New Opportunity - Façade Grant Program for Homeowners
The Homeowner Façade Program, funded through the Community Development Block Grant Program, is administered by the City of Covington's Community Development Department. The purpose of this program is to assist homeowners with improvement to façades (visible from the public right-of-way) of qualifying residential properties. The funds are available in two targeted redevelopment areas: Central Core and targeted streets in the Latonia area. Under this program, households which meet income and other requirements may obtain grants to assist with certain exterior improvement.
The façade improvements will be made available to address exterior code violations, which must be addressed prior to undertaking other improvements, on façades visible from the public right-of-way. Examples of eligible repairs include roof repair/replacement, gutter repair/replacement, repair/repainting of exterior walls and trim, porch repairs, handrails, steps, and walkways. Lighting and security improvements may be eligible on a case-by-case basis. Other improvements may be eligible as funding is available.
Homeowners wishing to participate in the program must submit an application and required documentation to the Community Development Department. Funds are available on a first come, first served basis as funding permits.

Riverfront Development Proposals - Boca Rescinds Sail Project Proposal
The Boca Hotel Group has informed the City of Covington that it is rescinding The Sail Project Proposal for the Madison Overlook on the Ohio Riverfront that the group had submitted in early February, according to the City's Department of Community Development.
The group has decided to rescind The Sail Project, which was proposed as a mixed use hotel, apartment and restaurant concept and instead incorporate the apartment component of The Sail Project in the Group's other proposal for the riverfront, The Kentucky Queen Project," said Jackson Kinney, the City's Director of Community Development. "Boca has indicated they will be giving us a revised proposal for The Kentucky Queen Project as soon as they can," Kinney added.
Covington Farmers Market moving to new location
The Covington Farmers Market is moving to a new site in the Roebling Point business area just off the suspension bridge.
The market was at Goebel Park last season to accommodate the market's merchants because they wanted to be able to sell products from their trucks' tailgates. However, merchants felt that this location was somewhat isolated.
At the new location, immediately in front of the Kenton County Courthouse's main entrance, between Park Place and Third Street, the city will
block off Court Street there on Saturdays to accommodate the tailgate sales.
The Farmers Market operates 8:00 am to 2:00 pm on Saturdays from May through October. Property and business owners in the Roebling Point business area are pleased with this new location for the market.
The intersection of Court and Park Place is also the site for other festivals and events.
Other upgrades are planned for the market: A part-time manager with expertise will be hired to manage it, taking some responsibility from city staff. Interested people can contact Katie Meyer, Renaissance Manager, at kmeyer@covingtonky.gov or 859-292-2166.
Recently received grants will allow signs that help people find the market area, while grant money also will let the market accept food stamps and WIC, a nutrition assistance for pregnant women and their young children.

Barber Shop and Bar in One
Excerpted from nky.com
Rita and Jimmy Riley, who have been cutting hair in Latonia for 22 years, are devising a new style of local hair salon: one that also serves beer, wine and sandwiches.
It will be called Rita's Tonsorial Parlor and Pub, and the couple already is trimming customers' tops in the front of the shop at 3629 Decoursey Ave.
In the back, Jimmy has been crafting and staining the bar, which owner Rita predicts will hold its grand opening in June.
Another sweet touch: The shop has one of those Coca-Cola machines that dispenses bottles. It also has a set of chairs so old that they have racks below them where gentlemen used to hang their hats.
Some services will match the older-school furnishings: The shop already offers straight-razor shaves of the face and neck.
There will be one major 21st century necessity: Televisions, so customers can watch sports.
Haircuts now are offered Wednesdays through Fridays, 9 a.m. to 5:30 p.m., and Saturdays 9 a.m. to 2 p.m.
Rita said the city recently funded a study for Latonia that envisioned an entertainment district in the immediate area that includes their shop.

Reminder to Pet Owners: Pick up after your Pets!
A common complaint the City receives is about the failure of pet owners to properly clean up after their pets. The City of Covington has ordinances regarding picking up after your pets.
§ 90.60 REMOVAL OF ANIMAL EXCREMENT.
No person shall allow an animal under his or her control to be upon public property or upon the property of another, absent the consent of the owner or occupant of the property, without some device for the removal and containment of the dog's, cat's, or other animal's excrement; nor shall any person fail to remove any excrement deposited by any animal under his or her control on public or private property. This section shall not apply to guide dogs under the control of a blind person.
(F) Whoever violates § 90.60 shall be deemed guilty of a violation and shall be fined $50.
Please remember to be a good neighbor and a responsible pet owner. No one likes to step in a mess - or be fined. Thank you for your cooperation!

