The ABCs of PBCs
The General Accounting Office's study of state and local units of government has forecast that budget reductions will continue to grow over the next 20 years if current policies continue. Fiscal pressures suggest the need for new ways to address the following challenges facing government:
- How to meet the current and future needs to build infrastructure to improve our living and economic environment; and
- How to leverage the lessons learned in the American Recovery and Reinvestment Act on working vertically in the intergovernmental system and horizontally with the private sector.
The Public Benefit Corporation (PBC) is a model which has grown in popularity to address these challenges. It can be used for major investments and business plan development for infrastructure, parks, energy, transportation, and other public good investments. PBCs use the authority of government for their establishment, tools of the private sector to operate and are generally administered in a nonprofit framework. One example of a PBC is the Presidio Trust in San Francisco, California. The Presidio Trust is one of the oldest and most successful PBCs that is transforming our local economy and reducing financial pressures on government.
