As usual, the year is flying by, the kids are back in school and summer (apparently the best one weather wise "ever") is virtually over. At ICIS, a little of that summer time was reserved to analyze our progress, take care of some housekeeping and regroup where required. Overall, the progress made in the first 2/3 of 2009 is on target and the results are rewarding.

One initiative in particular has seen substantial progress and is well on the way to exceeding the stretch goal that was established for 2009. This initiative involves the receipt of contributed data from the local government membership class which includes local governments and regional districts. ICIS local government class membership of 167 jurisdictions represents approximately 95% of the private parcel land base of the province. In simple terms, ICIS's focus is on having the parcel data contributed by this group match the member participation percentage.

Successful data contribution is also scored against consistent scheduled delivery. The following indicators provide a measurement of the progress ICIS is making:
  • Local government Parcel Fabric: there are over 1.1 million parcels contained in the local government fabric available via the ICIS web map reflecting a 10% growth from quarter 2 to quarter 3.
  • Auto data delivery: Today, there are 55 jurisdictions delivering data via installed scripts from local government segment members ensuring the receipt of member data on a consistent and current basis. This number reflects a 38% growth from the prior quarter and is 79% of the 2009 target of 70 jurisdictions.


The data delivery initiative also ensures that all delivered data is available via the ICIS data portal within 2 business days of receipt and that all ICIS compatible data is available via the web map within the same month of receipt. The goal for the next major phase is to have all updates be available in real time. This success and progress of this initiative is fundamental to the overall success of ICIS's two major projects:  AddressBC and BCSpatial. Thank you to all ICIS members who have been proactive in supporting the data delivery automation project.  

ICIS Board Maps out Another Term
July's AGM was the start of another term on the ICIS Board of Directors for most Board Members, demonstrating the level of dedication and commitment of members to the ICIS vision of collaboratively sharing spatial data for the economic and social benefit of British Columbia.
Some new faces have joined the Board roster for 2009-2010.  Mike Thomson, Surveyor General of BC will be representing the Land Title and Survey Authority (LTSA). Other Board Members who have recently been appointed from the Government of BC are Mark Zacharias, on behalf of GeoBC and the Integrated Land Management Bureau; Cam Filmer from the Provincial Emergency Program and the Ministry of Public Safety and Solicitor General; and Mike Furey on behalf of the Ministry of Community and Rural Development. They join Harry Mercer of BC Assessment Authority.
Returning Local Government representatives, Per Kristensen of the City of Nanaimo, Steve Botham from the Regional District of Fraser-Fort George and Brian Sameshima from the City of Burnaby have served on the ICIS Board for many years and bring in-depth knowledge of ICIS beginnings and the remarkable progress achieved over the years.
ICIS is fortunate to retain the consistent support of our Utility members with Board representation from BC Hydro's Lisa Williams; Spectra Energy's Sonja Johnson, Mike Bazowski from Shaw Communications, Inc., Terasen Gas's Ferenc Pataki  and TELUS's Dan Shannon.
Brian Sameshima as former President Elect has assumed the role of President on the Executive Committee following two years of Dan Shannon's steady leadership as President.  Shannon will continue on the Executive in the role as Past President, bringing continuity and an extra hand to help with the Executive Committee's duties.  Other Executive Committee members include Harry Mercer as President Elect; Ferenc Pataki as Vice President; and Steve Botham who is taking on the role of Treasurer from our former Treasurer, Ferenc Pataki.
The 2009-2010 ICIS Board Members bring a valuable contribution to ICIS and support close working relationship between the Province, local Governments and the Utilities to assess ICIS members' business requirements and align them with ICIS results.
AddressBC In Development

Development is well underway for the applications required for AddressBC. Through the summer ESRI Canada has been working on the editing code and the QA/QC processes are ready for testing.  Initial load of data is also being done at this time with focus on municipalities that are within the Olympic corridor.  This is being done in conjunction with requirements for the 2010 Security Team.

In addition to development work, a privacy impact assessment was done using the Province of BC's assessment tool.  The conclusion from the assessment was that there were no privacy issues surrounding AddressBC.  More has been written about the privacy assessment on the project blog at www.addressbc.ca/blog.

Also on the AddressBC blog is an article regarding managing expectations.  AddressBC will be instituting version references to establish definitions and expectations for deliverables at each stage of the projects evolution.  Please check out the blog for these and other news about AddressBC.

CivicSpatial Grants Awarded

The CivicSpatial Grant Program is an initiative designed to help local governments improve the quality of their cadastral base.  All local governments who are current members of ICIS are eligible for funding. 
ICIS is pleased to award the following grants:
$15,000 City of Vernon;
$15,000 City of Dawson Creek;
$7,000 Pemberton & Squamish Lillooet RD;
$1,500 City of Dawson Creek; 
$1,400 District of Kent.
The CivicSpatial Grant program is funded through contributions from Utility and Provincial members of ICIS and from the Real Estate Foundation of British Columbia.

Terasen Gas Participates in Automated Delivery Script

Over the past three months, Terasen Gas, ICIS, and Clover Point Cartographics, have been working to implement an automated delivery script.
When this tool is installed, Terasen will be able to submit its data automatically, on a schedule that Terasen defines. By having Terasen test the data delivery script, which is the same data delivery script that we provide to local governments, we are increasing our understanding of the implementation challenges and any security concerns.
Terasen is benefiting all ICIS members by ensuring that the automated delivery script may be of the best quality possible.
While we have 55 local governments that are currently submitting data through the automated delivery script, many of these governments do not possess the file size that Terasen does. Therefore, ICIS views Terasen's effort as being critical in evaluating this tool.
ICIS thanks Terasen for their effort, and hopes that other users may benefit from their expertise and diligence. If you are interested in streamlining your cadastral information updates to ICIS, please consider installing our automated delivery mechanism.
