TETRA - Let's Not Be Confused  

EWA had no choice but to file a Second TETRA Clarification Request with the Commission on October 26th as the agency just seems to keep missing critical information in its Orders and, at least in EWA's view, has provided inconsistent statements on how applicants may best license this technology.  Unfortunately, one of the unintended consequences of EWA pursuing licensing clarity appears to have been raising the ire of the TETRA Association, which is evidently the organization representing the interests of TETRA manufacturers here in the United States. On November 8th, the TETRA Association filed a response to EWA's second filing in this matter arguing that the Commission has already addressed all of the issues EWA keeps bringing up, and that EWA's further request for clarification "does not warrant reconsideration."  If the Commission had not continued to release mixed signals in the first place, then EWA would have had no need to weigh in on multiple occasions.  MORE

Data Bursts in Trunked Systems  

As reported in the last issue of Insider, Icom America filed a request for clarification with the FCC asking whether a "250 millisecond data burst from a control channel idle message would represent harmful interference?"   MORE


Obama Nominates Rosenworcel, Pai to FCC  

President Obama has nominated Jessica Rosenworcel and Ajit Pai to the FCC. Rosenworcel is currently an adviser to Senate Commerce Committee Chairman Jay Rockefeller (D-W.Va.). She would replace Commissioner Michael Copps, when his term expires at the end of the year.  MORE


Spectrum for Medical Radiocommunication Devices  

At its November 30th meeting, the FCC will consider a Report and Order that allocates spectrum in the 413-457 MHz band and adopts service and technical rules to allow the use of new types of implanted medical devices that use functional electric stimulation to, among other things, restore sensation, mobility, and function to paralyzed limbs.  MORE


FCC Makes "Editorial revisions" to Parts 12 and 90  

On November 1, the FCC issued an Order making a few of what the Commission described as "non-substantive, editorial revisions" to Parts 12 and 90 of the rules.  MORE


FCC Seeks Comments on  First White Space Database Test    

EWA suspects that there will be more database integrity tests given that eight or so providers are eager to provide unlicensed white space devices internet-based guidance on when to avoid licensed incumbents.  MORE


FCC Terminates Dormant Proceedings  

On November 1, the FCC released an Order in which it terminated as "dormant" approximately 150 pages worth of docketed proceedings.  The FCC had issued a list of proceedings it intended to terminate on this basis in June 2011.  MORE

Travel Club Marketing Inc. ("Travel Club") was fined by the Commission for targeting 142 cellular and land line telephone consumers with unsolicited, prerecorded messages and failing to transmit their caller identification during these calls.  MORE


Keep Your Lights On    

In a Forfeiture Order, Andrews Tower Rental (Andrews Tower) from Oplin, Texas was issued a fine in the amount of $3,750 for failing to "exhibit the required lighting on its antenna structure after sunset" and for failing to notify the Federal Aviation Administration (FAA) of a tower light outage.  MORE

Q: Is there an FCC mandate for licensees to migrate VHF and UHF systems to 6.25 kHz channel bandwidths?   

A: No, and the FCC is not presently engaged in any rule making proceeding that would require licensees to migrate their systems to a 6.25 kHz or equivalent efficiency.
