POLL WORKERS NEEDED
Want to make a little extra money on November 8th ?
The Democratic and Republican Representatives for the Kenton County Board of Elections are now accepting applications for poll workers for the GENERAL ELECTION on TUESDAY, NOVEMBER 8, 2011.
A poll worker must be 18 years of age or older, reside in Kenton County and be a registered voter in Kenton County on Election Day, Tuesday, November 8th. Workers must report to their assigned polling place by 5:15 am. The polls are open from 6:00 am to 6:00 pm.
Poll workers are also required to take a two hour training session prior to the election. There are multiple training sessions during the week of October 17th through the 20th. Times are listed on the County Clerk's website at www.kentoncounty.org.
Workers receive $20.00 for training and $125.00 for working the day of the election.

Public Information Meeting for the Northern Kentucky Riverfront Feasibility Study

PURPOSE: The purpose of this notice is to inform the public of a Federal water resources study, and to solicit comments and knowledge regarding the study area and the scope of this effort.
PROJECT DESCRIPTION: The USACE Northern Kentucky Riverfront Feasibility Study will analyze water resources related issues along the Kentucky shore of the Ohio River in the metropolitan Cincinnati area.
The USACE Northern Kentucky Riverfront Study is the next step Southbank Partners is taking toward the realization of the Riverfront Commons. The Riverfront Commons concept is for an integrated continuous public riverfront consider of multi-use trails, plazas, overlooks, parks and
events to link six Northern Kentucky communities. The riverfront communities are Fort Thomas, Dayton, Bellevue, Newport, Covington, and Ludlow. Existing challenges include banks erosion and subsidence threatening infrastructure, damage to the area's ecosystems, sleep embankments that limit river access, underutilization of land resulting in separation of neighborhoods, and safety concerns. The USACE Feasibility Study will investigate some of these challenges in detail.
The Feasibility Study will make a detailed investigation into the water resources related problems, needs, and opportunities of this reach of the Ohio River shoreline, and make recommendations as to possible USACE Federal interest solutions.
There will be a presentation, beginning at 7:00pm followed by an open house format with several information stations staffed by USACE, Southbank Partners, and consultant staff where project representatives can answer questions and take comments.

11th & 15th Street Bridges
The City of Covington and Kentucky Transportation Cabinet officials recently held a meeting to discuss the future of the 11th and 15th Street bridges over the CSX Railroad. These two bridges are in need of removal or replacement due to the structural conditions and track clearance above the CSX Railroad. The Kentucky Transportation Cabinet has completed a Data Needs Analysis of both the 11th Street and the 15th Street bridge replacement projects. Possible replacement alternatives and their impacts were presented and discussed. (Click here to view the presentation from the meeting. Click here to view the summary of comments and responses.)
The City's Transportation Task Force met following the public meeting to review the information. Based on the diverse set of comments that were received, the general consensus of the members was to recommend to City Commission that KYTC move forward with looking at more detailed designs for the vehicular options for both roadways. This step WILL NOT commit the City or KYTC to any of these options, but will enable all parties to better understand the actual impacts to the communities. All three options for each bridge will continue to be discussed (closure, pedestrian only, and vehicular) as we move forward. No final decisions have been made.

It'sOctober and time to begin collecting those can tabs for our annual Ronald McDonald House (RMH) Pull Tabs drive! As in the past few years, Glenn O. Swing Elementary School and the Friends of Peaselburg (FOPNA) will unite to collect as many can tabs as possible and deliver them to the RMH for our Make A Difference Day project. Many of you, including the students at Glenn O. Swing, are collecting all year long and we truly appreciate your efforts. We would like to encourage everyone to keep a can or ziplock baggie handy to collect can tabs so we can beat last year's collection of over 60,000 can tabs! We've Got You Covered ~ Before and After!
The City of Covington Code Enforcement Department, in conjunction with YouthBuild of Northern Kentucky, is proud to offer assistance with graffiti removal through the "We've Got You Covered" graffiti abatement program. Please view before and after photos of one of our recent undertakings below:

Here is how the program works: Once graffiti is detected on your property, you can contact the Code Enforcement Department to schedule YouthBuild volunteers to assist you with covering affected areas. Property owners are required to supply the paint and volunteers will provide tools and labor. YouthBuild teams will address graffiti several times each month subject to favorable weather conditions.

