How do we prioritize our projects and initiatives at ICIS?

Each year ICIS undertakes a planning session in conjunction with the Board's December meeting where staff, consultants and directors evaluate and re-establish the Society's strategic objectives.  The objectives support the four primary fundamentals of ICIS that include:
 

1.       Value Proposition which is to create and demonstrate value to those who currently or potentially provide or access data.

2.       Funding to ensure the sustenance of the society in meeting its vision and mission.

3.       Governance and membership focus to support the continuance of ICIS's membership and increase its influence amongst member organizations.

4.       Communications to support the wide recognition of ICIS as the preferred organization that facilitates sharing of spatial data.

Our priority within ICIS is to establish a set of projects that support the achievement of each strategic objective while fitting within the confines of the operating budget. Certain "special projects" or programs may be accomplished through "special funding".  The CivicSpatial grant program is an example where funding from the contributions made by TELUS, SHAW, BC Hydro, the Province, BC Assessment, Terasen Gas and a grant from the Real Estate Foundation of BC - provide special funds outside of our regular membership fees.  In any case, the program itself is linked to our strategic objective that supports Governance and Membership.  

Independent of the funding, every project and program supports at least one strategic objective. Throughout the course of the year, there may be new opportunities that surface. Each opportunity will only be considered and linked to a supporting project or program if it clearly supports a strategic objective. If the opportunity is not linked but can be shown to be essential to ICIS fundamentals, then the opportunity will be introduced to the Board Executive for assessment and advisement on whether to proceed to the next step with the Board of Directors.  The opportunity would then appear at the next planning session to be fit into the ICIS strategic plan.  Barry Logan, General Manager

Membership
 

Federal Government Membership

 

Agriculture and Agri-Food Canada (AAFC) has become the first federal agency to become a member of ICIS.  As an Associate Member, AAFC intends to make use of the cadastral fabric as well other ICIS datasets.  

 

AAFC has provided ICIS with an extensive list of data, primarily agriculture studies that will be made available to ICIS members in the near future.

VAR / Associate Membership Disclosure Notice:

Some local governments have special terms in their Data Sharing and Licensing Agreement (DSLA) that prohibits ICIS from sharing their idata or portions of it with associate members and VARs without their prior approval.  Administratively, the way ICIS complies with this requirement is to publish periodically the list of associate members in our newsletter.  The list is always available on our website as well.

 

It is incumbent upon the member to let ICIS know if the member wishes to restrict access to their data by any or all of the listed associate members.    Please contact us if you want your data access by specific associate members restricted.  Failure to contact us in this regard is taken as approval by the member to let associate members have access to its data.

 

Value Added - Real Estate Industry

 

Landcor (www.landcor.com), an online property valuation provider, is the latest to sign a value-added reseller agreement with ICIS.  The agreement allows Landcor to make use of the cadastral data in its Valuator tool to display images of property boundaries but does not provide any ability to download the cadastral data itself.  Details of the agreement are available from our website at www.icisociety.ca. 

 

Revenue from the Landcor agreement will flow directly into the CivicSpatial Program, to provide more funding to help local governments improve the quality of their spatial data.

In the past several months, ICIS has been experiencing some difficulties in loading data that is coming from ESRI's new version 9.2 software. If your organization has upgraded to version 9.2, we ask that you provide your exports to ICIS in a previous format for the time being. We do have plans to upgrade to the new platform, but not until later in 2008. In the meantime, we would still like to be able to load your data! CivicSpatial Update
 

Over $75,000 in grants have now been received by local governments as part of the CivicSpatial program.  Several more applications have been received to undertake work including boundary resolution, establishing GPS control and creating or updating cadastral data.  The grant program is available to all ICIS local government members including First Nations.  Funding is limited so apply soon.  For more information visit www.icisociety.ca and follow the CivicSpatial links.  

AddressBC

 

Support for a Province-wide civic-address registry continues to grow. The provincial government is developing a business case for making commitments to the initiative while TELUS and SHAW see AddressBC as an important means of meeting its various business requirements. Local governments, who work with a range of emergency services and information sources, understand AddressBC will serve the public interest beyond individual municipal boundaries.

 

Technical and data requirements continue to be gathered.  A Development Workshop, hosted by E-Comm in Vancouver, was held in January to discuss user needs and data model issues. Attendees included ICIS members from local governments, the Province, and utility companies.

 

The governance and financial framework of AddressBC is now being developed.  There are several governance issues that need to be resolved, including how to represent organizations who want to participate in AddressBC, but are not current members of ICIS.  A Memorandum of Understanding between the principal funding stakeholders of AddressBC is expected in February.
