissioner to enter into the tax sharing agreement and allocation plan with other states through the creation of a national Clearinghouse. The majority of the states have implemented the NRRA's alternative of allowing the states to retain 100% of the surplus lines premium tax on multi-state risks when they are the home state of the insured.
Despite intensive involvement and educational efforts by the AAMGA and its colleagues, the priorities of the surplus lines industry and the intent of Congress to implement a single tax structure have yet to be realized. The AAMGA was present again as the NAIC met this past week in Washington, DC. The dialog between the regulators and industry continues in an effort to arrive at a compromise, while the US House of Representatives is slated to introduce and mark-up a Bill to amend the Title V - Surplus Lines provisions of the Dodd Frank Financial Reform Law, and where the Federal Insurance Office has called for comments on whatever further reforms are needed to insurance regulation. Time is running short to reach a consensus. Whether agreement can be reached, or whether Congress will intervene to formally direct the states on how to implement the NRRA, or whether the states will simply move toward retaining 100% of the surplus lines premium tax when they are the home state of the insured remains to be seen.
Moreover, several states have used this opportunity to introduce circular letters, make data call requests, or have signaled other unintended consequences of what the NRRA was specifically enacted to provide. The AAMGA is working daily to ensure the best interests of its members are realized in the final resolution of this effort, and will keep you regularly advised. Under Forty Organization Leaders Advancing into 2012...and Beyond
UFO Holds Successful Annual Meeting - By Ken Distel UFO President
The Under Forty Organization celebrated its 20th Anniversary with another stellar annual meeting, held in Nashville, TN, September 22 - 24, 2011. The turnout was exceptional, with 133 total attendees. Another statistic we are proud of is the 33 first-time attendees! This number is a testament to the dedication of the AAMGA members showing their support for the UFO. Thank you to everyone who made the decision to send a representative to our meeting.
On the education front, we had another 7 UFO members graduate the first series of the GSU Leadership Track (see article below). In addition, we had another 87 attendees on hand to kick off the UFO annual meeting with the launch of a new GSU Leadership Course, "Strategic Thinking: Creating and Executing Successful Business Strategies."
The Business Meeting on Friday included a presentation from AAMGA President, Wayne Forest, Sr.; site selection for future meetings; and the election of the 2012-2013 UFO Board (see article below). Following the Business Meeting, attendees had a chance to enjoy various tours, golfing, shopping, sightseeing, and continued their networking activities.
The UFO continues to support the Make-A-Wish® Foundation, UFO's chosen national charity. The AAMGA and UFO members impressed us, once again, with their generosity by raising a total of $4,338 to benefit the Make-A-Wish Foundation of Middle Tennessee.

2011 UFO Leadership Institute Graduation

The four components of the UFO Leadership Track have been well received by the UFO Members at both their Annual Meeting and also at AAMGA University Events. UFO President Ken Distel said, "Part of what makes the courses so effective is the fact that they are not generic. They were developed specifically for our industry." Nicole Ricigliano also stated, "I am so fortunate to be a part of this organization and the leadership track it provides as it is extremely valuable to my future in the insurance industry. Nothing has been able to compete with the leadership courses that UFO and AAMGA has offered. These courses have not only provided me with the opportunity to develop my leadership skills, but also allowed me to build strong relationships with other future leaders in the industry."
The program was launched at the 2009 Annual Meeting in Williamsburg, Virginia with record attendance of nearly 100 UFO members attending the class. The four courses which make up the program include:

Each workshop is practice-oriented, consisting of business and industry leadership situations, cases and exercises that participants are likely to encounter in their company or agency. In addition, a wide range of video interviews, conducted with well-known CEOs of US and international companies are introduced throughout the discussion. These executives candidly share their leadership experiences and practices, as well as lessons they learned on the path to the top.
Alumni of the program now total eighteen. The 2011 graduates join last year's graduates, who include T.C. Anderson, Tripp Duesenberg, Christine Garrett, Colleen Giles-Harris, Liam Hutelmyer, Kristen Jones, Valerie Knight, Amy Leicht, Matthew Leicht, Chris Peterson, and Patricia Scelfo.
Communicate as a Trusted Leader will be repeated at University East, March 8-9, 2012 in Atlanta.

UFO Members Elect New Leadership
UFO Members attending this year's annual meeting in Nashville, TN elected their new board members. Please join us in congratulating TC Anderson, IV of RPS Scottsdale for advancing to President for the 2012-2013 term, and Timothy Chaix of R.E. Chaix & Associates Insurance Brokers, Inc., and Adam Rothert of Ron Rothert Insurance Services, Inc., CMGA for joining the AAMGA UFO Board of Directors as the Vice Presidents for the 2012-2013 term. The UFO Board of Directors will be formally constituted alongside the AAMGA's Board of Directors transition in May 2012.
Also joining the AAMGA UFO Board of Directors for the 2012-2013 term as Senior Vice Presidents will be Michael Gabor of Gabor Insurance Services, Inc. and Andy Roe, AU, ASLI of Arlington/Roe & Co., Inc. Matthew Crane of Bell & Clements Ltd. will continue to serve as the Associate Chair through the 2012-2013 term. AAMGA Salutes the Troops
In late September, Dianne Shelton, Area Vice President of Operations for Continental/Risk Placement Services in Atlanta, GA, Dianne_Shelton@rpsins.com contacted AAMGA Headquarters about an idea she had. A local radio station, WWWQ - FM, was asking for help on an effort to send letters to as many US servicemen and women over the Thanksgiving holiday, in appreciation for their service. How about opening this to AAMGA members, she suggested. The rest is history.
Following a blast email, over 500 letters were written by AAMGA members and sent in for distribution to our troops serving overseas.