Household Waste Collection Event for Kenton, Boone and Campbell Counties

The Northern Kentucky Solid Waste Management Area and the Northern Kentucky Household Hazardous Waste Action Coalition are joining forces to help you properly dispose of unwanted items. Residents of Kenton, Boone and Campbell Counties can drop off select items on Saturday, November 5th from 9:00 a.m. - 2:00 p.m. at Turfway Park in Florence, KY (please enter Turfway Park from the main entrance on Turfway Road). Only certain items will be collected and some restrictions apply. Please click here to view complete flyer for more details. All residents who plan to drop off items MUST print and complete a registration form prior to attending the event (click here to access the required form or visit www.nkyhhw.org). Please bring completed form on the day of the event. This completed form will greatly help with the flow of traffic and will reduce your waiting time. Event will take place rain or shine.
Collection Details and Restrictions:
- AEROSOL CANS: All aerosol cans will be accepted - EXCLUDING spray paint.
- ANTIFREEZE: Antifreeze only - NO mixtures will be accepted.
- BATTERIES: All batteries will be accepted, including: Alkaline, Ni Cad, Lithium, Lead Acid, etc.
- BULBS: CFL bulbs, 4 ft. tubes and 8 ft. tubes will be accepted.
- CORROSIVES/ NO ammunition, gun powder, explosives or radioactive items will be accepted.
- FLAMMABLES: Fuel and kerosene will be accepted.
- ELECTRONICS: E-scraps such as TVs, PCs, laptops, cables, cell phones, cameras and VCRs will be
- accepted.
- INK/TONER Any ink or toner cartridge that comes out of a printer, copier or fax machine
- CARTRIDGES: will be accepted.
- OIL: Used motor oil, hydraulic fluid, transmission fluid and brake fluid will be accepted.
- PAPER: Paper documents will be collected and shredded on site.
- PESTICIDES: Pesticides are limited to 2 gallons or 2 pounds per vehicle.
- PROPANE TANKS: ONLY 20 lbs. propane tanks will be accepted.
We will NOT be accepting appliances, fertilizer, mercury containing devices, paint, medications or tires. We also have the right to reject any item that you bring.

Historic Neighborhood Walking Tour
Saturday, October 8
Join Beth Johnson, Covington's Historic Preservation Officer, on a walking tour of the Historic Licking Riverside Neighborhood. Those interested in taking the tour should meet in the lobby of the Mary Ann Mongan Branch in Covington by 9:50 a.m. Comfortable walking shoes are recommended. The tour will last approximately an hour and a half.

New Opportunity - Façade Grant Program for Homeowners
The Homeowner Façade Program, funded through the Community Development Block Grant Program, is administered by the City of Covington's Community Development Department. The purpose of this program is to assist homeowners with improvement to façades (visible from the public right-of-way) of qualifying residential properties. The funds are available in two targeted redevelopment areas: Central Core and targeted streets in the Latonia area. Under this program, households which meet income and other requirements may obtain grants to assist with certain exterior improvement.
The façade improvements will be made available to address exterior code violations, which must be addressed prior to undertaking other improvements, on façades visible from the public right-of-way. Examples of eligible repairs include roof repair/replacement, gutter repair/replacement, repair/repainting of exterior walls and trim, porch repairs, handrails, steps, and walkways. Lighting and security improvements may be eligible on a case-by-case basis. Other improvements may be eligible as funding is available.
Homeowners wishing to participate in the program must submit an application and required documentation to the Community Development Department. Funds are available on a first come, first served basis as funding permits.

Local Business News

Covington business owner, Brent Cooper of C-Forward (5 West 5th Street) was recently named Chairman of the Northern Kentucky Chamber of Commerce.
"Everything we do this year will be focused on creating jobs and improving the economy," Cooper said.
Along with Northern Kentucky Tri-Ed and other partners, Cooper said the chamber will be introducing its jobs package at the October session in Frankfort that he believes will help create many jobs and retain existing ones.