Preventative Maintenance
When you think about your physical and mental health, do you consider preventative maintenance an important part of your daily habits? Section 4-1 of the Toyota Tacoma Owner's Manual states to "perform the following to protect the vehicle and maintain it in prime condition", do the following... We spend thousands of dollars a year and tens of hours of time to maintain our cars and trucks, why shouldn't we be doing the same to maintain our person?
Preventative maintenance is not lost on your city firefighters or the organizations that support them. The number one cause of on-duty deaths in the fire service are cardiac events. Cardiac disease, although is hereditary, is one of the most easily prevented of all diseases with a little preventative maintenance. So during the months of February and March the fire department employees participate in mandatory physicals to include laboratory testing, electrocardiograms, and pulmonary function testing and health risk assessments through Saint Elizabeth Business Health.
The International Association of Fire Fighter's and the National Fire Protection Association have set standards for physical fitness and testing to help prevent firefighter deaths and promote healthier lifestyles. A little preventative maintenance goes a long way to increase your physical and mental health. Preventative maintenance or regular exercise helps to control weight, decreases the incidence of diseases such as diabetes and heart disease, improves your mood, increase energy, improves sleep, decreases stress, and has a multitude of other benefits.
Please make today your start to a healthier lifestyle!

The Housing Authority of Covington, KY
Revitalization News
SAVE THE DATE! March 30, 2012
Everyone is invited to the Ground Breaking of River's Edge at Eastside Pointe (formerly Jacob Price Homes) on March 30, 2012 beginning at 10:00 a.m.
The Housing Authority if very excited to begin construction of River's Edge at Eastside Point. Please come and celebrate this ground breaking with the partners and friends of this project.
General Information
We are sure that those of you paying attention to the project on Greenup Street are wondering, "Why is one building remaining and all the others torn down?" There is a reason and the building will be taken down. The reason that it remains is that during the Section 106 Historic Preservation Review of the property that was Jacob Price Homes, there is a 30x30 meter section of land that is worth a closer look. The Housing Authority contracted Mr. Scott Jones, an archeologist to survey the site to see if there would be anything of historic interest on the site that was built in the mid-1930s. After reviewing the site, Mr. Jones concluded that there was one 30x30 meter parcel that possibly held a privy and a cellar that could provide artifacts from a pre-1930's era. Presently two phases of study have been completed on this area and have provided evidence of footers and supports for the privy and cellar along with some marbles and pottery shards which leads us to believe that there may be more to find. As you know, if you have been in the area this past year, we have had rain. Actually we have had a lot of rain. To complete the Phase 3 of the archeology survey, the archeologist must now dig deep. With the wet ground and cold weather, we are forced to wait for better working conditions to complete the survey. The building that remains on the site facing Greenup is important to the 30x30 meter site as it supports the land that holds the privy and cellar. Once the archeological survey has been completed and we receive the green light from the State Historic Preservation office, the last building will come down.
For those of you that are interest in archeology and/or this dig in particular, we have fenced in the area of study but you are welcome to observe from a safe distance.
Infrastructure
As part of the HOPE VI Project, in cooperation with the Sanitation District 1 and the City of Covington, the Housing Authority will be improving streets that will surround River's Edge at Eastside Pointe. Robbins, Prospect and 11th Streets along with sidewalks will be replaced. While doing so the combined water and sewage system will be separated and new lines and hookups will be installed for the site. This work will begin within the next couple of months.
Site Work
When the site work begins on the site, please be aware that you will not see any vertical building immediately. There will be a considerable amount of work to be done below ground with utility lines and also compaction of the site to prepare for building. It may appear as if bulldozers are just out for a joy ride for a while but there actually is a method to all of this madness! If you have any questions at any time as to the progress of the project, please feel free to call Sheryl Schneider, HOPE VI Project Coordinator at 859-655-7304. If she is not at her desk, please leave a detailed message with your question(s) and she will get the information to you. |

