Provides tax credits to any existing Kentucky company engaged in manufacturing and related functions on a permanent basis for a reasonable period of time that will be investing in eligible equipment and related costs of at least $2,500,000.
Kentucky Enterprise Initiative Act (KEIA)
For new or expanded service or technology, manufacturing, or tourism attraction projects in Kentucky. KEIA provides a refund of Kentucky sales and use tax paid by approved companies for building and construction materials permanently incorporated as an improvement to real property. It is also available for Kentucky sales and use tax refunds for eligible equipment used for research and development and data processing equipment.

FISH FRY IN PEASELBURG
The Covington Firefighters will again host a Fish Fry each Friday during Lent. These will be held at the Firemen's Hall at 23rd & Howell St. They will be serving their fish and shrimp dinners with all the trimmings from March 19th through April 22nd from 5pm-8pm. The Friends of Peaselburg Neighborhood Association provides goodies for a dessert table at these events. For your convenience, you may eat in or carry out your dinners. This is a great way to support the Covington Fire Department as well as the neighborhood association. All proceeds from the desserts benefit the association and are used in the community. We hope to see you soon and thank you for your support.

New Exhibition at the AEC:
Art from the Press & For a Better World 2007
Opens April 1

This two-fold exhibition is a collaboration between curators Theresa Gates Kuhr of Tiger Lilly Press and SOS Art Show's Saad Ghosn, who come together at the AEC with works by over 30 local Artists.
Art from the Press is curated by Theresa Gates Kuhr and Saad Ghosn and showcases selected work by local printmakers. For a Better World 2007 is curated by Saad Ghosn and showcases both original drawings and poetry from the portfolio of the book with the same name, edited and published by the curator. Although the medium of both shows contains work on paper, the works are quite separate. This show also aims to celebrate National Poetry Month.

Housing
Unemployment Bridge (Loan) Program
The program will be available statewide Friday, April 1, 2011.
The Kentucky Unemployment Bridge Program (UBP) is a new loan option for eligible homeowners to assist them in making their mortgage payments. To be eligible, the homeowner must have experienced a job loss or reduction in income due to changing economic conditions, through no fault of their own, and demonstrate a need for assistance. The job-related event must have occurred after January 1, 2009. The maximum amount of assistance is $20,000 or 12 months, whichever occurs first. Of the $20,000, the maximum amount that may be used for reinstatement - all related fees and payments to bring your loan(s) current - is $7,500.
Participants must meet the following guidelines and the mortgage must be with a participating lender.
· Maximum amount of liens on the property cannot exceed $275,000.
· Maximum of two liens permitted on the property.
· Borrower's principal, interest, taxes, and insurance (PITI) must exceed 31 percent of the gross
monthly income, or
· Borrower must experience a 15 percent reduction in income.
· Maximum liquid reserves is six months PITI (excluding retirement funds).
· Borrowers must sign a hardship affidavit acknowledging the reduction in income due to no
fault of their own.
· UBP is only available to borrowers whose mortgage servicing company agrees to partner with
Kentucky Housing Corporation. A borrower cannot receive assistance if their servicer has not

Fair Housing Program
A free program to inform property owners and landlords about fair housing will be held from 5:30 p.m. - 7 p.m. on Thursday, April 28, 2011, in the first-floor Commission Chambers at Covington City Hall, 638 Madison Avenue.
The program is part of federal and state April Fair Housing Month activities across the state and is co-sponsored by the Housing Authority of Covington Section 8 program, the Covington Human Rights Commission and the Kentucky Commission on Human Rights. The forum will cover questions about landlord and tenant housing rights and federal housing programs, such as Section 8.

Licking River Greenway Cleanup and Restoration Continues in Covington!
Last Fall, more than 125 communities members participated in clean up and restoration days along the Licking River Greenway. Tremendous accomplishments were made.
Upcoming volunteer day information: Volunteers will meet in the rear parking lot of Holmes High School on Eastern Avenue in Covington. Additional volunteer days have been scheduled for the following Saturdays: May 14; July 9; and September 10 and each day will operate from 9:00 until Noon. Greenway restoration days are made possible by generous support from the Kenton Conservancy and the Greater Cincinnati Foundation.

