(June 3, 2011) - The Kentucky Transportation Cabinet District 6 would like the public to be aware of the following conditions and/or operations that are being reported for highways in District Six. Motorists should be aware of possible delays or lane closures on the following projects:

REVIVE THE DRIVE - NKY
· I-71/I-75 NB (MP 186-191) CUT IN THE HILL IN KENTON COUNTY REVIVE THE DRIVE - NKY Interstate Project - Over the weekend from Friday, June 3rd beginning at 11:00 PM until 5:00 AM Monday, June 6th, traffic will be restricted to one lane between the Dixie Highway (Exit 188) and the Brent Spence Bridge. During this weekend closure, the entrance ramp from KY 1072 (Kyles Lane) to I-75 northbound, the I-75 northbound exit ramp at 12th Street/MLK Blvd. (Exit 191) and the 4th Street entrance ramp to northbound I-75 will be closed. Expect Long Delays. Find Alternate Route. I-275 Eastbound is the recommended Alternate Route.
· Southbound I-75 - Brent Spence Bridge - Over the weekend traffic will be restricted as follows on the Brent Spence Bridge:
Friday, June 3rd from 11:00 PM to Saturday, June 4th at 7:00 AM; one lane of traffic
Saturday, June 4th from 7:00 AM to 11:00 PM; two lanes of traffic.
Saturday, June 4th from 11:00 PM to Sunday, June 5th at 9:00 AM; one lane of traffic.
Sunday, June 5th from 9:00 AM to Monday, June 6th at 5:00 AM; two lanes of traffic.
EXPECT LONG DELAYS. Use of an alternate route is advised. I-275 is the suggested alternate route.

We've Got You Covered
The City of Covington Code Enforcement Department, in conjunction with YouthBuild of Northern Kentucky, is proud to offer assistance with graffiti removal through the "We've Got You Covered" graffiti abatement program.
Here is how the program works: Once graffiti is detected on your property, you can contact the Code Enforcement Department to schedule YouthBuild volunteers to assist you with covering affected areas. Property owners are required to supply the paint and volunteers will provide tools and labor. YouthBuild teams will address graffiti several times each month subject to favorable weather conditions.

Mark your calendars for River Sweep 2011!
Saturday, June 18, 2011 8:30 am - 11:30 am (weather permitting)
River sweep is a one-day shoreline cleanup that extends the entire length of the Ohio River and some of its tributaries. The sweep is scheduled for Saturday, June 18th, 2011, from 8:30 a.m. until 11:30 a.m. (weather permitting). Volunteers from public organizations, civic groups, and the general public will collect debris from the banks of the river. In addition to cleaning the shoreline, the event will help increase public awareness regarding littering and illegal dumping along our waterways and foster greater public concern for finding solutions to this problem.
Participants are asked to meet at the Mike Fink parking lot (northern-most end of Greenup St.) for the event. Everyone will receive a 2011 River Sweep tee shirt and breakfast pastries will be provided. Gloves and garbage bags will be supplied.
Each participant must sign a waiver form and minors must have a waiver form signed by the parent or guardian. This is also a great opportunity for our young volunteers to earn their community service hours, and to learn the importance of volunteering.

Unemployment Bridge Program
The Kentucky Unemployment Bridge Program (UBP) is a new forgivable loan option for homeowners to assist them in making their mortgage payments. To be eligible, the homeowner must have experienced a job loss or reduction in employment income due to changing economic conditions, through no fault of their own, and demonstrate a need for assistance. The UBP is not for job or income loss due to divorce, death, or disability.
The program, funded through the Hardest Hit Fund, made $148 million available for Kentucky and is available through the Kentucky Homeownership Protection Center.