Grant Enables Gateway to Expand in Covington to Train Knowledge Workers
Gateway Community and Technical College will use a $4.9 million, four-year Department of Labor grant to develop a Covington-based technology center that will prepare students for emerging, high-skilled, knowledge-based jobs in increasing demand by corporations and education.
Under provisions of the Innovative Pathways in Technology and eLearning Careers grant, Gateway will partner with TiER 1 Performance Solutions to create an Instructional Design and Learning Technologies program that will prepare people for high-paying jobs requiring a blend of skills in computer science, graphic design, instructional technology and new media. The Northern Kentucky Workforce Investment Board/One Stop Career Center will serve as a partner in the project.
The grant includes funds to lease a facility to house the center and create a one-stop location for the multidisciplinary program. A specific location has not yet been identified.
Program graduates will be prepared to work as instructional designers, corporate training and development specialists, multimedia artists and animators, and distance learning coordinators. Median annual earnings for such jobs in Kentucky range from $45,100 to $75,700 depending on the specialty. The initiative also will provide transfer opportunities for students who may want to pursue a four-year degree, for example at Northern Kentucky University's College of Informatics.
The program will begin accepting students in the next academic year and is open to residents of the region served by the Northern Kentucky Workforce Investment Board.

The registration deadline is March 23 for this $99 class.
No prior Spanish-speaking experience is necessary. To register, call Regina Schadler at 859-442-1170 or Jenni Hammons at 859-442-1130.
Gateway Offering FREE GED Testing
Gateway Community and Technical College will offer free GED tests, which usually cost $60, through June 30 or until funds are expended. The tests are sponsored by Kentucky Adult Education, a unit of the Council on Postsecondary Education, and the Department of Workforce Investment, an agency of the Education and Workforce Development Cabinet, using federal Workforce Investment Act (WIA) incentive funding.
The free tests will be offered at Gateway's Urban Center, 525 Scott Boulevard, Covington; Boone Campus, 500 Technology Way, Florence; Edgewood Campus, 790 Thomas More Parkway, Edgewood.
GED tests provide adults who did not finish high school an opportunity to demonstrate that they have attained high school-level academic knowledge and skills. To take the GED Exam in Kentucky, individuals must have a Kentucky address, pass the Official GED Practice Test through an approved Kentucky Adult Education center, and be 19 years of age or be withdrawn from school at least 90 days if you are under 19 years of age. If you cannot wait 90 days, you may request a waiver from your school superintendent.

Gateway Accepting Scholarship Applications for 2012-13
Looking for an interest-free method to help you pay for college tuition, books and fees? Scholarships are the answer.
Gateway Community and Technical College offers 24 different categories of scholarships, and the time to apply for the 2012-2013 academic year is now.
"In the 2011-2012 year, we provided just over $224,000 in merit-based scholarships to eligible students, and you don't have to be a straight-A student to qualify," said Will Bradley, coordinator of financial aid and scholarships. "Eligibility requirements vary by category, but scholarships are available for single parents, minority students, and students with at least a 2.0 average who show academic promise."
Bradley said Gateway has general scholarships available for students in any field, but some are dedicated to specific disciplines, such as advanced manufacturing, electrical technology, computer-assisted drafting and design, education, nursing and allied health. In addition, Gateway also has tuition-assistance funds available from a federal grant specifically for low-income students interested in certain allied health careers.
Here's how to apply:
1. Complete a scholarship application at www.gateway.kctcs.edu - Click Financial Aid; then Scholarships.
2. Explain why you believe you should receive a scholarship. Indicate your educational and career plans. Please include your personal situation - children/ family, financial income, work situation, etc. Bradley says including the personal situation is optional, but it provides the scholarship review committee with a complete understanding of your situation.
3. You can apply for more than one scholarship, but review each scholarship carefully because some require separate applications and written statements.
4. Provide two letters of recommendation from non-relatives.
5. Provide the Scholarship Application, Typed Statement, letters of recommendation (and other requirements for those scholarships requesting extra steps) to the Financial Aid Office no later than April 1, 2012 (postmarked by April 1, 2012 will be accepted).