Woman-Owned Businesses Thriving In MainStrasse
Shops Succeeding Despite Economy
Despite tough economic times, some local shops are still doing quite well in the MainStrasse Village.
A dozen shops along Main Street are owned and operated by women, including photography studios and florists.
The Bridal Company is its own proprietary boom, with five different woman-run businesses in one.
The key to their success may be due to some important factors.
Most of the businesses cater to the same demographic.
Many of the shops are doing so well that they plan to expand in the next couple of years.

HOPE VI Update
We reached another milestone here at the Housing Authority of Covington. On Friday, September 9th, the last two families moved out of Jacob Price Homes. As we close this chapter, we need to recognize that for the past seventy years Jacob Price Homes provided safe, sanitary and affordable housing to countless families who in most instances, due to circumstances beyond their control, were in need of a stable home from which they could rebuild their lives. We can be proud of the difference that we made, and continue to make, as we look forward to the redevelopment of this site. In spite of the usual glitches that occur with development related activities, we are still on track to start the public improvements this year with construction of the sticks and bricks to start in the first quarter of 2012.

Annual Leaf Collection
It's that time of year again. The City of Covington Department of Public Improvements is in the midst of their 2011 Leaf Collection Program. This year's program runs from thru December.
Guidelines for Collection:
· Raking leaves into the street or right-of-way is prohibited.
· Leaves raked to the curb will be picked up.
· Keep all debris and trash out of the leaves.
· Homeowners may still bag leaves for pickup by CSI on your scheduled trash day.

Update on Traffic Changes on Church Street
The traffic modifications changing Church Street from two way to one way north from Southern to E 36th Street were implemented beginning the week of September 19th. We wanted to check in with everyone and provide a quick update on the traffic changes on Church Street. Since then, very few modifications have been made because no major issues have been noticed or brought to the City's attention. The only change to date has been moving the pick-up/drop off area on the store side (east) of Church Street from the north side of the mid-block crosswalk to the south side of the mid-block crosswalk. This change was made to facilitate the tendencies of the drivers dropping students off, and it did not impact the rest of the project. Traffic signal timing has been monitored and no adjustments have been needed thus far.
Holy Cross SchooI has made significant efforts to get students to cross the street within the striped crosswalks. Based on visual surveys before school, after school, and between classes, almost everyone is using the crosswalks. One small issue that has been observed is the continuance of cars stopping in the driving lane to drop students off.
Over the next few weeks, City staff will begin collecting speeds on Church Street and traffic counts at the surrounding intersections to make comparisons with the data that was collected before the change was implemented. As soon as this work is complete, we will provide additional updates. In the meantime, any continued feedback would be greatly appreciated.

From now through October 31, 2011, Covington residents can support their local fire department by taking the online "Burning Questions" quiz at http://www.befiresmart.com/to demonstrate their fire safety knowledge. The quiz asks true/false questions about where fires start and how to prevent and extinguish them. Those who complete the quiz, by answering ten questions correctly, pledge that they are "fire smart" and earn a credit for the Covington Fire Department. They can then spread the word by importing their e-mail contacts and sending a challenge to friends and neighbors to encourage them to make the same pledge. The ten fire departments that accumulate the greatest number of credits based on the size of their community will each receive a $10,000 donation for their station.

