| ICIS Brings Focus to Emergency Preparedness in BC |

ICIS and the Geomatics Industry Association of Canada (GIAC) presented GEOMATICS AND PUBLIC SECURITY, PUBLIC SAFETY AND EMERGENCY PREPAREDNESS at the SFU Harbour Centre in Vancouver on March 30, 2009. The meeting was co-chaired by Barry Logan, ICIS General Manager and David Gariepy, GIAC President. ICIS President Dan Shannon kicked off the workshop with his presentation 'Protocols for Preparedness: Scaling the Policy Firewall' in which he emphasised that ongoing collaboration such as ICIS enables is a critical component of emergency preparedness. |

Momentum at ICIS |

In order to achieve something and ultimately make a difference there has to be results. These results have to be associated with a plan and the plan has to be clear and concise in order to support the strategic objectives.
The March issue of the ICIS Newsletter article articulates on the goals of ICIS's plan for 2009. In order to measure progress on the plan, specific key indicators are used to measure this progress. Certain plan goals are stretched in order to create added challenge, establish emphasis and create momentum.
The ICIS team has taken ownership of this process and is very results oriented. The obvious intention is meeting and exceeding goals and creating excitement amongst and value for, all ICIS stakeholders. This defines momentum.
There are some great examples of how this process is producing positive and tangible results gained in the last five months.
Supporting VALUE
- Local Government Parcel Fabric: there are over 1 million parcels contained in the local government fabric;
- BC Assessment Fabric: there are over 900 parcels representing over 1.3 million folios in the BC Assessment fabric;
- Auto Data Delivery: there are 18 scripts installed at member sites to facilitate the automatic delivery of member data in a frequent and current basis;
- AddressBC: project build is on target with Data Model and design approvals achieved;
- BCSpatial: Project Charter is established which provides detailed description & scope. Work has commenced on provincial parcel data assessment.
Supporting ICIS SUSTAINABILITY

Full Membership: there are over 200 ICIS members representing approximately 95% coverage of the parcels within BC;

Associate Membership: continued momentum with 15 active members and new interest continuing from different private sector organizations and federal agencies.
Supporting COLLABORATION

CivicSpatial Grant Program: growing momentum with over $178,000 in grants awarded to local governments to date and over $100,000 in grant applications in progress;

Supporting COMMUNICATION

ICIS Workshops: effort, momentum and participation yielded a first: All levels of government (Federal, Provincial, Local, Regional and First Nations) participated in the March workshop at the RDEK offices in Cranbrook;

AddressBC and BCSpatial: launch of project blogs for up to date information on these important projects.

News Releases: over 860 recipients receive regular news releases that are also published on CivicInfoand the ICIS Web Site;

ICIS Web Site: continued momentum to keep the site fresh has resulted in a significant increase in hits and page accesses;

Member Profiles: 9 members have completed a Member Profile telling how ICIS membership delivers high value for their organization and 5 more Member Profiles are underway;

GIS Community: 740 technical users of ICIS systems receive technical updates on a regular basis to ensure that ICIS is responsive to its members' technical requirements.
Results like these help keep ICIS relevant and show that ICIS's momentum is measurable and is sustainable.
Thank you to all ICIS stakeholders. Collaboratively working together in order to achieve meaningful results and value is working. That is momentum.

CivicSpatial Grants Awarded

$15,000 for the Peace River RD;
$10,000 for the District of Sechelt;
$10,000 for the City of Revelstoke.

BCSpatial Update |

BC Spatial is ICIS' initiative to establish integration services for and one-stop access to the best available cadastral data for the province. A project page on the ICIS web site provides an overview, and periodic updates and community chat are being posted to the project blog. Building the cadastre is a spirited topic for stakeholders of BC's parcel data, and we encourage your online participation. Sharing your thoughts on our posts is one of the best ways to help keep the program tuned and to set direction for future phases!
First things first - what are the issues with parcels?
We have begun to perform a snapshot assessment of ICIS' parcel data submissions in order to quantify their variety, integrity and redundancy. These qualities will define the integration challenge and are ultimately the measures of the best available information. Stay tuned for preliminary results in July. |

ICIS continues to make progress on the creation of a comon point address database for BC. The data model, requirements and system design have all now been finalized. Through the summer ESRI Canada will be developing the various applications that will form the core of AddressBC. We have also been busy making presentations at various conferences about and getting great feedback. AddressBC has presented recently at: · GIAC in Vancouver · ESRI User Conference in Victoria · Fire Chief's Association of BC in Nanaimo · GeoTec in Vancouver

Conference Board of Canada Welcomes ICIS |

ICIS recently participated in a workshop conducted by the Conference Board of Canada. The focus of the workshop was on "Improving Emergency Management through Geo-Spatial Information Solutions".
A review of the preliminary findings from the research completed by the Conference Board and GeoConnections on this subject was accomplished.
As part of this review, ICIS was invited to make a presentation on "Wrestling with the Barriers". Specifically, the group was interested in how ICIS public and private members have addressed the technical and non-technical challenges of sharing geospatial information.The presentation was very well received and there were many questions at the end, particularly around standards.
ICIS is recognized at a federal level as a success in the business of sharing geospatial data. One indicator of this success is that ICIS has different organizations across Canada looking at how ICIS has overcome many of the collaboration and integration challenges and is meeting the goals of the Society. |
