Dear CGA Member,
On Tuesday, August 25, the CGA conducted a legislative tour to Cripple Creek so that our elected leaders can learn more about our industry. Participating in the tour were Sen. Mark Scheffel and Rep. Carole Murray, who represent Cripple Creek, Rep. Dennis Apuan, and Rep. Larry Liston, who both represent districts in Colorado Springs. The legislators were able to tour both modern and historic casino properties, including "back of the house tours" and had questions relating to responsible gaming, employment and gaming tax issues. We will be conducting additional tours this month in Black Hawk (Sept. 16) and Central City (Sept. 30). For more information, contact the CGA at cologaming@gmail.com. |

AGA Launches Gaming Advocacy Center 
The American Gaming Association has added an advocacy center to their website so that gaming industry members can contact their congressmen directly on important issues and legislation. A pressing issue is the passage of the U.S. Travel Promotion Act by the Senate, which is scheduled for hearing immediately after Labor Day. This Act is supported by Colorado Senators Mark Udall and Michael Bennet, and CGA members are asked to send e-mails to their offices within the next 7 days urging their continued support of this important Act. The CGA will be represented at upcoming rulemaking hearings for the implementation of HB 1314, which passed in 2008 and provides 2% of the Local Government Limited Gaming Impact Fund for treatment of gambling addiction and stipends for the certification of counselors. These monies are administered through the CO Dept. of Behavioral Health Addictions program, however, a substantial amount of the $146,000 allocated for 2009 has already been paid to the University of Denver in consulting fees and administrative costs for developing the grant requirements. Due to the state's budget crisis, there is a possibility that this funding may cease for future years. |

CGA Continues to Monitor Poker Case
Last month we reported that the district court reversed a Weld County Court decision that poker is a game of skill, not chance, and is therefore legal outside the limited gaming towns. We have learned that the Poker Players Alliance is appealing this decision to the Colorado Supreme Court, and the Weld County District Attorney has asked the CGA to consider filing an amicus curiae ("friend of the court") brief in support of the District Court's decision that poker, as defined in the state constitution, is a game of chance and can only be conducted in Black Hawk, Central City and Cripple Creek. | |