Prisoner's Lake provides good fishing close to home
The Kentucky Department of Fish and Wildlife Resources has partnered with the City of Covington to provide great fishing opportunities at Prisoner's Lake through the Fishing in the Neighborhoods (FINs) program.
The FINs program began in 2006 with five lakes. During the last two years, it has expanded to include 34 lakes statewide. The goal of the program is to provide high quality fishing opportunities near cities of all sizes throughout the commonwealth. These lakes are great places to make a quick getaway, relax and catch a mess of fish. They also are great places to take the family fishing without traveling far from home.
Prisoner's Lake will receive up to three yearly stockings of channel catfish and two annual stockings of rainbow trout. Since trout prefer cold water, the department stocks them during the cool months of February, March and October. The department stocks catfish during the warmer months of March, April, May and August.

Kentucky Transportation Cabinet Projects - District 6 Office 
Rehabilitation projects on four interstate routes will require travelers to be alert, prepared.
· I-75 NB (Cut in the Hill) IN KENTON COUNTY REVIVE THE DRIVE - NKY Interstate Project - Traffic will be restricted to one lane on Northbound I-75 from MP 186 to 191 between Buttermilk Pike and the Brent Spence Bridge on Wednesday, April 20, 2011 starting at 11:00 P.M. and all lanes will be open by 5:00 A.M. the following morning. Lane closures also will be in effect from Thursday, April 21 at 11:00 P.M. and all lanes will be open by 5:00 A.M. the following Morning. Traffic will be restricted to one lane on Northbound I-75 between Buttermilk Pike Exit 186 and the Brent Spence Bridge from 11:00 P.M. on Friday, April 22, 2011 until Monday, April 25 at 5:00 A.M. During this time the ramp from I-75 Northbound to Kyles Lane Exit 189 and the ramp from Kyles Lane to Northbound I-75 will be closed. A signed detour will be posted. Watch for trucks entering and leaving the highway. Expect Long Delays. April 22, 2011 is the first scheduled weekend that will have several lane closures that will impact NB traffic.
· I-275 WB (MP 77 to MP 82.4) IN KENTON AND CAMPBELL COUNTIES REVIVE THE DRIVE - NKY Interstate Project - Watch for new traffic patterns beginning tonight, Friday, April 15, 2011. Watch for possible nightly lane closures from 7 pm until 7 am on I-275 WB from KY 9 to US 25 Dixie Highway. The entrance ramp from KY 16 WB to I-275 WB is currently closed and is scheduled to be reopened at 6 am on Monday, April 18, 2011. Beginning Friday, April 15, 2011 the WB left lane will be closed on the I-275 Bridge over KY 9 for approximately two weeks. During off-peak periods, lane restrictions may be in place on KY 9 for overhead bridge work on I-275. Currently, the WB left lane is closed on the I-275 Bridge over KY 17 and the I-275 Bridge over Horsebranch Road and the closure is scheduled to remain in place until 7 am on Monday, April 25, 2011. The entrance ramp from KY 16 EB to I-275 WB is scheduled to be closed from 7 pm on Friday, April 22, 2011 until 6 am on Monday, April 25, 2011. Watch for trucks entering and leaving the roadway. Expect delays particularly during peak traffic times.
Additional Information for KENTON COUNTY:
· I-75 Northbound M.P. 189 (at an existing KYTC Detention Basin) - As this project continues, trucks may be entering and leaving the highway at various times via the right shoulder approximately 0.5 mile north of the Kyles Lane overpass, and approximately 2.5 miles south of the Ohio River. Use caution, watch for trucks and police escorts using the right shoulder.
· Taylor Mill Road - KY 16 (From Sunbrite Drive to Kleete Road) -Construction is beginning on Taylor Mill Road (KY 16) between Sunbrite Drive and Kleete Road. All traffic patterns will remain in their current location at this time. The speed limit throughout the project will be reduced to 30 MPH. Please watch for flaggers and construction traffic entering and leaving the roadway.
· Howard Litzler Road -- KY 3070 (From KY 17 to KY 16) - Construction is beginning on Howard Litzler Road (KY 30) between KY 17 and KY 16. Lane closures and flagging can be expected during daytime hours. Please watch for flaggers, traffic control devices and construction traffic entering and leaving the roadway.
· KY 1120 (MLK Blvd/12th Street Covington) - Road Construction continues on MLK Blvd/12th Street in Covington. Construction activities will take place between the NB I-75 off ramp and Scott Street. Work may also occur on Madison Avenue, Scott Street and 11th Street between Greenup and Madison. Street Parking will only be provided on EB MLK Blvd/12th Street. Pedestrian access will be provided to residences on the North side of MLK Blvd/12th Street; all pedestrian traffic should cross MLK Blvd/12th Street at intersections. The north side of Russell Street will be closed at the intersection of MLK Blvd/12th Street. Access to and from the north side of Russell Street will be provided via Holman Street. The north side of Banklick Street will be closed at the intersection of MLK Blvd/12th Street. Access to and from the north side of Banklick Street will be provided via Holman Street (use caution on Banklick as 2 way traffic will be necessary for local access). Watch for traffic control devices and construction traffic entering and leaving the roadway. The speed limit throughout the work-zone will be 20 MPH. The intersections of MLK Blvd/12th and Main, MLK Blvd/12th and Lee, and MLK Blvd/12th and Holman will no longer be signalized. The intersections will instead become a 4-Way stop using "Stop Signs".
· Highland Pike - KY 1072 (From KY 17 to Werner Drive) - Resurfacing project on Highland Pike (KY 1072) between KY 17 and Werner Drive. Lane closures and flagging can be expected during daytime hours between 9:00 am and 3:00 pm; and during nighttime hours between 6:00 pm - 6:00 am. Please watch for flaggers, traffic control devices and construction traffic entering and leaving the roadway.

