It's hard to believe that the recession has been over for two years. Employers aren't hiring, developers aren't developing, builders aren't building, and shoppers aren't shopping. So what's happening? A couple of things are at work here. First, employers are finding out how to do more with less. That means that even though they are recognizing growth as a whole, they are meeting their needs with the same number of employees. Developers are still having a hard time justifying building space for employers who are reluctant to hire and the financers of those projects have the same concerns. The Bureau of Overseas Buildings Operations announced that the Green Building Certification Institute (GBCI) has awarded the newly constructed U.S. Embassy in Ouagadougou, Burkina Faso the Silver level of Leadership in Energy and Environmental Design (LEED) Certification.
This U.S. Embassy is the first building in West Africa to receive LEED Certification, and is only the fourth LEED certified building on the continent- three of which are U.S. diplomatic facilities.
The embassy was constructed by general contractor, B.L. Harbert International, and designed by architecture firm, PageSoutherlandPage. H&A completed the mechanical, electrical and plumbing design!

Construction by the federal government drove Washington out of economic turmoil, but now it may be driving it back in.
Martha N. Johnson, administrator of the General Services Administration, said her agency was stopping new construction projects this year, after the House set aside no construction money and the Senate proposed just $56 million in the federal budget. The White House had requested $840 million.