An important part of the LBA's mission is to promote Latonia businesses, as well as to promote Latonia as an attractive place to do business.
The LBA fulfills our mission in a new way this year with a professionally designed map/pamphlet. If you haven't seen the map: 100 places are located on an actual map graphic. Some of the places are the following: attractions, schools, churches and business. Great photos are on the cover with our winning slogan.
The map project was a collaboration between the West Latonia Neighborhood Association, the Ritte's East Neighborhood Group, and the Latonia Business Association and was funded through a place matters mini-grant.
Maps are available from LBA members/businesses and at the Latonia Post Office. If you would like multiple copies of the map, please contact Karen at krowe@covingtoncharities.org or Marvin mwischer@kwmechanical.com.

Ensuring LGBT Access to HUD Housing Programs
State of LGBT Housing Discrimination
Strong evidence exists showing LGBT individuals and families do not have equal access to
housing and face various barriers when attempting to obtain housing. Although progress has been made with twenty states, the District of Columbia, and over 200 localities enacting laws prohibiting discrimination in housing on the basis of sexual orientation or gender identity, the majority of states offer no such protections for LGBT individuals and families. Federal antidiscrimination laws, including those under Title VIII of the Civil Rights Act of 1968, commonly referred to as the Fair Housing Act, do not expressly extend equal opportunity in housing to LGBT individuals. This lack of federal protection leaves many LGBT individuals and families open to discrimination from biased landlords and housing organizations.
Without strong federal protections countless otherwise qualified individuals will be wrongly
denied housing simply because of their actual or perceived sexual orientation or gender identity.
New HUD Regulations Protect LGBT Individuals and Couples
Recently enacted HUD rules4 provide much needed housing protections to LGBT individuals
and families. The rule adds additional nondiscrimination requirements to existing HUD programs including:
* An equal access provision making clear that housing that is financed or insured by
HUD MUST be made available without regard to actual or perceived sexual
orientation, gender identity, or marital status;
* A prohibition on owners and operators of HUD-funded housing or housing whose
financing is insured by HUD from inquiring about the sexual orientation or
gender identity of an applicant or denying housing on that basis. This includes
Federal Housing Administration (FHA) programs such as mortgage insurance
programs, community development programs, and public and assisted housing
programs;
* Clarifying the definition of eligible "family" to include individuals and couples
who are, or are perceived to be, lesbian, gay, bisexual, and transgender. This
extends the nondiscrimination provisions against families to include these
individuals;
* Adding sexual orientation and gender identity to the list of characteristics that a
lender may not take into consideration when determining the adequacy of an
individual seeking an FHA-insured mortgage.
These new requirements will ensure that core HUD programs are open to all eligible individuals and families regardless of sexual orientation, gender identity, or marital status. Importantly, the rule requires all organizations that operate HUD-assisted or HUD-insured housing facilities to serve LGBT Americans looking for shelter and housing-including religious organizations.
In enacting these new rules HUD Secretary Shaun Donovan said that, "This is a fundamental issue of fairness. We have a responsibility to make certain that public programs are open to all Americans." This now final rule will provide much needed protection to LGBT individuals accessing federal housing programs.
What to do if you suspect housing discrimination is occurring
This new rule is a critical step forward, but as Secretary Donovan has noted, "enacting a rule is not enough." LGBT individuals are still at risk for housing discrimination until a federal law is passed to specifically prohibit sexual orientation and gender identity discrimination in housing. If your affiliate is contacted by someone who believes they are the victim of prohibited housing discrimination, they should contact HUD and file a complaint.7 In addition, many states and localities have anti-discrimination provisions that include sexual orientation and gender identity. LGBT individuals who are victims of housing discrimination should contact their state civil or human rights enforcement agencies to file a complaint.
Finally, you can learn more about this new rule and what HUD is doing to eliminate housing discrimination against LGBT individuals and couples, and find contact information for state housing authorities, by visiting www.hud.gov/lgbthousingdiscrimination.

