Announcement - Proposals Received for Riverfront Development

The City of Covington has received three proposals from development groups for riverfront projects along the Ohio River in Covington, according to the City's Department of Community Development. Two proposals were in response to a Request for Proposals (RFP) the City issued in late November, 2011, for a project area at the north end of Madison Avenue, while one of the two respondents to the RFP submitted a third proposal for a project in the area of the earthen levee west of Madison Place off Rivercenter Boulevard. The RFP solicited interest in either land-based or water-based private development, or for a combination of land and water based proposals.

The proposals that were received are posted here. The City is interested in receiving public input on the proposals, so anyone wishing to forward comments to the City regarding the proposals may do so by clicking on this e-mail link:riverfrontRFPcomments@covingtonky.gov

Riverfront Development

How Covington develops the Ohio Riverfront is an important element in the City's revitalization strategy. The City's neighbor to the north, Cincinnati, is continuing with significant improvements to its riverfront, for public use/public recreation space, such as in Sawyer Point Park and the areas between Paul Brown Stadium and Great American Ball Park.

Cincinnati has also accommodated private developments in its public riverfront space for water-based development such as The Majestic Show Boat, and for land-based development such as The Montgomery Inn & Boathouse, and the recently opened Christian Moerlein Lager House.

The City is interested in pursuing public space/public recreation improvements to areas along the Ohio Riverfront, and considering the integration of private use proposals that would complement the community's riverfront improvement objectives. The RFP that was issued will address possible private use developments.

The Proposals

The map posted with this announcement shows the general location of the three project proposals.

Boca Hotel Group Proposals

A proposal for the RFP Area was submitted by Boca Hotel Group, LLC, for what is being called "The Sail Project," which relates to the design concept for a 28 story mixed use building that would include a hotel, luxury apartments, and two unique restaurant concepts.  The Sail Project is proposed to be situated over the Overlook at the north end of Madison Avenue. The proposal includes 128 hotel rooms, 136 apartments, two restaurants (one 6,000 square feet, the other 7,000 square feet), with one located at ground level and the other a roof top restaurant.

According to Boca, the total estimated development budget is $49.5 million.  Boca proposes a construction start date for the first quarter of 2013, with opening of the project the end of 2014.

Corporex Realty & Investment/Jeff Ruby Culinary Entertainment Proposal

Another proposal for the RFP Area was submitted by Corporex Realty & Investment, LLC and Jeff Ruby Culinary Entertainment.  That proposal would involve a two phase development.  Phase I entails the relocation, refurbishment and reopening of The Waterfront Restaurant at a location on the river off the Overlook, and moored to the Overlook at the northern end of Madison Avenue. The proposal indicated a possible opening date for The Waterfront Restaurant for early to mid-Summer 2012.  The Waterfront Restaurant has been closed since early in 2011 when the barge broke loose from its mooring near the Clay Wade Bailey Bridge at the end of Bakewell Street. The barge is currently moored at the Bakewell Street location.

According to the Corporex/Ruby submittal, Phase II projects would be implemented at a future point based on the availability of funding. Phase II projects would include riverfront landscaping and improvements consistent with the City's Waterfront Development Master Plan and Southbank's Riverfront Commons trail plans. Phase II would also include a floating boardwalk, marina and wharf, and a water-based restaurant and/or other attraction in a second mooring east of The Waterfront Restaurant.  General information was provided on possible Phase I costs and funding sources.

Boca also submitted a proposal for a location outside the RFP area for what they are calling "The Kentucky Queen Hotel, Conference Center & Dinner Playhouse Project."  According to Boca, The Kentucky Queen project would involve a historically themed hotel, conference, and entertainment center inspired by the area's past of famous riverboats.  The proposed land based development would feature a large river facing and live music oriented nightclub and New Orleans influenced restaurant.

Boca is proposing The Kentucky Queen project be built generally on top of and on the south side of the earthen levee west of Madison Place and north of Rivercenter Boulevard, with a lower level parking garage.  The proposal also involves a 600 seat dinner theater on the south side of Rivercenter Boulevard, which would fall in the currentIRS property.  At the present time the City has no adopted Redevelopment Plan relating to the IRS property, although in 2011 the City did submit a Letter of Intent to work with the General Services Administration/IRS in planning for the possible relocation of the IRS facility in this general area. No timetable has been agreed to between the City and GSA/IRS on this planning work and potential redevelopment project. According to BOCA the total estimated development budget for the hotel and dinner playhouse would be $37.75 million. Boca indicated a development schedule similar to that for The Sail Project.

In moving forward with consideration of the proposals, the City has organized a Review Team that will work with the City Commission in the review and evaluation of the proposed projects. According to Jackson Kinney, Director of Community Development, "The City is hoping to complete the review and action on the proposals in the next 90 days."