Neighborhood Stabilization Program (NSP)
Homebuyer Fact Sheet
Thanks for your interest in the City of Covington's NSP Homebuyer Program. The City is redeveloping 14 properties for sale to the public. There will be 11 properties that will be fully rehabilitated and move-in ready. There will also be 3 newly constructed homes for sale. The City is providing assistance to cover the down payment and closing costs and additional principal reduction to make the purchase of these homes affordable. Please review the information and requirements listed below to make sure that you are eligible and interested in participating in this program:
· Households are limited to these maximum gross annual household incomes:
1 person ($58,400), 2 person ($66,750), 3 person ($75,100), 4 person ($83,400), 5 person ($90,100), 6 person ($96,750). Households with gross annual incomes above these limits are not eligible.
· Homebuyers are required to have a minimum credit score of 620. Homebuyers with credit scores below 620 will be offered free homeownership counseling services.
· Homebuyers will be required to attend a free HUD approved homeownership education course.
· Homebuyers will be required to obtain an approved first mortgage from a lender of their choice.
· The City will provide assistance that can cover up to 50% of the lender required down-payment. Homebuyers will be required to cover the other 50% of the lender required down-payment. On an FHA mortgage, this will usually equate to 1.75% of the purchase price. The City assistance can cover 100% of the lender closing costs. Additional principal reduction may be provided to make the purchase affordable. The amount of assistance is capped at 50% of the purchase price.

· 2010 IRS tax documents (1040 forms and W-2's).
· Most recent bank statements for all accounts (six months for checking accounts, 1 month for savings accounts).
· Most recent statements for any other cash assets, i.e. stocks, bonds, IRA's, 401K's, other retirement accounts, pensions, Certificates of Deposit, life insurance policies with a cash value, etc.
These documents will be required for all household members. Any household member over the age of 18 will need to sign the NSP program application.

Housing Authority of Covington
Hope VI Update
The Housing Authority of Covington is moving forward with the HOPE VI Revitalization process. The Authority and Sanitation District 1 is currently working on an inter-local agreement that will enable the storm water and the sewer system to be separated on and around the HOPE VI site (formerly known as Jacob Price Homes). This process will eliminate approximately 5,000 gallons of storm water from entering the combined system to be processed. This is good news, not only the HOPE VI project but for the City as well.

The Resident Services Department of the Housing Authority of Covington coordinates more than 10 programs each year for residents. April was a particularly busy month with four resident events, namely:
1) City Heights "Spaghetti Fest" - April 11
2) HOPE VI/ Jacob Price Community Health Fair - April 15
3) "Great American Clean Up" - April 16
4) City Heights Easter Goodie Bag Giveaway - April 21
Plans are under way for the Father's Day 2011 event in City Heights on June 17, from 5:00-8:00 pm. The WIZF - FM radio station will provide music and several local agencies will attend to provide information and support.
Youth Programs
Our After-School Program with the YMCA Boys and Girls Club in Covington boasts a total enrollment of 167 children. Our weekly Kids Café program in conjunction with the Free Store-Food Bank serves 65 children each Tuesday, on average. Ten youth participated in the "Great American Clean-Up" on April 16. Our Northern Kentucky Knights basketball team had their inaugural season this Spring and hope to play in summer league. A Destination Graduation celebration is planned for June 9 for our graduation seniors to celebrate their success. Response for our Summer Camp at Camp Ernst has gone well and 25 youth will be participating in academic enrichment and recreational programming. Our Teen Summer Work Program will employ 15 residents ages 16-20 at four local agencies: Covington Independent Schools, the Boys and Girls Club, the NKY Community Action Commission and the Housing Authority of Covington.
Adult Programs
We graduated our ninth consecutive GLASS (Get Learning and Start Succeeding) Class on April 28, 2011. This is the fifth year of the program and we are very proud of our eleven graduates - 8 are now working on GEDs, two have found employment, and three are engaged in job search activities. One has been accepted into the Health Professional Opportunity Grant with Gateway College. Our GED Tutoring Program, which complements the Gateway Urban Center's Adult Education program, has shown great success with students jumping one to four grade levels in one month. Two students plan to take their GED test by June 30th. The NCRC (National Career Readiness Certificate) Program, in conjunction with Gateway College, started May 3. Five students have been participating in review sessions and will take the certificate test on May 26. In summary, the GLASS program has graduated 81 students in five years. More than 70% have gone on to either work or continuing education classes.
Elderly Programs
The need for resources for our elderly residents continues to grow as requests for support services are up more than 30% in the past month. More than 400 congregate meals were served in April. We recently hired a Community Health Worker to assist in monitoring the health needs of our elderly population. She is planning to set-up of a "mini health clinic" Golden Tower to offer health screenings and assessments to residents. We have also been working diligently on setting up a stronger case management support process for our elderly. We recently met with staff from the Northern Kentucky Area Development District and plan to develop a service agreement to deliver case management services 20 hours a week.
HOPE VI/Jacob Price Revitalization Project
More than 80 current and former Jacob Price residents are participating in the HOPE VI case management process, many of whom have set goals toward greater self-sufficiency. Highlights include:

