Boarded Up Building Ordinance
On June 29, 2011, the City of Covington Board of Commissioners amended §92.06 of the Nuisance Code to require boarded openings to be painted on buildings that are deemed dangerous due to blight and/or neglect. Pursuant to this ordinance change the Code Enforcement Department is currently attempting to notify owners of affected properties.
If openings are not repaired with appropriate windows or doors within 30 days of notification, the boards must be painted a color that is consistent with the color of the structure, or painted black, and must be cut to fit the opening.
Non-compliance with this provision of the Nuisance Code can result in a fine of $100.00 per day per violation. City staff hopes to work with property owners in a cooperative spirit regarding this issue as opposed to the imposition of fines.
Should you have any questions regarding this ordinance or would like to report property with unpainted boarded openings, please contact Code Enforcement at 292-2323.

LEED Update
The Housing Authority of Covington and their Developers, The Integral Group have been meeting with the President of Green Building Consulting, regarding the new construction that will begin on the former Jacob Price Homes site. Green Building Consulting will advise construction as to methods to maximize energy efficiency in the new buildings. Having looked over the building plans and running a quick "points" analysis, the project is currently considered to be at the Silver level in the Leadership in Energy and Environmental Design (LEED) Program. In short, LEED is a rating system for buildings, equivalent to a gas mileage rating for cars. Under LEED, buildings accumulate points for things such as saving energy, having accessible mass transit, and mitigating storm water runoff. Once the points are tallied, the building earns a LEED rating. The higher the tally, the more sustainable a building is. The Housing Authority committed to conform to the Enterprise Green Communities Criteria but the LEED Program is an even higher level of conservation. The Authority and Integral are working to increase beyond the Silver level. Working to conserving energy and lower utility costs only makes sense in today's economy and is much easier and less expensive to achieve if planned before the building begins.

Holmes Students Spend Night in Shantytown
Holmes High School seniors Kayla Mitchell and Rani Davis conducted a Shantytown to raise awareness of homelessness in the community and to gain a greater understanding of the needs of people without permanent shelter or food. The girls, with several classmates and Holmes High School faculty, spent the night outdoors on the Holmes campus.
To add authenticity to the experience, the students began their evening with a scavenger hunt to find objects and materials to survive the night. The students were rousted sometime after midnight and told to move.
Kayla and Rani are International Baccalaureate (IB) students. This project is part of their Creativity, Action, and Service, an essential component of the International Baccalaureate program.
The Shantytown is the second step in the girls' project. They first investigated needs in the community, and will follow up throughout the year to collect and deliver clothing, food and other needed items to local shelters and agencies.
Shantytowns are events held in schools across the region in October as part of service learning. Students spend a night outside without all the usual amenities that they may have at home and sleep on cardboard with old sleeping bags or blankets, and wear several layers of clothes.
For additional information about the International Baccalaureate Program at Holmes High School, contact Marian Benavides at 859-655-9545, ext. 16217.

Enroll Now to Start at Gateway in January
Gateway Community and Technical College is currently enrolling students for its spring semester that begins January 9, 2012. Gateway offers career and transfer education in 30 different career fields. Students can be job-ready in as few as eight weeks, depending on their major.
There are a lot of good reasons to go to Gateway, according to Andre Washington, dean of enrollment services. But he cautions that the time to act is now. "People shouldn't wait until New Year's Day to make their new year's resolution, because classes are filling up fast. People interested in starting in January should call today to reserve space in class."
Washington lists "starting over" as one of the key reasons to start at Gateway. "Gateway is a great way to close the 'skills gap' and qualify for good jobs that are available right now in high-demand, high-wage fields for people who have the right skills," Washington says. "For example, regional manufacturers urgently need people with the kind of advanced manufacturing skills we teach at Gateway.
"In addition, we are actively recruiting low-income students who are interested in healthcare careers. Gateway has a federal grant from the Department of Health and Human Services that provides tuition assistance and other benefits, such as child care, to qualifying students who select a major in certain healthcare fields," he explains.
"We also have a variety of new programs beginning in January - personal trainer, health information technology, phlebotomy, and paramedic technology. There's something for everyone," Washington says.
"Gateway offers assistance in applying for financial aid, plus we have a variety of scholarships available. In addition, we offer a host of services specifically designed to help students succeed in school. We also provide career placement and transfer services to help our graduates find a job or transfer for a four-year degree," he adds.
Starting the application/enrollment process is as easy as calling the Admissions Office at 859-442-1134 or visiting http://www.gateway.kctcs.edu/Admissions.
"We offer lots of opportunity," he concludes. "All people need to do is make the call - but they need to do it today."

