UICDS is the "middleware foundation" that enables information sharing and decision support among commercial, government, and academic incident management technologies used to support the National Response Framework (NRF) and the National Incident Management System (NIMS), including the Incident Command System (ICS), in order to prevent, protect, respond, and recover from natural, technological, and terrorist events. |

All Hazards Consortium Interoperability Workshop Features UICDS
UICDS was one of the featured technologies at the Regional Public Safety Communications and Interoperability Workshop held in Rehoboth Beach, Delaware. The Workshop was held in conjunction with the FEMA Region III Regional Emergency Communications Coordination which has worked with AHC on prior workshops and meetings, white paper recommendations, and baseline assessments. The goal of this meeting is to move forward with actionable next steps.
The UICDS focus at the meeting was to report on current pilots taking place in the region and to highlight the relationship between UICDS and SAFECOM. While SAFECOM initially was a set of radio interoperability guidance to support grants, it has now added "data-related information sharing standards." These standards are a subset of the UICDS information sharing standards, representing the EDXL-based standards. UICDS incorporates the EDXL-based standards (with the hospital availability standards to be under consideration during the UICDS pilot period) along with several other important information exchange standards. The additional standards in UICDS have been widely adopted by the emergency management community and critical to exchanging the essential elements of incident management content. In the following list, the checked standards are those that help an application comply with SAFECOM data-related standards and the plus marked standards are those that UICDS has selected to enable the fullest sharing of vital incident management data.
UICDS Standards
ü National Information Exchange Model (NIEM)
ü Common Alerting Protocol (CAP)

The All Hazards Consortium (AHC) is a nonprofit charitable organization formed by an association of states in the Middle Atlantic region. The mission is to help create new resources and funding opportunities for the states to support regional multi-state collaboration efforts among our stakeholders from government, private sector, higher education and non-profit/volunteer organizations. The AHC is guided by the regional states of NC, DC, MD, VA, WV, DE, PA, NJ and NY. |

Using EDXL-RM, the Emergency Data Exchange Language for Resource Messaging
Presenter: Basit Shafiq, Research Assistant Professor, Center for Information Management, Integration, and Connectivity (CIMIC), Rutgers University.
On the last UICDS Biweekly Call we were informed of the activities of Rutgers CIMIC in regard to their use of the EDXL-RM resource messaging standard. Basit Shafiq provided a detailed description of the group's use of EDXL-RM in New Jersey and offered some insight into the way that the RM standard can be implemented.
The call was recorded on the UICDS Collaboration Platform for your on-demand recall. You can access the audio recording and slide presentation by clicking here.
If you have not received your password to the UICDS Collaboration Platform, you can do so by answering a few questions at Get the UICDS Development Kit on the UICDS website. Armed with the password, you will get not only this last presentation by Basit but also have access to all the previous UICDS Biweekly Calls on many, many different topics.
And you can get a copy of the Rutgers CIMIC slide presentation by clicking here. |