Dog licenses are due by July 1 of each year, and must be renewed annually.
Failure to purchase a City of Covington dog license can result in a fine of $60.00, which includes the $10.00 license fee.

Crime Trends
We would like to alert our citizens to certain crime trends that have occurred in recent years.
Unfortunately, this is the time of year when these types of crimes are known to occur.
Suspects, posing as legitimate workers, approach elderly homeowners at their residence with the intent of gaining entry under a seemingly legitimate role: local gas company, water department, cable company, tree trimmers, pavers, County inspectors, or government officials. One suspect will distract the homeowner while a second suspect will enter the home and search inside for valuables and cash.
Another type of ruse used to gain entry into the home is for a suspect to knock on the door and ask for a pen and piece of paper to leave the victim's neighbor a note. The suspect may appear to have difficulty writing the note, and will ask to come inside the house. Once inside the victim's house, the suspect will ask the victim to help write the note. As the suspect keeps the victim occupied, others enter the residence to remove money and valuables.
A variety of vehicles have been associated with these subjects including pickup trucks, vans, and sport utility vehicles. In some cases criminals place magnetic "Water Works" signs on the sides of these vehicles.
Be particularly alert to anyone in your neighborhood looking to perform home repairs, or asking to gain entry into your home. Be sure to ask to see identification and let them know you are going to call and get authorization from their company before allowing them access. If they are legitimate, they won't mind the wait.
Remember, do not intervene, but call 911.
Bike Safety Should Be Reviewed With Your Children Often
A new bicycle remains a traditional favorite gift for kids for birthdays, Christmas, or other special events. But once the immediate excitement of receiving the bike is past, the responsibility of having a bicycle and the safety rules that apply should be taught to a child as a condition of riding it.
Whether it is pedaling their way to school or just to a friend's house down the street, parents need to take an active role with bike safety to ensure the trip doesn't result in harmful--even tragic--results. The National Center for Injury Prevention and Control indicates that each year more than a half-million people nationwide are treated in emergency rooms, and more than 700 people die, as a result of bicycle related injuries. Children are at a particularly high risk, in part because the population age is the one often riding bikes, and children 15 years and younger account for almost 60 percent of all bicycle-related accidents.
Whether your kid is pedaling alone, with friends, or with an adult, these bike safety guidelines should always be followed for a safe ride:
· Always wear a bike safety helmet. Make sure it fits snugly and does not obstruct vision.
· Make certain the bike is well-maintained and in good riding condition. Parents should regularly check a bike to ensure the tires are aired up appropriately, the seat is on solid and straight, handlebars are in the correct position, and the chain is in proper condition. Remember that kids often routinely lay down their bikes or tumble, and those actions can cause damage to the bicycle.
· If a new rider is still using training wheels, be sure the wheels are mounted correctly and that the training wheels still have appropriate wear. Many bikes for toddlers and youngsters are made inexpensively, especially the training wheels, because the belief is that they will not be utilized for a long period. Many a young kid has taken a terrible tumble for a bike in which a training wheel literally falls off, often delaying the child's interest or desire to ride a bike out of fear the training wheel could come off again.
· Make sure the kid's bicycle is the proper size and, if adjustable, is at the right height for the rider right now. Parents sometimes make the mistake of "buying up" a bike in size with the premise their kid will grow into it soon enough. While the logic sounds reasonable, riding it will create bike safety concerns until the kid can properly sit and balance on the seat and touch the ground.