Fall Festivals in Covington Schools
Two Covington schools will host fall festivals on October 28.
The James E. Biggs Early Childhood Education Center, 1124 Scott Blvd., will celebrate its Fall Fest Family Fun Night for preschoolers and their families from 4:30 to 7:30 p.m. The Fall Fest includes pony cart rides, balloon animals, games, food, a clown and more. Children are encouraged to wear costumes. Entry is free. For information call the school's Family Resource Center at (859) 292-5895, Ext. 31707.
The Fall Fest at Glenn O. Swing Elementary School will be from 5:30 to 7:00 pm at the school, 501 W. 19th Street. Students, their families and residents from the surrounding community of Glenn O. Swing are welcomed. The Fall Fest will feature games, food, raffles and prizes. It is a fundraiser for the Glenn O. Swing Elementary School Activity Fund. Tickets for games and activities are five for $1. The School Activity Fund supports incentives for academic achievement and school-wide assemblies. Student Leadership Opportunities at Holmes High School
Holmes High School is in the process of forming its first competitive Forensic Speech team. This will be an opportunity for students to develop their communication skills while competing with others across the state in events like broadcasting, storytelling, poetry, prose, and improvisational acting. Team membership means frequent practices and Saturday tournaments. At competitions, students will meet other students from area high schools - a great chance to develop connections that will serve as a network to assist them in future endeavors.
Kentucky's Western, Eastern, Northern, and Morehead Universities along with other universities and colleges offer scholarships for Forensic Speech competitors who achieve at the highest levels. Forensic Speech competitors are known to advance to the highest levels of corporations and organizations, for example, 75% of Fortune 500 CEOs were speech team members or public speaking competitors in high school.
Holmes Future Business Leaders of America (FBLA) is sponsoring a Papa John's Evening once a month throughout the school year. The third Wednesday of the month will be Holmes High School Day at the Papa John's in Covington.
If you order pizza from Papa John's in Covington on the third Wednesday, please mention Holmes High School so the FBLA will receive a percentage of the sale. The money earned helps cover the costs for FBLA dues and registration fees for competitions and conferences. Student officers, members and advisers of FBLA appreciate your support for their organization.

Student officers of Holmes High School's SkillsUSA chapter will travel to Louisville to attend the annual Kentucky Leadership Training Institute (KLTI) on Nov. 2-4. They will participate and compete in various contests to learn leadership, employability and team building skills.
The student officers are Kyle Poe, Kattie Watson, Paige Bagwell, Randy Hampton, Morgan Cox, Rhonald Mocahbee, and Zach Mardis.
SkillsUSA is a partnership of students, teachers and industry working together to ensure America has a skilled workforce.
Family Fitness Night
Sixth District Elementary School will host a Family Fitness Night for students and their families from 5:30 to 7:00 pm, Thursday, October 27. The school is at 19th and Maryland Ave.
The focus of the evening is on physical fitness including exercise, nutrition and wellness. Families will have the opportunity to visit a variety of interactive and informational stations on topics such as smoking cessation, blood pressure screening, and balanced nutrition. In addition there will be demonstrations of Yoga and Zumba and a raffle drawing for prizes.

Clash for the Cure
The Holmes High School Lady Bulldogs will play powder puff (flag) football at 6:00 pm on Thursday, October 20 to raise money for breast cancer prevention. Dubbed 'class clash,' senior girls will play junior girls and sophomores will play freshmen to raise money for Susan G. Komen for the Cure.
The games take place at the Tom Ellis Stadium on the Holmes High School campus. Entry to the event is $1. Proceeds will go to Susan G. Komen for the Cure, which supports breast cancer research, education and advocacy.

Kindergarten Fundraiser
The kindergarten classes at Ninth District Elementary School are sponsoring two fundraisers for the Ronald McDonald House: a pop can tab drive and a penny drive.
Collecting pop tabs and pennies is a great way to teach our children about charitable giving, the importance of recycling, and about raising funds to help others. It also helps the students with counting and estimation skills. Pop can tab drives across the country have raised thousands of dollars.

Lunch Buddies ~ Mentors Needed!
Research shows that spending time with a caring adult helps youth succeed. Students who have mentors in Covington have fewer discipline referrals, get better grades, and go to school more regularly than they did before they had mentors.
Whether you have 30 minutes or one hour a week to volunteer, you can make a difference in Covington schools. Share your time and talents with youth of any age by getting involved in one of the following programs:
Lunch Buddy - Spend 30 minutes each week with an elementary school student during lunchtime and listen to the child's stories... or tell a few of your own. Lunch Buddies is offered at various elementary schools. For adults, 18 years and older.
One-to-One Literacy Coach - Work with a student in Kindergarten through 3rd grade to improve reading skills. Volunteers must complete a six-hour training before working with students. For adults, 21 years or older.

