ICIS's Value Proposition to Local Government

In its role as a not for profit society, ICIS operates to provide access to integrated digital spatial data for use in geographic information systems (GIS) for our members.  Provincial Government ministries, Crown Corporations, Utilities and Local Governments provide spatial data such as administrative boundaries, infrastructure and other mapped features while ICIS delivers them back in viewable and downloadable formats. ICIS coordinates data sets across boundaries and jurisdictions that otherwise would remain disparate. This simply explains but dramatically understates the technical part of the value of ICIS to our members.

Perhaps of greatest value is the role ICIS plays in bringing people together in the spirit of cooperation and collaboration.  ICIS provides a single administrative hub to bring together the many different organizations that make up our membership and allow for the free-flow of spatial data. Without ICIS, organizations would have individual agreements with each other resulting in multiple duplications of effort, negotiation, associated work and costs.  ICIS operates under the rules of a strong constitution with governance coming from an equally strong board of directors.  Our Board is made up of representatives from each of our three member groups: Provincial, Utilities and Local governments.  As a result, needs are addressed at one table for the betterment of the entire province rather than at the local jurisdiction level.

Finally, our CivicSpatial grant program rounds out the value ICIS brings to Local Government specifically and to our membership as a whole. CivicSpatial grants are designed to help local governments improve their parcel (cadastral) data resulting in improved data for all our members.

CivicSpatial Grant Program Update

 

The CivicSpatial grant program continues to fund local government initiatives to improve the accuracy of cadastral data and increase the frequency of data submissions.  To date, 24 applicants representing 37 jurisdictions have either taken advantage of funding or have applications pending.  Grants valued at $83,500 have been issued since the program's inception with an additional $35,000 grants pending for a total commitment of $118,500. 

 

Key Projects and Accomplishments

Queen Charlotte Village: Creation of a new ICF standard cadastral base. (~2,000 parcels)

Langley City:  Update of the municipal cadastral fabric to ICF standard and the City to adopt the new base (~4,200 parcels).

Central Coast Regional District:  Creation of a new ICF standard cadastral base (1,500 - 3,000 parcels).

Island Boundary Resolution Project:  Determine issues and priorities related to all regional district boundaries on Vancouver Island.  This is a special ICIS sponsored initiative and will involve 5 regional districts.

 

ICIS will continue to promote CivicSpatial within the local government membership and is seeking opportunities to fund projects that will contribute to improvement of the cadastral fabric.

Membership

Federal Department of Fisheries and Oceans

 

ICIS has received an inquiry for associate membership from the federal department of Fisheries and Oceans.  Representatives in Vancouver contacted ICIS and are considering what data they could share with the rest of the membership. They are interested in a broad spectrum of data including infrastructure data as it relates to streams and fisheries in the province.

 

Advanced Education Research Portal

 

The Provincial Government's ILMB is busy working on setting up a dedicated portal for access by senior researchers in the post secondary education system.  ICIS has signed a separate DSLA with the Ministry of Advanced Education as part of the overall arrangement.   ICIS data will be included in the dedicated portal set up by ILMB.  Access to the data by researchers will be governed by the Electronic Library Network (ELN), and by librarians at the senior institutions in the province (UBC, UVic, SFU and UNBC) to begin with.    The availability of the portal will be announced at the GIAC forum in Victoria on April 16th.  ICIS will be credited prominently as a data source in any research using the society's data, and will receive copies of the research conducted.  Society members will also have an opportunity to suggest directed research projects to an ad hoc committee from the post secondary education system.

 

A side benefit of setting up the dedicated portal is that the ILMB will now include all of the ICIS data, including local government data sets and utility infrastructure data, within its LRDW (Land Resource Data Warehouse) for access by other government ministries.

New Technical Services Coordinator
 
ICIS would like to welcome our newest employee Steffan Chmuryk.
 
A life long resident of BC, Steffan brings enthusiasm and solid technical knowledge to the Society.

AddressBC
 

The ICIS Board has given the green light for development and implementation of AddressBC.  A Memorandum of Understanding (MoU) was signed by AddressBC partners on March 27th.  The MoU is a statement of intent by the respective organizations to continue to support and provide funding through completion of the project.  It also clarifies that the AddressBC system and associated intellectual property rights will be held by ICIS and be managed by local governments and the funding partners.

 

AddressBC has been endorsed by the Local Government Management Association (LGMA) and the Municipal Information Systems Association (MISA-BC) as a project that supports critical information for emergency response. 

 

A technical specification for AddressBC has been developed and will be published on the ICIS website in April.

 

It is anticipated that by June of this year a request for proposal will be issued to develop the AddressBC system with work commencing in the fall of this year.

ICIS/GIAC Workshop April 16th   Victoria Conference Centre

On April 16th, 2008 ICIS and the Geomatics Industry Association of Canada (GIAC) will be hosting an Information Outreach Workshop to showcase the vital role that location-based or "geospatial" information - such as digital maps and satellite images - and technologies can play in enhancing public and private sector decision-making and in the management of policy, social, environmental and economic development issues. 

 

The workshop is designed to:

·          Highlight the accessibility and value of geospatial information;

·          Demonstrate clearly how geospatial information can enhance decision-making and contribute to the bottom-line;

·          Actively promote partnerships and project ideas;

·          Share best practices and best thinking; and

·          Contribute to the further development of the CGDI.