· Kids should wear bright colors--fluorescent if possible--and avoid riding bikes in the evening or at sundown. If a kid must be out after dark, the bicycle should have a headlight visible for 500 feet as well as rear reflectors. Bicyclists should always wear appropriate shoes. Many bike safety accidents occur because young riders are wearing sandals, flip flops or even riding with bare feet.
· Know your kid's route and time it takes to ride it, and require that they do not deviate from the established path or timeline. If your kid rides a bike to school or home, practice the route before the start of school and know where any crossing guards or help might be. If a younger child is riding a bike to a neighbor's home and you are not monitoring the ride personally, require a phone call once the child arrives.
· Drill your child of appropriate bike safety rules. If possible, have your child attend a bike safety class. The often-called bike rodeos provide an excellent training opportunity for kids.
· Be sure your kid rides with traffic, is aware of motorists, and obeys all traffic laws. Be sure your kid knows not to stop and talk with anyone they do not know personally for their own personal safety.
· Prohibit riding double or stunt riding. These actions create the opportunity for accidents waiting to happen.
· Have your youngster understand that bike safety rules are just that and not an option. It is recommended that parents discuss privileges and consequences to riding without a helmet, riding with inappropriate clothing or footwear, or not following general safety regulations.
· Ride with your child! Parents can always use the extra exercise, and a bicycle ride creates an opportunity for parent-child involvement and good quality conversation time.
Have a bike safety contingency plan...just in case! Does your child know a certain neighbor whose home can be considered a "safe house" in the event of a bike issue? Could your youngster carry a walkie-talkie or, if an older kid, even a cell phone on an emergency basis only? Parents should provide their kids with "what if" scenarios they can think through... just in case the unthinkable happens. When it comes to bike safety and your kid's well-being, there is no such thing as being over-prepared.
Blood Drive in Covington
Covington Police Department, in partnership with Hoxworth Blood Center, is sponsoring a summer blood drive to save lives! The drive will be held on Thursday, July 21st, 2011 from 2:00 p.m. - 4:00 p.m. at the Covington Police Department. The Bloodmobile will be present at Police Headquarters, parked on Police Memorial Drive (formerly West 20th Street). Donors will need to bring a picture I.D., a list of any medications they currently take, and a list of any foreign travel history for the past three years. Are you looking to make a difference and get your hands dirty at the same time? The Recreation Department has many volunteer opportunities: Habitat Restoration along the Licking River Greenway, cleanup around Prisoner's Lake or join efforts of one of our Community Gardens.
Licking River Greenway Cleanup and Restoration Continues in Covington!
Last Fall, more than 125 communities members participated in clean up and restoration days along the Licking River Greenway. Tremendous accomplishments were made.
Upcoming volunteer day information: July 9 | 9:00 am to noon | Looking for volunteers! Volunteers will meet in the rear parking lot of Holmes High School on Eastern Avenue in Covington. Additional volunteer days have been scheduled for the following Saturdays: July 9; and September 10 and each day will operate from 9:00 until Noon. Covington Schools All-day Kindergarten
Covington Independent Public Schools offer all-day kindergarten for all Covington children that turn age 5 by October 1. Families can register their children by contacting their local school or can call 859-392-1000 for more information.
Sixth District School Celebrates Reading
Children at Sixth District Elementary School in Covington read over 3700 books this year. On Thursday, May 26, they celebrated their achievement at a party after school. The 500 Kindergarten through fifth grade students read books and passed comprehension tests about them in the school's Accelerated Reading Program.