Gateway and TANK Create Shuttle Service to Gateway Campuses
Shuttle Service is Free to Students/Faculty/Staff
Gateway Community and Technical College and TANK have announced an expanded partnership to provide enhanced bus service to all Gateway campuse, which began August. 15. The partnership creates a shuttle service between Gateway campuses that is in addition to regular TANK routes.
This expanded service was made possible in part with financial support from the Health Professions Opportunities Grant and a Department of Health and Human Services grant that is designed to increase access to higher education for low-income students.
The added shuttle service will be available between campuses Monday through Thursday, when most Gateway classes are scheduled. The service will use a regular TANK bus to provide continuous service throughout the day, starting at the Gateway Urban Center at 8:00 am and stopping at each Gateway campus until concluding at the Urban Center at 9:25 pm.
No paperwork is required to use the service; however, riders will need to show a valid and current Gateway ID. Cards are issued at no cost to enrolled students and can be obtained at a Gateway library. The Gateway Shuttle is open to the general public as well. Fare (without a Gateway ID card) is $1.50.

CBC Announces Ambitious Fall Membership Campaign
The Covington Business Council (www.cbcky.com) has announced a fall membership drive labeled "200 by 2012," in an effort to reach that membership total by the end of 2011.
Monthly luncheon meetings and after-hours networking sessions are offered. The CBC's mission is to advocate for a healthy business climate in the city.
One outreach effort of note in recent months has been a pilot clean and safe program initiated by the Urban Partnership of Covington, a non-profit sister organization. In its first six months of operation, nearly 15 tons of litter and more than 400 instances of graffiti have been removed.

7th Annual Art Off Pike, Street Arts Festival, will be held on Sunday, October 9, 2011 from 11:00 am to 5:00 pm. This one-day-a-year event attracts between 2,000-3,000 Art-loving visitors from the Greater Cincinnati region to Covington. Save the Date!
Now in its Seventh year, the Art Off Pike Annual Street Arts Festival is Covington's oldest public Arts event and is bringing together a wide variety of artists whose works will be on display and for sale amongst an urban setting in the heart of Covington's downtown. As people discover the artwork presented by the artist booths lining the streets, children are invited to take part in 'Picasso's Playground', a kids cornucopia of art activities hosted by local Arts non-profit organizations. Musicians will be playing throughout the day at four separate stations and food vendors will offer their tasty treats. Don't miss this event!

Martin Luther King, Jr. Boulevard Green Improvements
Sanitation District No. 1 (SD1) has worked closely with the City of Covington and the Kentucky Transportation Cabinet (KYTC) during the Martin Luther King, Jr. Boulevard corridor expansion project to incorporate green infrastructure into the plans with the goal of reducing the volume of storm water runoff entering Covington's combined sewer system. Four bio-retention planter boxes (cells of vegetation, mulch and soil set intermittently in the sidewalk) will collect and retain storm water runoff from the 0.5 acres of impervious roadway, thereby reducing the volume of storm water entering the sewer system and adding aesthetic appeal to a historic neighborhood. Additionally, a biofiltration swale (a gently sloping channel planted with vegetation) will be constructed in the open space behind the planter boxes to receive excess rainwater from the planter boxes and up to one acre of surrounding hillside and residential area.
An interpretive park on the 500 block will incorporate signage about historical Martin Luther King Jr. Boulevard elements as well as information about SD1's green initiatives in the area. The biofiltration swale, containing a variety of native flowers and shrubs, will compliment the park's aesthetics.

Church Street CSO Reduction Near Church Street in Taylor Mill, there is a combined sewer overflow (CSO) that spills approximately 56 million gallons of a wastewater and storm water mixture into Banklick Creek every year. This overflow volume, along with other pollutant sources, contribute to poor water quality in Banklick Creek and make it unsafe for recreation after rain events. More than 150 acres of land drain to this overflow location, which spans the cities of Taylor Mill and Covington and consists of primarily residential areas.
Through SD1's innovative watershed-based approach to water quality improvements, a combination of green infrastructure storm water management techniques and new sewers will be constructed in this area to reduce the wastewater and storm water entering Banklick Creek, treat storm water flowing to the stream to increase its water quality, improve and restore natural habitats in an underutilized natural drainage area and provide educational opportunities that highlight the water quality improvements needed in our region.
The Church Street CSO Reduction Project involves the construction of an innovative storm water management biofiltration basin to capture and treat the storm water runoff from the area, rehabilitation and replacement of existing combined sewers, construction of approximately 2,000 linear feet of separate storm sewer system and removal of storm water connections like down spouts from private property.