Collaboration Between NKU, St. Elizabeth and Kenton County Public Library gives access to historical items and documents
In the archives of St. Elizabeth Healthcare, there is an anatomy book that dates back to 1843. This book predates the formation of the hospital. This book, and hundreds of other historical documents and devices, is being donated to the Kenton County Public Library's Kentucky History Department.
This project is a collaboration of St. Elizabeth Healthcare, Northern Kentucky University and the Kenton County Public Library. Brian Hackett, assistant professor of History for Northern Kentucky University, and his students worked with St. Elizabeth Healthcare to write a book commemorating the hospital's 150th anniversary in 2011. Their research for the book led them to discover an entire archive of documents and materials detailing the history and growth of the hospital and medical treatment. They realized that this rich history needed to be preserved. The Kenton County Public Library was selected as the location to house it because of the extensive track record for making local history accessible, for keeping it safe and allowing it to grow.
Some of the donated items include:
A saddle bag used in the late 1800s and early 1900s for a doctor making his rounds
A ultraviolet radiation kit, used in the 1920s to treat everything from acne to stomach ailments
A World War One autopsy kit
Stethoscopes, mortar and pestle, and early pill making equipment
Scrapbooks from nursing students, graduation records and class photos
Notes and photos, including images from the 1937 flood, the first Booth hospital, St. Luke, and many early doctors and nurses.
There are more than 60 boxes of materials as well as paintings, portraits and items related to local events including the Beverly Hills Supper Club fire. Paper documents such as scrapbooks, yearbooks, journals and photos are being scanned and indexed and are uploaded to the Library's Genealogy & Kentucky History Department's website on an ongoing basis at, www.kentonlibrary.org/genealogy. Photos can be found on the Faces & Places online photo album on this page. The donated items span the 151 years of the hospital's history and include materials from the St. Luke Hospitals as well as Booth Memorial Hospital and Speers.
To learn more about loaning or donating items to the Kenton County Public Library's Kentucky History and Genealogy department, call (859) 962-4070 or visit the website. The Kentucky History and Genealogy department is located in the Library's Covington facility which is open during renovation.
The Covington library is open during renovation. Free parking is available in the garage at the corner of Fifth and Scott streets. Bring in your ticket for validation.

Our Rivers' Fury: Past and Present Ohio Valley Floods February 18 - May 27, 2012 Get swept away into Behringer-Crawford Museum's latest exhibit, "Our Rivers' Fury: Past and Present Ohio Valley Floods." Taking a special look at the regional floods that occurred in 1884, 1913, 1937 and 1997, this exhibit explores how these floods changed forever the Ohio River Valley. The rising waters altered lives and left lasting marks in the community. In addition, the exhibit discusses why floods occur, aspects of flood prevention, the important roles levees play in our everyday lives and provides multi-sensory experiences through interactive components and documentaries produced by WKRC/Local 12 personality and celebrated local historian Dan Hurley. Visitors will have the opportunity to become part of the Ohio Valley Flood history by sharing their personal stories about the floods that ravaged our region in 1937 and 1997. If you have a story or experience you would like to share, contact BCM for scheduled dates and times. This exhibit will open for museum members and future members at 6:00 pm on February 17 with a presentation by noted historian Rick Bell, author of The Great Flood of 1937 - Rising Waters, Soaring Spirits. He will discuss the book's in-depth look at the 1937 flood and its effects on the community. "Our Rivers' Fury" Oral History Collection Dates Now is your chance to become part of Ohio Valley Flood History. Included in BCM's latest exhibit "Our Rivers' Fury: Past and Present Ohio Valley Floods" are dates and times for collecting history about the flooding of the Ohio River that occurred during 1937 and 1997. These floods ravaged the area. Living through those harrowing times and dealing with those high flood waters was quite a life experience. We are looking for eyewitnesses from the floods of 1937 and 1997 to share some of their unique experiences. Boone County Public Library's Local History Department staff will be at Behringer-Crawford Museum from 1-4 p.m. February 22 and March 9, and from 10 a.m. to 2 p.m. April 21 and May 19. Students from Northern Kentucky University's Master of Arts in Public History Program will be at Behringer-Crawford Museum from 1-4 p.m. March 4 and from 10 a.m. to 2 p.m. April 18. The library staff and NKU students will be interviewing volunteers through a question and answer format and recording their answers for storage. These interviews will be uploaded into the Kentucky Libraries Unbound Series online to create easy access to the personal stories. Help make history come alive. If you or someone you know has a story or experience from the floods of 1937 or 1997 please contact BCM to set up an appointment. For more information about the "Our Rivers' Fury" exhibit or questions about collection dates, please contact BCM by calling (859)-491-4003 or e-mailing info@bcmuseum.org.
