Special Emergency Assistance Program

for Rain Event Damage

The Special Emergency Assistance Program is a program of the City of Covington's Community Development Department created in response to rain events that occurred in the City on July 13th and July 21st, 2010. These events caused significant damage to properties through the backup and runoff of water into homes. Through outreach to the affected parties, it was determined that many residents lacked the appropriate insurance riders necessary to cover damage caused by this type of event. The City is creating this program to address the needs of the homeowners that experienced losses due to the weather events. The funds will be offered to homeowners earning at or below 80%

of area median income in the form of a grant to facililate repairs. There are no closing costs charged to the homeowner.

Eligible repair items will include furnace repair/replacement, water heater replacement, and electrical repairs. The program also will allow for private sewer lateral repairs (to help in preventing future backups) and other repairs on a case-by-case basis upon determination by City staff that such repairs are necessary to ensure the safety of the occupants and the continued viability of the structure.

Applications will be accepted on a first-come, first-served basis through December 1, 2010, or until available funding is exhausted. The program may be extended if required.

The New Urbanist Corner

(3rd in a series)

How Will We Get Around in the New Urban Age?!

America has cars.  Lots of cars.  More cars than drivers have we!  But in 2009, for the first time since WWII, America lost cars.  That is, more cars were scrapped than sold - fourteen million vs. ten million (www.earthpolicy.org/index.php?/plan_b_updates/2010/update87).

And that's not just a lot of scrap; the folks at treehugger.com and Earth Policy.org see a trend of scrapped cars exceeding sales that is expected to reach into the year 2020.

America has about 250 million cars on the road, well, now it's about 246 million.  That's a 1.6% reduction.  A net reduction in the national fleet hasn't happened in 60 years.  What could it possibly mean for transportation in America?  In Covington?

New Urbanists have long nurtured the prospect of a reduced role in our built environment for the automobile, while advocating more textured and multimodal transportation systems to reduce reliance on personal automobiles.  It looks like a recession economy might accomplish what they're hoping for.

Another explanation is that we look to cars for enhanced mobility.  In low density developments, with low cost fuel, that works pretty well.  But the cost of fuel is steadily increasing and more folks are living in urban areas now - about 80% of us.  In urban areas, "more cars" translates into the exact opposite of "more mobility".  More cars in cities means more congestion.  There just isn't enough space to provide the private or public amenity of personal parking for everyone who wants to bring their cars into the city - and park them!

Without amenity, density equals congestion.  The logistics of personal automobile ownership (and storage!) don't compute in urban areas as they do in lower density developments.  So, unless we want to create parking amenities instead of public parks, it looks like we'll be getting around with fewer automobiles.  Anyone for a walk?

Fire Department
Fire Dept logoHOME HEATING DEVICES

Each year fire claims  the lives of 3,500 Americans, injures 20,000, and causes billions of dollars worth of damage. People living in rural areas are more than twice as likely to die in a fire than those living in mid-sized cities or suburban areas. The misuse of wood stoves, portable space heaters and kerosene heaters are especially common risks in rural areas.

The United States Fire Administration
(USFA) believes rural fire problems can be reduced by teaching people to recognize the hazards. By following some of the outlined precautionary steps, individuals can greatly reduce their chances of becoming a fire casualty.

Wood Stoves
Wood stoves cause over 4,000 residential fires every year. Carefully follow the manufacturer's installation and maintenance instructions. Look for solid construction, such as plate steel or cast iron metal. Check for cracks and inspect legs, hinges and door seals for smooth joints and seams. Use only seasoned wood for fuel, not green wood, artificial logs, or trash. Inspect and clean your pipes and chimneys annually and check monthly for damage or obstructions. Be sure to keep combustible objects at least three feet away from your wood stove.

Electric Space Heaters
Buy only heaters evaluated by a nationally recognized laboratory, such as Underwriters Laboratories (UL). Check to make sure it has a thermostat control mechanism, and will switch off automatically if the heater falls over. Heaters are not dryers or tables; don't dry clothes or store objects on top of your heater. Space heaters need space; keep combustibles at least three feet away from each heater. Always unplug your electric space heater when not in use.

Kerosene Heaters
Buy only heaters evaluated by a nationally recognized laboratory, such as Underwriters Laboratories (UL), and check with your local fire department on the legality of kerosene heater use in your community. Never fill your heater with gasoline or camp stove fuel; both flare-up easily. Only use crystal clear K-1 kerosene. Never overfill any portable heater. Use the kerosene heater in a well ventilated room.

Fireplaces
Fireplaces regularly build up creosote in their chimneys. They need to be cleaned out frequently and chimneys should be inspected for obstructions and cracks to prevent deadly chimney and roof fires. Check to make sure the damper is open before starting any fire. Never burn trash, paper or green wood in your fireplace. These materials cause heavy creosote buildup and are difficult to control. Use a screen heavy enough to stop rolling logs and big enough to cover the entire opening of the fireplace to catch flying sparks. Don't wear loose-fitting clothes near any open flame. Make sure the fire is completely out before leaving the house or going to bed. Store cooled ashes in a tightly sealed metal container outside the home.

"Connecting Covington Residents with Energy Efficiency Resources"

In the month of November, representatives from the Greater Cincinnati Energy Alliance (GCEA) in cooperation with the Center for Great Neighborhoods will be in Covington, KY to help residents save money and energy by making energy efficiency upgrades to their homes.  Through a new partnership between the City of Covington and the Greater Cincinnati Energy Alliance (GCEA), grant money will be made available to subsidize the cost of comprehensive energy assessments and home efficiency improvements. The assessments identify ways that homes can be made more energy efficient, reducing heating, lighting and cooling costs.

On November 6th, 30 volunteers reached out to residents in the Covington, KY neighborhoods of Peaselburg, LevassorPark and Wallace Woods, sharing energy saving resources and distributing energy efficiency kits.  The Greater Cincinnati Energy Alliance in cooperation with the Center for Great Neighborhoods and KY Home Performance are working to help home owners reduce their utility bills through energy saving home upgrades such as lighting, insulation, and mechanical systems. The Covington outreach effort successfully distributed 154 efficiency kits potentially saving each household over $60 in electricity and totaling almost $10,000 in savings for the combined households.   The community outreach efforts also generated 58 home energy assessment requests that would help residents learn about ways to save energy at home.  Andy Holzhauser, Executive Director of the Greater Cincinnati Energy Alliance shared that, "Improving the comfort of your home is easy to do and saves you money.  GCEA helps residents invest in getting their home assessed for energy saving opportunities and then connects home owners with financial incentives, tax incentives, and reduced-interest loans."

The Greater Cincinnati Energy Alliance will also be attending neighborhood association meetings on the following dates to connect residents to energy efficiency programs and services.  Through GCEA's reduced-cost home energy assessment program and financial incentives for investing in efficiency upgrades, GCEA will give Covington homeowners the tools they need to reduce their monthly utility bills.
