New regulations for NRTA

 

NRTAGovernment has published the draft amendments to regulations made under the National Road Traffic Act (NRTA) on 8 June 2012. Various institutions have perused the new and amended regulations to provide sufficient and constructive inputs thereon.

 

In the agricultural sector a few stakeholders have been interacting to determine the influence hereof on the sector. Transnet presents on their Agriculture focus

 

Railway_lineCNBC Africa in association with the NEPAD Business Foundation hosted the Agri Business Indaba to discuss the state of the agriculture sector in South Africa. The Indaba provided some insight into the current position of the sector with reference to transport, logistics, export and financing.

 

Mr Brian Molefe, CEO of Transnet, presented on Transnet Freight Rail's strategic position to contribute to the intention to shift transport of agricultural goods from road to rail.

RTMS: The solution to improved efficiency in transport

 

EfficiencyThe Road Transport Management System (RTMS) is an industry-led, government-supported, voluntary, self-regulation scheme that encourages consignees, consignors and road transport operators to implement a management system (a set of standards) that demonstrates compliance with the Road Traffic Regulations and contributes to preserving road infrastructure, improving road safety and increasing productivity.

 

The National RTMS Steering Committee has been driving the implementation of this self-regulation scheme over the past couple of years. DAFF's report to the Presidential Infrastructure Coordinating Commission

 

Infra_DevThe Department of Agriculture, Forestry and Fisheries (DAFF) presented a report to the Presidential Infrastructure Coordinating Commission about the status of infrastructure development in the agricultural sector and the role played by DAFF. NAMC / Agbiz Agro-logistics workshop report

HaulerOn 11 May 2012, the NAMC and Agbiz co-hosted a workshop on agro-logistics, focussing on the transport cost benchmarking, as well as some other related issues, ranging from possible solutions to increasing efficiencies in the transport industry, to cutting costs, saving fuel and going green, as well as the impact of the regulatory environment. Experts in the transport industry shared their research, experiences and solutions to increase awareness and to set a base towards developing a way forward for the agriculture sector in this regard.

 

The presenters included Max Braun, from Max Braun Consulting Services, who was commissioned by the NAMC to conduct the agricultural logistics benchmark study; Adrian van Tonder, chairman of the RTMS Steering Committee, and a senior manager at Barloworld Logistics Africa; Yssel Swanepoel and Ayanda Zaca from Crickmay & Associates; Christopher de Saxe, CSIR's unit for Transport Systems and Operations; Mitchell Brooke, Logistics Development Manager at Citrus Growers Association of Southern Africa; and Gavin Kelly, Technical and Operations Manager at the Road Freight Association (RFA).

NAMC transport cost benchmarking study

 

The NAMC has commissioned Max Braun, from Max Braun Consulting to do a study on the transport cost benchmarking. Max presented this invaluable research during the workshop. He shared excellent information regarding the costs of transport at different levels/phases of distribution in the value chain of dairy, fruit, meat and grains.  Please click here to download the presentation»

Road Traffic Management System (RTMS)

Barloworld: Leading the going green, by example

 

Adrian van Tonder, a senior manager at Barloworld Logistics Africa, presented to the workshop how Barloworld has been leading by example in their implementation of RTMS, their "green truck"-initiative and their involvement, together with some other role players in introducing Smart Trucks (or Performance Base System / PBS vehicles). Smart Trucks

 

Christopher de Saxe, from the CSIR's unit for Transport Systems and Operations, explained in more detail what the Performance Base System (PBS) vehicles, recently more commonly known as the Smart Truck initiative, is about.  The workshop identified this to have much potential for long-distance transporters of agricultural goods. Download the presentation» (18MB).

Citrus Integrated Transport Management System

 

In an attempt to overcome the serious challenge faced by the Citrus industry to efficiently get citrus products from point of production and pack houses to the ports, the Citrus Growers Association (CGA) has joint forces to collectively establish a Citrus Integrated Transport Management System (CITMS). The system promises to assist the industry greatly and is an excellent example of an innovative approach by the industry itself in addressing serious challenges.  Read more about the CITMS»

The debacle regarding the proposed financing models of the Gauteng Freeway Improvement Project (GFIP) has indeed caused much attention in the media. Gavin Kelly, from the Road Freight Association (RFA), presented the status quo in the negotiations regarding e-tolling»