The school's BEST Partner (Business Education Success Team), Gateway Community and Technical College, challenged the students to read 3500 books. To make it fun and to demonstrate their accomplishment, the children created a paper link chain made up of each book read. Since they exceeded the challenge, the children will use the chain to wrap Principal Bill Bradford and Gateway Community and Technical College President Dr. Ed Hughes around a large van outside of the school.
Holmes Students Make College Commitments
Ten colleges and universities were on hand for Academic Signing Day at Holmes High School in Covington on Friday, May 20. Seventy five Holmes High School seniors made a public commitment to attend one of the schools. Representatives from the following schools were present in the Jack Moreland Auditorium to sign the students: Cincinnati State, Eastern Kentucky University, Gateway Community and Technical College, Georgetown College, Morehead State University, Northern Kentucky University, Thomas More College, University of Kentucky, University of Louisville, and Western Kentucky University. Holmes juniors and sophomores were also in attendance, along with some of the students' parents.
Holmes Alumni and Honorary Alumnus to be inducted into Hall of Distinction
The Holmes Hall of Distinguished Alumni and Distinguished Honorary Alumni (Holmes Hall of Distinction) honors distinguished graduates and friends to Covington schools in recognition of their achievements and contributions to society. It was founded to recognize the history of Holmes High School and its continuing impact on the community and the education of our students.
Here are this year's inductees into the Hall of Distinction. The induction takes place June 10, 2011 during Holmes High School's 143rd commencement exercises.
James Cobb, Class of 1945, graduated from the University of Cincinnati in 1949 and earned his Juris Doctor from the Louis D. Brandeis School of Law at the University of Louisville. He served in the U.S. Navy and the U.S. Air Force. He is married to Marion and they have three daughters. Jim has practiced law in Kentucky since 1952 and, in 1999, received a Lifetime Achievement Award from the Northern Kentucky Bar Association. He held the first reunion for the Holmes Class of 1945 at his parents' cottage in 1948 and has helped plan each class reunion since.
Garry Edmondson, Class of 1965, earned his Juris Doctor from the University of Kentucky Law School. He is married to Joyce and they have four children. The Kenton County Attorney since 1993, he is driven to meet society's ever evolving needs and has a strong desire to make life better in our community. While in office Garry has addressed issues such as juvenile crime, drunken drivers, elder abuse, domestic violence, prostitution, child support, truancy, bullying in schools, and crime victim's rights. He has designed educational opportunities for the public to learn how local government works and promoted patriotism by conducting an annual calendar contest for students.
Bob Ziegler, Class of 1948, opened the Ziegler Studio of Dance the same year he graduated from Holmes. He served in the U.S. Army during the Korean War and was awarded the Bronze Star. He is a Master Dance Educator credentialed by the Chicago National Association of Dance and is the Tap Master for Dance Educators of America Training School in New York. Bob has taught at Northern Kentucky University and Western Kentucky University. He is married to Nancy. They have two children. He is an accomplished painter and an exhibitor at the Nordheim Gallery. Bob has brought The Ziegler Follies to the Holmes stage for more than half a century.
Jon Draud began his career in education as a teacher in Covington schools. He coached the Holmes baseball team to the 1963 Kentucky State Championship and became an elementary school principal in 1966. He is married to Beverly and they have three children. Jon received his Doctor of Education from the University of Cincinnati in 1977. He was a state legislator for 10 years, has earned recognition, numerous awards and distinction including being appointed by the governor as Kentucky Commissioner of Education in 2008. He remains dedicated to teaching, to children and to our community.