Pennies for Overseas Aid
Students at the Transformational Learning Center and Glenn O. Swing Elementary School will be participating in the "Pennies for Peace" campaign to help children in the remote areas of Pakistan and Afghanistan. The students will be collecting March 1- April 29.
The students are looking for community organizations and businesses that are up for a challenge. The challenge: For every penny raised by students, the community or business raises two. Pennies for Peace is a program of the Central Asia Institute, founded by Greg Mortenson, author of the book, "Three Cups of Tea."

GATEWAY URBAN CENTER NEWS
GED Tests Offered FREE at Gateway Urban Center Through June 30
General equivalency diploma tests, commonly known as GED tests, can be taken for free through June 30 at the Gateway Community and Technical College Urban Center at 525 Scott Boulevard. Kentucky Adult Education, a unit of the Council on Postsecondary Education, will pay the usual $55 fee during this period.
"This is a great benefit for anyone who wants a fresh start on a high school diploma and a postsecondary education," said Peg Russell, director of Adult Education and COMPASS coordinator for Gateway Community and Technical College.
Gateway also administers GED tests at its Edgewood Campus at 790 Thomas More Parkway. For more information and to check available dates at Gateway test sites, Kentucky residents can go to http://gateway.kctcs.edu/Academics/Testing_Services/GED or call (859) 442-1611. Information is also available from Cindy Sproehnle, Gateway Assessment Center director, at (859) 442-1159.
According to the Council on Postsecondary Education, free GED classes are available through local adult education programs in all 120 Kentucky counties. To be eligible to take the GED, students must first successfully complete the GED Official Practice Test to make sure they are prepared for the actual test.
The GED tests provide adults who did not finish high school with the opportunity to certify their attainment of high school-level academic knowledge and skills. The GED consists of five parts - reading, writing, mathematics, science and social studies. Completing the entire test battery takes just over seven hours. GED tests are currently offered only in a paper-pencil format at official GED Testing Centers - the tests cannot be taken online. According to the CPE, state GED administrators often receive reports from adults who have spent time and money pursuing what they believe are accredited high school equivalency credentials online. Consumers find, after spending $200-$1,200, that these dubious credentials are not accepted by employers, colleges or universities.

Congressional Leadership Program
The Congressional Leadership Program ("CLP") will be offered by Congressman Davis' office again this summer. In seven sessions, from June 6th to August 15th, college and graduate students will be introduced to the strengths and challenges of their community and how they might become engaged in addressing issues of concern to them. Here is the planned schedule for 2011:

The 160+ CLP graduates (listed in the application) have given the program good reviews. Applicants for CLP must be enrolled full-time in college or graduate school. They must also be residents of the Fourth Congressional District or attending school in the district. Last year, there were more applicants than CLP slots available, so please be aware that the application process is competitive. Preference will be given to individuals who submit their applications prior to May 1st.

Progress with Preservation
May's meeting is rescheduled to Tuesday, May 3rd, to ensure that JT Spence can be available to talk to our group about Cathedral Square. (April's meeting is cancelled.) The meeting time has been changed to 6:00 p.m. and will be held on the 2nd Floor of Keystone Bar & Grill at 313 Greenup Street, in the living room.
The two major agenda items will be:
1. Cathedral Square - JT Spence
2. Review progress against 2011 action plan - a lot of great progress to discuss.

