The Institute of Licensing's online library is
the most comprehensive collection of online licensing
materials in the country.
Exclusively available only to Members, its index encompasses a wide range of licensing activities, from the Licensing Act 2003 to street trading, diverting along the way to topics such as community safety, better regulation and papers presented at Institute events. Statutory instruments, official reports, legislative guidance, good practise and articles are some of the varied documents that make their way into this most comprehensive reference tool for licensing practitioners. Over twenty titles have been added to the library already this year alone - click on the More Resources page of the website to see the recent additions. A national database of known licensed and
unlicensed stretch limousines is being created to
assist with future enforcement operations throughout
the country.
The Institute of Licensing has been asked to work with the Vehicle and Operator Services Agency and the police to compile information on the current situation regarding stretch limousines in the country. VOSA and the police recognise the key role that licensing departments across the country can play in compiling an accurate picture of how many limousines there are, many of which are neither licensed by local authorities or the Traffic Commissioners. The database is quite detailed and it is understood that licensing authorities will not be able to complete all of the relevant fields. However any information that can be supplied would be greatly appreciated, particularly on known unlicensed vehicles. Spreadsheets can be downloaded from the Institute li brary under Taxis and Private Hire Vehicles/Articles and other materials. Spreadsheets should be returned as soon as possible to myles.bebbington@scambs.gov.uk. The Institute is pleased to announce it will be
running
its popular Professional Licensing Practitioner
Qualification course in Harrogate between 1 and 4
March 2009.
The course is aimed at licensing practitioners wishing to build on their existing knowledge and expertise, and are provided by Poppleston Allen Solicitors, covering the Licensing Act 2003 and the Gambling Act 2005. A voluntary exam is on offer at the end of the three days, or delegates may attend on individual days as required. For more information visit our home page. |

The Institute is also pleased to be able to
offer the Certificate for Licensing Committee Members
(Licensing) and the Certificate for Licensing
Committee Members (Gambling).

The next London regional meeting will take place at
Camden Council on 6 March 2009 at 9.30
am.
Speakers include a Home Office policy officer about the policy objectives and lap-dancing club provisions in the Policing and Crime Bill. Other speakers include barrister Leo Charalambides, on the Policing and Crime Bill and respected licensing barrister James Rankin on the licensing of sex encounter premises under the proposed new legislation. Regional vice-chairman David Chambers will also give an update on the Institute's national and regional constitutions before the meeting ends with a buffet lunch. For more details click here. |

This event in Bristol on 31 March 2009 will be a
training day and annual general meeting for the south-
west region.
Speakers include Professor Roy Light, barristers Leo Charalambides and Sarah Clover, and solicitor Chris Pritchett. Between them they will cover the liabilities and responsibilities of premises licence holders; the Policing and Crime Bill; exempt and permitted gaming in pubs and clubs; and public vs statutory nuisance. The Home Counties region will be holding its next
meeting in St Albans on 25 March
2009.
