The Single Parcel Fabric: Establishing Business Requirements By Barry Logan, ICIS General Manager
Please allow me the liberty to use part of Ford's mission statement. Creating the single parcel fabric for the province of British Columbia "is Job One". Job One that is for ICIS.
During the May ICIS Strategic Planning session it was agreed that we had substantially overcome key challenges that required the society's attention. Having established a broader membership and deepened our data sharing capabilities the timing is now perfect to be able to return our attention to ICIS primary mandate.
The fascinating part is that most of the ICIS initiatives now underway absolutely support the Single Parcel Fabric project. The linkages and interdependencies that connect the various initiatives all support the Strategic Objectives of ICIS that were addressed in my January '08 newsletter article. Basically, every single initiative is justified as adding to the value proposition and benefits that should be received by ICIS members. However, one new initiative has evolved.
This new initiative centers on the establishment of specific business requirements for each ICIS member segment. This exercise involves the interview of ICIS Board members and their expert delegates on specific business requirements that must be addressed or resolved with the creation of the single parcel fabric. The process uses a standard document template to ensure that there is consistency in the establishment and ranking of each need. The business requirements are being assessed for each member segment (Local Government, Utilities BC Assessment and Provincial ministries).
These business requirements will be considered as fundamental to the foundation of the single parcel fabric project. They will be used to establish and ratify many things inclusive of but not limited to the data standard, meta-data requirements, currency and accuracy needs as well as parcel related attributes that could add significant value to the cadastre. This initiative is well underway. It is expected that the business requirements will be shared amongst all members before the end of 2008. The other objective is that the requirements will never be considered as static but will be assessed, reviewed and updated as dynamic requirements going forward.
The single parcel fabric clearly supports the ICIS vision of collaborative sharing and integration of spatial data for the economic and social benefit of British Columbia.

ICIS Upgrades Infrastructure
ICIS has enhanced our computer hosting environment with significant investment in new hardware and software upgrades to increase redundancy and add functionality with the latest versions from ESRI and Safe Software. The infrastructure has also been optimized for performance.
These changes were carried out successfully in August to ensure that they would have the least impact on our members. It is expected that the benefits of these upgrades will be substantial. If you are encountering any irregularities in service please contact ICIS technical support at your earliest convenience and we will take immediate action to remedy the situation. | AddressBC Update

During the summer, ICIS published an RFP for the AddressBC System.
A bidders meeting was held on August 15th, with 19 potential respondents attending. Other potential respondents have also submitted questions to the AddressBC Steering Committee during August. Questions and Answers about the RFP have been published on our website, BC Bid, and CivicInfo.
Test data has been made available to potential vendors for the purposes of responding to the RFP.
The Memorandum of Understanding between the Ministry and ICIS was also published as background information for potential vendors. The MoU outlines the principles supporting the initiative and high-level funding commitments of the stakeholders.
At the request of vendors, the closing date for the RFP submission has been re-set to September 19th.

"Pete Flagg's tenure as the ICIS Executive Liaison concluded at the end of August. As ICIS grew to the point of needing a full-time General Manager, Pete stayed on part-time to provide transitional support to new GM, Barry Logan.
In the past few months Pete also provided leadership to the AddressBC project; working to secure funding and commitments, and helping the Steering Committee with the RFP process and initial vendor response. Pete was ICIS' chief liaison for the Advanced Education Portal. He fielded new associate memberships and drafted an ICIS white paper on the Risks and Benefits of Sharing Spatial data (available on our public web-site in September). Pete's enthusiasm will be missed by the ICIS team. His frankness and passion for facilitating consensus on difficult issues earned the respect of the board of directors and his colleagues. During his tenure as GM Pete's leadership was a key factor in the revitalization of ICIS. He drove increased member engagement and laid the foundations for ongoing success. Pete continues to operate his consulting practice as President of Project Strategies Inc. On behalf of the board of directors and the ICIS staff: Thank you Pete. More CivicSpatial Grants
The Sunshine Coast Regional District (SCRD) is amongst 4 local governments to receive funding under the CivicSpatial program. The SCRD grant, worth $10,000, is their second and will be used to complete acquisition of GPS control points and adjust the cadastral fabric for the remainder of the region. Other recent grant recipients include: Nakusp & Regional District of Central Kootenay: $5,500 City of Kamloops (second grant): $1,500 City of Revelstoke: $1,500
All local government ICIS members are encouraged to submit applications for grants that help improve the cadastral fabric in their jurisdictions. Recent adjustments to the CivicSpatial program allow more flexibility for grant applications and thus more funding for particular projects. Local Governments Now Using ICIS as a Basic Web Map Site By Ken Rigler, GIS Training Coordinator
The City of Quesnel is disabling their Web Map Site for a few months and asked ICIS if they could use our Web Map Site in the interim. We have now created a URL that can be posted on their Web Site that will take the user to the Quesnel area in our Public Web Map Site There are many small Local Governments that are not able to create their own Web Map Site and may wish to use a similar process to direct users to their area on our Public Site. | AddressBC has New Manager |
Steven Garner takes over from Pete Flagg as manager for AddressBC; the initiative to create a common point address database for BC. Steven brings his years of experience in local government and with ICIS to oversee this exciting new initiative. He has spent the last two years with ICIS managing CivicSpatial - our local government grant initiative.

| New ICIS Staff |
Ann Archibald has joined the ICIS team as Janice Appleby's replacement and will be taking on our communications and other administration tasks as Administration Coordinator.
Ann comes to us from a non-profit background, having spent the past five years as Executive Director for the Cowichan Community Land Trust Society in Duncan. With her degree in Geography and Political Science, and a strong business and organizational background, Ann looks forward to working with the ICIS team and utilizing her skills as ICIS expands and streamlines product delivery and value to our members.
We would like to welcome Ann as the newest member of our ICIS team and hope that you have the opportunity to meet and work with Ann in the coming months. |