NORTHERN KENTUCKY HERITAGE LEAGUE
43rd ANNUAL
DUVENECK MEMORIAL ART SHOW
The 43rd Annual Duveneck Memorial Art Show will be held on Sunday, May 8 (Mother's Day) from Noon - 5:00 p.m. at the George Rogers Clark Park on Riverside Drive in Covington, Kentucky, overlooking the Ohio River and the Cincinnati skyline.
This juried show features the sale of original works of regional artists in four categories - painting, sculpture, graphics and fine crafts - and is sponsored by the Northern Kentucky Heritage League, a non-profit organization made up of Northern Kentucky citizens who are interested in art, historic preservation and the cultural advancement of the Greater Cincinnati/Northern Kentucky area.

RoeblingFest 2011 - Mark Your Calendar!
RoeblingFest 2011 has grown! This year several organizations representing Covington area have joined together to make the event bigger and better.
Roebling Fest will be held Saturday, June25, 11:00 am - 11:00 pm. It will be a day-long celebration honoring the John A. Roebling Bridge. This National Historic Landmark in Covington, KY is a symbol of the people, pride, and dynamic history of the area.
"The City of Covington approached us and wanted to get involved with RoeblingFest 2011, "said Nancy Wood, one of the RoeblingFest Committee Chairs, Wood continued, "Katie Meyer, Renaissance Manager for Covington came on board and connected several organizations that had something to offer to Roebling Fest 2011."

The John A. Roebling Suspension Bridge is a National Historic Landmark. RoeblingFest is a celebration of the art, architecture, history and engineering of this bridge. Young artists are encouraged to submit their artwork depicting this historic bridge.

The Carnegie to Name Gallery in Honor of Artist Beverly J. Semmens
The Carnegie Visual and Performing Arts Center has announced that it will rename its Connector Gallery after artist Beverly J. Semmens, who passed away in August, 2010. A gifted textile artist and weaver, Beverly was a longtime friend of The Carnegie.
"Beverly had an incredible heart and the love she bestowed upon The Carnegie was endless," said Bill Seitz, Gallery Director for The Carnegie. "Every time I met with her she greeted me not with a handshake, but with a real hug. Beverly was loved by many. It's an honor to have a gallery here in her name."
Excelling in weaving and basketry, Beverly taught at the University of Cincinnati in the College of Design Architecture Art and Planning. As an instructor in metals and textile arts for the Art Education and Fine Arts departments for more than 30 years, she left behind a legacy of artists and teachers.
Outside of the classroom, Beverly exhibited locally, nationally and internationally, and her work can be found in numerous private collections and corporate commissions. She served on the boards of several arts organizations and was recognized for her accomplishments throughout her career including being named a Corbett Award Finalist and being inducted into The Cincinnati McDowell Society.

Wine n' Spring featuring the Faux Frenchmen - April 28, 2011
Behringer-Crawford Museum launches its 2011 Music@BCM concert season on Thursday, April 28, 2011with the popular Wine n' Spring event featuring the Faux Frenchmen. Doors open at 6:00 p.m. with the performance from 7:00 - 9:00 p.m.
Seasoned musicians George Cunningham, Brian Lovely, Paul Patterson and Don Aren, make up the Faux Frenchmen, who blend the sounds of 1930s Parisian Hot Club gypsy jazz with their own musical instrumentation and style that is often described as "serious fun." Their sound conjures sensual, mystery-filled nights in Parisian underground dens of iniquity, but also strikes familiar notes of American jazz legends like Duke Ellington, Fats Waller, Benny Goodman and Louis Armstrong.
"We want to take this unique and special thing that happened in the late '30s in Europe and adapt it to our own evil musical purposes," says George Cunningham. That includes putting a new sound to old favorites such as the Beach Boys "God Only Knows," the Beatles "Girl" and the theme from "Spider-Man".
Paired with a wine tasting sponsored by Party Town of Florence, this will be an evening not to be missed.
This concert and the entire Music@BCM concert series is an arrangement of carefully chosen performers who display the variety of music offered throughout Greater Cincinnati and Northern Kentucky. The nine-concert line-up is available on the museum's web site, www.bcmuseum.org.
New to the Music@BCM 2011 series is the collaboration between Colonial Cottage and community groups' fundraisers to provide tasty treats to concertgoers. Attendees can purchase food to support a local youth or community group or they are welcome to bring snacks of their own.