Roebling Fest will be held Saturday, June 25th. RoeblingFest, started by the Covington Cincinnati Suspension Bridge Committee, is a daylong celebration honoring the John A. Roebling Bridge, its rich history, people and pride that is connected by this national historic landmark, located in Covington, KY.
RoeblingFest definitely has something for all ages!

A lot of passionate people and organizations have planned a day loaded with food, drinks, music, history and fun. The celebration would not be complete without Rozzi Fireworks to light up the sky.

Latonia Community Slogan Contest
Three Latonia organizations want to find a slogan for Latonia. The Latonia Business Association, the West Latonia Neighborhood Association, and the Ritte's East Neighborhood Group are asking people who live, work volunteer and/or worship in Latonia for suggested slogans. The slogans are the first part of a larger project funded by Covington place matters. The end product will be a Latonia map/pamphlet.

7th Annual Art Off Pike, Street Arts Festival, will be held on Sunday, October 9, 2011 from 11:00 am to 5:00 pm. This one-day-a-year event attracts between 2,000-3,000 Art-loving visitors from the Greater Cincinnati region to Covington. Save the Date!
CALLL IS NOW OPEN FOR ARTIST BOOTHS!! This year, Art Off Pike has contracted with ZAPPlication, a free online resource for Artists. The website is a popular resource that provides Artists with a place to view income and exhibition opportunities.
Now in its Seventh year, the Art Off Pike Annual Street Arts Festival is Covington's oldest public Arts event and is bringing together a wide variety of artists whose works will be on display and for sale amongst an urban setting in the heart of Covington's downtown. As people discover the artwork presented by the artist booths lining the streets, children are invited to take part in 'Picasso's Playground', a kids cornucopia of art activities hosted by local Arts non-profit organizations. Musicians will be playing throughout the day at four separate stations and food vendors will offer their tasty treats. Don't miss this event!

Park Named for Long-time Neighborhood Activist Barb Cook The Covington City Commission recently re-named Ashland Avenue Park "Barb Cook Neighborhood Park" to honor long-time neighborhood activist Barb Cook. Barb has chaired Covington Neighborhood Watch, Inc. in the City of Covington for 28 years. Her tireless efforts to improve quality of life in Covington neighborhoods have led to many positive changes in the years that she championed the effort to engage citizens in communicating through the organization to assist police efforts, as well as resident awareness of issues in their neighborhoods. She was also instrumental in the establishment of changes that permitted cities of the second class to adopt a Nuisance Code and have a Code Enforcement Board to enforce it. She also participated in the process of enacting Covington City Ordinances to establish Covington's Code Enforcement Board. Barb served on the Code Enforcement Board since its inception in 2000 until 2011, when she resigned. She has served on many boards and committees, including the Gangs Task Force, which came out of her involvement in the Future of Covington Planning Summit. Barb has been a good friend and mentor to many people in Covington, and we're proud to announce the re-naming of the park in recognition of her dedication to the community. |

Covington Library Parking Lot Closed - Free parking available across the street
The parking lot at the Kenton County Public Library's Covington Branch will be closed due to construction. Those visiting the Covington library can use the Mid-Town parking garage located at the corner of Fifth and Scott streets, directly across from the library. Visitors should bring in their parking ticket to be validated at the library during their visit for free parking. The north ramp entrance to the library will be accessible during this phase of construction.
Phase one of the Covington Library branch renovation and expansion project will be underway within the next few weeks. Phase one includes the construction of temporary staff offices on the first floor, construction of the new circulation department and drive thru and beginning of construction of the lower level children's department. The Covington Branch library will be open during the renovation process.

THE CARNEGIE GALLERY: A CLOSER LOOK May 13 - June 24, 2011

Running through June 24, The Carnegie presents A Closer Look in The Carnegie Galleries. The exhibition features the works of artists Kristina Bogdanov, Cynthia Cetlin, Jonathan Quick, Rob Anderson, Kristin Ungerecht, Sadie Collins, Tammi O'Hair, Katlyn Brumfield and a retrospect/memorial exhibition for artist Beverly J. Semmens. An international exhibition, "Kaleidoscopes of the 21st Century," featuring work by The Brewster Kaleidoscope Society, is on display in the Ohio National Financial Services Gallery.
Gallery hours are Monday - Friday, 10am - 5pm, Saturday 12pm - 3pm. The exhibition is open to the public and free to attend.

The Big Balloon Project continues with opening of "Inflation" on Friday, June 3, 2011 at the Artesian Enterprise Center from 6-10pm. Featuring the work of artist Sheri Besso, the "Inflation" installation involves more than 800 silver mylar balloons and is the fourth in an ongoing series of balloon art installations being presented by The Carnegie. "Inflation" will be on display through July, 15, 2011. The installation is free to attend and open to the public.
Launched by Bill Seitz, Gallery Director with The Carnegie in the spring of 2010, The Balloon Project is an on-going art happening that has large-scale whimsical balloon installations popping up across the Tri-State.