Fire Dept SealGrill Safety

Each year fire departments across the country respond to fires involving grills and outdoor cooking equipment.  Taking a few minutes to inspect, clean and properly operate your grill will reduce the chances of a life changing accident.  Everyone enjoys spending time grilling with friends and family; please take the time to ensure a safe experience.  Inspect, maintain and clean your equipment to ensure they function properly.  Keep children and pets away from equipment during use and until it is cold to the touch.  Always close the propane tank valve when not in use to reduce the chance of a leak.  Never store propane tanks inside a structure and always operate a safe distance (10' minimum) from your home.  In multi-family dwellings (3 or more units) grills of any type are prohibited on balconies, under overhangs or within 10 feet of the structure.  Gas cylinders shall not be used within 10 feet of doors or windows and 20 feet from air intake openings of air conditioning or other ventilation system of any structure.   If your grill malfunctions and becomes involved in fire, leave the area and call the fire department.  Please click here for complete information, including links for you to watch attached videos from the NFPA on grill safety.

The Project is Salsa

Several classes and student groups at Holmes High School are involved in a Service Learning Project to produce salsa. Under the Bulldogs Give Back wellness initiative, groups are coming together to grow ingredients for salsa, create the salsa, and then sell the product as a micro enterprise. The project will also include giving each Covington Independent Public School kindergarten classroom a mini salsa garden.

The project is spearheaded by Michele Ehrman's Environmental Science class and by a Culinary Club headed by Mark Iannuzzo, Holmes cafeteria chef. Others involved, so far, are students in Robert Haire's Carpentry class and Scott Calcaterra's Hospitality and Tourism Marketing class.

Tricia Dorman, a service learning coordinator with Children, Inc., is helping to facilitate the project and anticipates many different roles for students to fill. She described the project as being in its beginning stages and expects to extend the project into next school year and beyond.

Holmes Middle School Hosts Statewide GEAR UP Rally

EAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) recently held an exciting kick-off rally for the Class of 2021 at Holmes.

Seventh graders from Holmes Middle School, Bellevue High School and Newport Middle School gathered in the Jack Moreland Auditorium to hear about the importance of going to college.

CIPS Gear Up going to collegeStudents in middle schools from across the Commonwealth were watching and listening to the event on the internet as a DJ at the rally announced prize winners from their schools, asked quiz show questions to volunteers in the audience, played music, and introduced the speakers.

The message of the event was all about going to college. Felicia Cumings-Smith, Kentucky Department of Education Associate Commissioner, promised, "We are here to make sure you have the resources for you to be successful. We are committed to you to help you achieve your dreams."

Dr. James Votruba, President of Northern Kentucky University, encouraged the students to attend college. He said, "Starting today, make the decision and take the steps to go to college. Every person in this room can graduate from college. Every person has it in them."

Issis Sullivan, a Newport High School graduate and former GEAR UP student, now in her Freshman year at NKU, summed up the message. She told the students, "Just go!" After the rally the students took a tour of Northern Kentucky University.

In the GEAR UP Rally, $26.9 million was granted and Holmes received funding.

GEAR UP works with Kentucky schools, colleges, business, communities, and non-profit organizations to mentor and improve the skills of middle school and high school students with the result of making them college and career ready.

Holmes students go on College Visits

Holmes students hit the road in March to visit several colleges and universities. The first trip (Mar. 23 - 24) included 37 students. They visited Berea College, Eastern Kentucky University, Bluegrass Community and Technical College, the University of Kentucky, and Thomas More College.

Another trip (March 29-30) included 18 Holmes students. They visited Kentucky State University, Bellarmine University, Sullivan University, Jefferson Community and Technical College, and the University of Louisville.

Students took guided tours of the campuses, spoke with admissions counselors, heard from college students, and generally got a taste of college life. Several education professionals accompanied the Holmes students on the trips including KHEAA Kentucky College Coach Andy Browning. He feels that, after the trips, students are thinking more optimistically about attending college.

The trips were sponsored by GEAR-UP. For more information, call Project Associate Wendy Nealy, GEAR UP Kentucky, at 859-655-9545, ext. 13106.

Covington Public Elementary Schools Celebrate Read Across America Day

Covington elementary schools were full of readers as they recently celebrated Read Across America Day. Celebrity readers and teachers read a variety of books to students.

Each school held its own celebration.

At Ninth District Elementary School, teachers dressed as Dr. Seuss characters while reading Dr. Seuss books. Teachers led math, social studies, and language arts lessons based on the stories. Many students wore head pieces they made for the occasion.

At John G. Carlisle Elementary School, several members of Trinity Episcopal Church in Covington brought their favorite books to read to the students.