Congress-Bundestag Youth Exchange (CBYX) is currently accepting applications from college-age students and young professionals interested in gaining an understanding of the academic, professional, and cultural Germany. CBYX is a funded fellowship program that gives participants an understanding of everyday life, education, and professional training in Germany. CBYX is open to participants in all career fields. Previous German language knowledge is not required, but is strongly preferred. Funded by the U.S. Congress and German Parliament (Bundestag), the program enables 75 Americans every year to work and study in Germany.

The CBYX program year consists of:
- 2 months of intensive German language instruction
- 4 months of classroom instruction at a German university or vocational school

Kindle Users Can Now Access the Library's eBooks
E-Readers once again sure to be a hot gift this year

Those with Amazon Kindles® can now download free e-books from the Kenton County Public Library's website. Until recently, Kindle users purchased most of their e-books from amazon.com. This new development will allow Kindle users to download from the nearly 8,000 books in the Library's e-book
collection. The Library features a wide selection of titles compatible for Kindles or other e-readers and most mobile devices. More information on the use of e-books, including a video and step-by-step instructions are available on the Library's website at www.kentonlibrary.org.
Additionally, those with a Kenton County Public Library card can now download three free songs a week to keep. Click on the Download Music icon on the Library's website to get started.

The Carnegie Galleries Presents: The Artist's Craft
The second exhibition of The Carnegie Gallery season opens October 21 (6-9pm) with the opening reception for The Artist's Craft. The exhibition features the Kentucky Guild of Artists and Craftsmen 50th Anniversary show, as well as five solo shows by artists Darren Goodman, Donna Talerico, Cynthia Gregory, Carla Lamb and Carnegie Governor's School for the Arts Scholarship winner, Sydney Miller.

Carnegie in Concert Presents: An Evening with Rob Reider

Not many children receive a ukulele as an eighth birthday present, but for Cincinnati music and television dignitary Rob Reider, that gift ignited a career that has included five regional EMMY awards, a tenure on the beloved Bob Braun Show, and producing albums for The Kingston Trio. October 20, 2011 the six@six lecture series will continue with An Example of World War II Code breaking at The Mercantile Library of Cincinnati. The breaking of the German Enigma cipher machine was one of the greatest achievements of the Allied codebreakers during World War II. The information gained by reading German military communications is thought to have shortened the war by two years and saved many lives. "Breaking Enigma: An Example of World War II Codebreaking" will explore the operation and cryptanalysis of Enigma beginning in Warsaw, Poland, moving to Bletchley Park, England, and ending in Dayton, OH. Presenter: Dr. Chris Christensen, professor, NKU Department of Mathematics and Statistics.
On Sunday, October 23 2:00 p. m. the Kenton County Historical Society and Behringer Crawford Museum, Devou Park, Covington, KY will host Mr. Clifford Zink, author of The Roebling Legacy. Mr. Zink will give a PowerPoint presentation describing the design and construction of the Roebling Suspension Bridge. John A. Roebling believed that his bridge should educate the public about architectural style and "appropriate proportions." The Cincinnati-Covington Bridge would be a "conspicuous landmark across a great river" connecting Cincinnati and Covington, two cities embellished with "ornamental architecture." Regarding construction, John's son Washington Roebling recalled that at age of 29 he had to finish the mounting of the huge cables over the brick towers. Washington remembered working high up on a "long narrow foot bridge" which he often had to repair or rebuild "in the winter gales." On one occasion this work was particularly harrowing, testing his stamina and courage in mid air. There will be no admission charge for members either of Behringer Crawford Museum or the Kenton County Historical Society. Mr. Zink will also sign his book for anyone who chooses to purchase it.