Gateway Grant Offers Tuition Assistance to Students
in New Phlebotomy Program
Gateway Community and Technical College will begin a new program in phlebotomy in January and can provide tuition assistance as well as other benefits to qualifying students.
Financial support is available to low-income students through the Health Profession Opportunity Grant funded by the U.S. Department of Health and Human Services. Tuition assistance and other services may be available to TANF, KTAP, or Pell-grant eligible individuals, or to those living within 150 percent of federal poverty guidelines.
The one-semester phlebotomy program trains students to take blood samples in hospitals, blood banks or clinics. Students who successfully complete the program will sit for a national certification exam at the completion of the course. The median salary for a phlebotomist in Northern Kentucky is about $29,000 a year.
Enrollment is currently under way for classes that begin Jan. 9. For general admissions information, visit http://www.gateway.kctcs.edu/Admissions. For specific information about enrolling in the phlebotomy program or more information about other healthcare careers that are eligible for tuition assistance under the HPOG grant, contact Colleen Heneghan at 859-442-4103 or GW-HPOGemail@kctcs.edu.

Covington Philantropists Invest in Gateway's Urban Campus
Gateway Community and Technical College recently announced that Covington philanthropists Oakley and Eva Farris will provide $500,000 to create a child development center at the college's proposed Urban Campus in downtown Covington.
The commitment will serve as a challenge grant to be matched $2 for $1 by the college to generate a total of $1.5 million that will be used to build a model child development center to help meet student needs for high quality child care in the urban core. The proposed center also will serve as a model teaching center for the college's early childhood development education program.
The child development center also would house the college's early childhood development program that trains day care professionals. The center would be open to Gateway students, faculty, staff and the community.

Emergency Shelter of Northern Kentucky (ESNKY)
634 Scott Boulevard
Covington, Kentucky 859-291-4555
The Emergency Shelter of Northern Kentucky (ESNKY) will open October 16th as the NKY region's only cold weather emergency shelter for adults. The agency's goal in the winter is to shelter those who are at-risk of hypothermia and loss of life due to the cold. The shelter operates every evening from 6:00 pm until 8:30 am the next morning and is located at 634 Scott Street, Covington. A Kentucky photo ID is required unless escorted by police or referred by St. Elizabeth emergency rooms. Area churches and schools provide evening meals, and residents from all over Northern Kentucky volunteer to assist the staff with running a safe and welcoming facility. Northern Kentucky University and Cincinnati State have provided the shelter with student nurses and social work interns to provide individual care of their guests. The recent Open House gifted the shelter with many donations from generous Northern Kentuckians (see photo). If you would like to volunteer, or find out more about the shelter, please contact Director Rachael Winters at 859-291-4555 or blogsite: www.emergencyshelternky.blogspot.com

Martin Luther King, Jr. Boulevard Green Improvements
Sanitation District No. 1 (SD1) has worked closely with the City of Covington and the Kentucky Transportation Cabinet (KYTC) during the Martin Luther King, Jr. Boulevard corridor expansion project to incorporate green infrastructure into the plans with the goal of reducing the volume of storm water runoff entering Covington's combined sewer system. Four bio-retention planter boxes (cells of vegetation, mulch and soil set intermittently in the sidewalk) will collect and retain storm water runoff from the 0.5 acres of impervious roadway, thereby reducing the volume of storm water entering the sewer system and adding aesthetic appeal to a historic neighborhood. Additionally, a biofiltration swale (a gently sloping channel planted with vegetation) will be constructed in the open space behind the planter boxes to receive excess rainwater from the planter boxes and up to one acre of surrounding hillside and residential area.
An interpretive park on the 500 block will incorporate signage about historical Martin Luther King Jr. Boulevard elements as well as information about SD1's green initiatives in the area. The biofiltration swale, containing a variety of native flowers and shrubs, will compliment the park's aesthetics.
Click here to view detailed project description.
Church Street CSO Reduction Near Church Street in Taylor Mill, there is a combined sewer overflow (CSO) that spills approximately 56 million gallons of a wastewater and storm water mixture into Banklick Creek every year. This overflow volume, along with other pollutant sources, contribute to poor water quality in Banklick Creek and make it unsafe for recreation after rain events. More than 150 acres of land drain to this overflow location, which spans the cities of Taylor Mill and Covington and consists of primarily residential areas.
Through SD1's innovative watershed-based approach to water quality improvements, a combination of green infrastructure storm water management techniques and new sewers will be constructed in this area to reduce the wastewater and storm water entering Banklick Creek, treat storm water flowing to the stream to increase its water quality, improve and restore natural habitats in an underutilized natural drainage area and provide educational opportunities that highlight the water quality improvements needed in our region.
The Church Street CSO Reduction Project involves the construction of an innovative storm water management biofiltration basin to capture and treat the storm water runoff from the area, rehabilitation and replacement of existing combined sewers, construction of approximately 2,000 linear feet of separate storm sewer system and removal of storm water connections like down spouts from private property.
