Longtime NAPS Parliamentarian Announces Retirement

In a stunning development, longtime NAPS parliamentarian Franklin Blackstone announced his retirement effective at the end of the 2012 National Convention.

Blackstone has been a staple of NAPS for several decades, with his tenure with NAPS beginning back in the 1950's. Blackstone, a Pittsburgh native has only ever missed three NAPS National Conventions during his relationship with the organization.

Blackstone has provided counsel to seven NAPS Presidents and has been regarded as an impartial voice to regulate the flow of conventions. With his wife Bonnie by his side, Blackstone said thank you to the membership for allowing him to serve.

Shelley Berkley speaks to membership

Nevada Congresswoman outlines the need for a strong Postal Service

Rep. Shelley Berkley

Rep. Shelley Berkley, D-NV, who is running for a Nevada Senate seat this November, addressed NAPS delegates. She told the crowd that looking at all of them reaffirmed her faith in America. She welcomed everyone to her beautiful home state of Nevada and to the "Biggest Little City on the Planet." "We are delighted to have you here," she exclaimed.

She told everyone to be sure to take time and enjoy the beauty and splendor of northern Nevada. "I am thrilled to be among friends and proud and honored to be here today," she said. "You have helped make our Postal Service function, making sure it has the tools to do its job."

Berkley recognized Postal Service employees for helping build our nation and the work they continue to do for the country's citizens. She referenced the challenges middle-class families are facing. Her grandparents were immigrants who had a dream of a better life for their family.

She said she thinks about her grandparents and how they would marvel at having a granddaughter serving in the U.S. House and running for the U.S. Senate. "My job," she pledged, "is to make sure future generations have the same opportunities I had growing up."

Berkley told delegates it is time for Congress to reduce the Postal Service's prefunding requirements and return the $11 billion it has overpaid to FERS. She also said post offices must stay open in order to continue to provide the outstanding service the USPS has provided all these years. And she insisted on maintaining overnight First-Class service. "We need it," she stressed, "we want it; we deserve it!"
