Greetings!
We are three weeks into the 2010 legislative session and most of the focus from legislators is how to solve the budget-deficit crisis.  Yesterday, February 1, legislators OK'd eight bills which will eliminate various business tax credits and generate an estimated $64 million in state revenue.  These eight proposals were included in 13 bills proposed by Governor Ritter to eliminate tax exemptions and credits which were described by House Speaker Terrance Carroll as "corporate welfare."
 
The CGA's SB 31, which prohibits gaming ventures in conjunction with regional tourism projects, passed the Senate on third reading last week and now goes to House committee.  On Wednesday, February 3, HB 1134 to approve interstate compacts for pari-mutuel horse wagering will be considered by the House Agriculture, Livestock & Natural Resources Committee upon adjournment.

CGA Board Elects 2010 Officers
 
At the annual meeting of the Colorado Gaming Association on January 27, 2010, the Board of Directors approved a motion to retain the 2009 officers for CY 2010.  Serving as President is Michael Smith, Cripple Creek, Vice President is Reggie Fullwood, Black Hawk, and Sectretary-Treasurer is Jef Bauer, also representing Black Hawk. 
 
In other business, CGA board members from the three gaming towns will be making presentations to the gaming commission during its February 18 executive session on how the economic climate and other factors are affecting the health of the industry.  The industry's hope is that this information will be helpful to the commission as they begin the process of considering gaming tax rates for FY 2010-11.
 
Medical Marijuana Workplace Issues
 
The legalization of marijuana use for medical reasons is creating serious workplace issues relating to use of controlled substances, employee rights, safety issues and situations impacting ADA regulations.  Theresa Corrada, who handles employment and labor issues at the law firm of Isaacson Rosenbaum, P.C. will be preparing advisories for CGA members on how to deal with employees' use of medical marijuana.  More information on this topic will be forthcoming.
 
2010 Casino Salary Survey
 
Mountain States Employers Council is preparing a new survey on casino wages and benefits for 2010.  Patty Goodwin, Director of Surveys at Mountain States, will be conducting an initial meeting on April 8, 2010 in Black Hawk/Central City to begin work on the survey document, with an additional meeting in Cripple Creek.  Human resources team members are urged to attend as your input is important to create a meaningful survey.  The CGA uses this salary and benefits data to illustrate before legislators and the gaming commission that casino workers receive higher compensation and a wider range of benefits than other positions in the metro-Denver and metro-Colorado Springs areas. Title 31 and FinCEN Seminar
 
The CGA is working in conjunction with the Internal Revenue Service and the Colorado Division of Gaming to provide a refresher on Title 31 and FinCEN issues.  Gary Watkins, Senior Analyst with the IRS, has indicated that the program may be scheduled in late-March or early April.  You will receive registration information and agenda specifics when a date and location has been confirmed.