CIPS Miss OhioMany celebrities were on hand at Latonia Elementary School. Miss Ohio Amanda Tempel, Kentucky Black-n-Blue Grass Roller Girls, Kris P. Cream and Shaneeda Spankin, Kenton County Public Library Children's Librarian Patti Richards, and WLWT Channel 5 news reporter Alison Montoya read their favorite books.

Sixth District Elementary School began the day with a breakfast of green eggs and ham. Throughout the day students visited learning stations to hear a book read aloud and complete a related learning activity. Faculty and staff from the school's BEST Partner, Gateway Community and Technical College, visited to read and help with the activities.

Glenn O. Swing Elementary School kicked off a reading competition with John G. Carlisle Elementary School to see which school can read the most chapters or books for the month.

More than 5,000 chapters or books have been read thus far with John G. Carlisle leading. The winning school will receive a visit from the principal of the losing school to participate in a fun celebratory activity.

New Latonia Map!

An important part of the LBA's mission is to promote Latonia businesses, as well as to promote Latonia as an attractive place to do business.

The LBA fulfills our mission in a new way this year with a professionally designed map/pamphlet.  If you haven't seen the map: 100 places are located on an actual map graphic. Some of the places are the following: attractions, schools, churches and business. Great photos are on the cover with our winning slogan.

The map project was a collaboration between the West Latonia Neighborhood Association, the Ritte's East Neighborhood Group, and the Latonia Business Association and was funded through a place matters mini-grant.

Maps are available from LBA members/businesses and at the Latonia Post Office. If you would like multiple copies of the map, please contact Karen at krowe@covingtoncharities.org  or Marvin mwischer@kwmechanical.com.

Foster Care logoIn 2010, 19,500 children were substantiated as victims of abuse/neglect in the state of Kentucky. This is an average of 55 children per day. More must be done to protect children and strengthen families. In Kenton County alone, there were 1,770 reports of child abuse and neglect. At any given time, there are over Prevent child Abuse Blue Ribbon900 children in out-of-home care due to abuse and neglect. Now more than ever, the need for loving families is crucial. Out of the 900 children in care, more than 40% are from Kenton County. 190 of these children are from Covington. Currently, there are only five Covington foster homes. With so few foster families in Covington, children are forced out of their homes and placed in unfamiliar neighborhoods. If we could offer the support of a safe and nurturing home within their community, these children could be the bright future of Covington.

Many people want to make a difference in the life of a child but don't know how, or if they can. You can qualify as a foster/adoptive parent if you are financially and emotionally stable, single, married, widowed or divorced. The Cabinet provides medical coverage, daycare assistance and a monthly per diem to assist licensed resource homes caring for foster children. Free training is offered to those who wish to discover if foster care/adoption is the right choice for them.

The Carnegie presents DONT CROSS THE STREAMS

Carnegie Dont Cross the Streams

A popular early 80's film about ghosts and the people who bust them is receiving a stage musical adaptation by a local theatre. When their world is shattered by a "cease and desist" letter from the lawyers of Columbia Pictures, the cast and crew give the show a new title, make delirious changes to an increasingly unrecognizable script and recruit a handsomely clueless soap opera actor to play the role of Peter Venkman. Silly string ion streams and a softshoe dance battle rule the day in a madcap theatrical farce a la NOISES OFF and Waiting for Guffman.

Performances will take place at the Know Theatre (1120 Jackson Street, Downtown Cincinnati) on the following dates:

*          Thursday, May 31   9pm

*          Saturday, June 2   4:15pm

*          Tuesday, June 5     7pm

BCM Floods exhibit Feb-May 2012

Our Rivers' Fury: Past and Present Ohio Valley Floods

February 18 - May 27, 2012

Get swept away into Behringer-Crawford Museum's latest exhibit, "Our Rivers' Fury: Past and Present Ohio Valley Floods." Taking a special look at the regional floods that occurred in 1884, 1913, 1937 and 1997, this exhibit explores how these floods changed forever the Ohio River Valley. The rising waters altered lives and left lasting marks in the community. In addition, the exhibit discusses why floods occur, aspects of flood prevention, the important roles levees play in our everyday lives and provides multi-sensory experiences through interactive components and documentaries produced by WKRC/Local 12 personality and celebrated local historian Dan Hurley.

Visitors will have the opportunity to become part of the Ohio Valley Flood history by sharing their personal stories about the floods that ravaged our region in 1937 and 1997. If you have a story or experience you would like to share, contact BCM for scheduled dates and times.

This exhibit will open for museum members and future members at 6:00 pm on February 17 with a presentation by noted historian Rick Bell, author of The Great Flood of 1937 - Rising Waters, Soaring Spirits. He will discuss the book's in-depth look at the 1937 flood and its effects on the community.
