Construction sites that are one acre or larger are required to have a DOE Stormwater Permit and an erosion control supervisor on site. Meet permit requirements with ECO 3's Certified Erosion and Sediment Control Lead Training (CESCL) Program.

 

This is a two-day classroom and field trip course which focuses on erosion control for contractors and municipal inspection.  Each attendee will be issued a numbered certificate and a wallet-sized certification card required for on-site Certified Erosion & Sediment Control Leads.

  • Introduction, calculations and the erosion control planning process

  • Source control, conveyance and treatment BMPs
  • Infiltration and vegetative filtration methods
  • Spill prevention planning
  • Stormwater monitoring--instruction for monitoring includes Discharge Monitoring Reporting (DMR) and use of transparency tube and portable turbidimeter and pH testing using test strips and pH probe.
  •  Administrative record keeping
  • Field trip, practical application exercise and erosion inspection review
  • Construction stormwater pollution prevention planning
  • Clean Water Act & NPDES Overview, stormwater permitting requirements, Phase II Municipal Requirements

Contractor Cost: $400 each, recertification $250, discounts for five or more.

Sumner Plans for Human-Caused Hazards
 
Sumner is adding human hazards to its Hazard Mitigation Plan.
 The City of Sumner is partnering with Pierce County's Dept. of Emergency Management to add human-caused hazards to the natural hazards outlined in our Hazard Mitigation Plan.  These could include chemical spills, train derailments, etc. 

Please let us know if your company has any specific hazard potentials that should be included in the plan.  There are two main benefits to making this list as complete as possible.  First, if the hazard should occur, the City and County are better prepared to help you and your neighbors minimize the hazard's impact.  Second, if the hazard occurs and is listed in the plan, it would be eligible for FEMA money for recovery.

Coal Train Concerns
What impact could additional train traffic have on Sumner's commerce?
   

There is a proposal in Whatcom County for the Gateway Pacific Terminal at Cherry Point. This terminal would ship coal overseas. Why does it matter to Sumner? It is estimated that the terminal would bring an additional 18-20 coal trains, each over a mile long, on the Burlington Northern Santa Fe line every day.

 

The Washington State Department of Ecology is already taking the lead on a full Environmental Impact Statement of the proposal. Mayor Dave Enslow has already sent Ecology and regional legislators a letter expressing concern that the impact of such train traffic to Sumner's environmental and economic health be included in the assessment. One of Sumner's main concerns is what happens to commercial traffic when such long and frequent delays occur on the tracks. Many cities and counties throughout the State are expressing similar concerns, so this proposal will likely receive a long and thorough process.

 
East Valley Resurfacing Underway 
 

Work to resurface a section of the East Valley Highway from Forest Canyon to the City's northern border is now underway.  The route should remain accessible through construction, but expect delays.  Construction is anticipated to be complete in late September/early October, depending on weather.  Thank you for your patience.
