FEMA Administrator Fugate Lauds Senate Confirmation of Ernest Mitchell as U.S. Fire Administrator
| | WASHINGTON - Federal Emergency Management Agency (FEMA) Administrator Craig Fugate today praised the Senate for confirming Ernest Mitchell Jr. as the Administrator of the U.S. Fire Administration (USFA). USFA, a component of FEMA and the Department of Homeland Security (DHS), is the lead federal entity responsible for providing support to America's fire departments and fire services organizations.
"With decades of experience fighting fires and leading fire service organizations, Chief Mitchell will be a great addition to our team at FEMA and a tremendous asset to firefighters and first responders around the country," said Fugate. "As with our other senior leaders at FEMA, he comes from a state and local background, which means he understands the kind of support our nation's fire departments and fire service organizations need. He will be a tireless advocate for firefighters and the communities they serve and I look forward to working with him."
Mitchell, a retired fire chief, has more than 33 years of experience working in the fire service at the federal, state and local levels. He is a past president of the International Association of Fire Chiefs (IAFC). Prior to retiring in 2004, he served as the Fire Chief and Assistant Director of Disaster Emergency Services for the City of Pasadena, California, Fire Department.
He previously served as Fire Chief and Deputy City Manager of Monrovia, California, and also served as a Battalion Chief for the City of Compton in California.
In addition to maintaining his active membership in the IAFC, Mitchell currently serves on the International Association of Firefighters Hazardous Materials Advisory Board and the International Fire Service Training Association Executive Board. Mitchell holds an A.S. in fire science from Long Beach City College, a B.P.A. from the University of San Francisco and an M.P.A. from California State University at Northridge.

Important Announcement for All FY 2011 Assistance to Firefighters Grants Applicants Regarding Changes to AFG Awards Procedures (Please Note: THIS IS NOT AN INDICATION OF AWARD.)

We want to advise all FY 2011 Assistance to Firefighters Grant (AFG) applicants of important changes that have been made to the AFG awards procedures. Please read the information below and share it with the appropriate colleagues in your organization. If you have questions, please call your Regional Fire Program Specialist, or contact the AFG Help Desk at 1-866-274-0960 or firegrants@dhs.gov.
GENERAL INFORMATION- If your application is approved for award, the primary contact will receive a single e-mail notification from firegrants@dhs.gov; a copy of this message will be sent to the organization's AFG Mail Center. This is only notification that the applicant organization will receive.
- No preliminary questionnaires will be sent to applicants that are being considered for award. In previous years, FEMA Grants Management Specialists (GMS) distributed questionnaires to applicants that were being considered for award. From now on, GMS will contact only those applicants from whom clarifying information is needed.
- Applicants will be required to formally ACCEPT or DECLINE their awards within 30 days of the date of notification. The award will not be final until the primary contact formally accepts the award using the e-Grant Application system. Instructions on how this must be done will be provided in the Award Notice.
- If the primary contact does not formally accept or decline the award within 30 days of award notification, the grant funds will be de-obligated automatically and returned to FEMA.
- BEFORE accepting an award, applicants should read the entire Award Package and Articles of Agreement carefully, with special attention to Articles 4 and 5. If you requested multiple activities, your award may differ from your original request because some activities may not have been recommended for funding. Read Articles 4 and 5 in your Articles of Agreement for an explanation of any special conditions or changes required. Do not formally accept the award until you understand all of these requirements. If you have questions or wish to negotiate changes to the Articles of Agreement, contact the GMS listed in the "Negotiation Comments" section of Article 4 BEFORE accepting the award. Once you formally accept the award you are bound by its conditions and requirements.
- If you believe you have preaward expenses or grant-writer fees that are eligible for grant funding, you must discuss these with a GMS BEFORE accepting the award to determine their eligibility. Furthermore, if you feel that further negotiation is required regarding your funding level, you will need to discuss that with a Grants Management Specialist prior to accepting your award.
NOTIFICATION TIMELINE It is expected that AFG award announcements will begin in December 2011 and then will continue on a rolling basis into 2012 until all AFG funds have been awarded. You may want to check the AFG Mail Center for messages once a week to look the e-mail notice from firegrants@dhs.gov concerning your application. All applicants will be notified of the decision made on their submission regardless of whether they will receive an award.
REMINDER If your organization still has not registered in the Central Contractor Registration (CCR), please go to https://www.bpn.gov/ccr/default.aspx and complete the registration. Awardees that have not completed the CCR registration process, or have not completed the required annual renewal and revalidation of CCR data, will not be able to draw grant funds. Fire Department: Hot Springs Volunteer Fire Department Address: PO Box 218, 78 S Andrews AVE, Hot Springs, NC 28743 Fire Department Chief: Josh Norton
Incident Description: Firefighter Norton and other members of his fire department were called out for a missing person search and rescue operation. The next day, after the hiker had been successfully found, Norton was at his residence when he was stricken by an apparent heart attack. He was treated and transported to Memorial Mission Hospital in Asheville, NC, where he passed away on the 24th of November.
Incident Location: Appalachian Trail in the Hot Springs area.
Funeral Arrangements: Receiving of friends will be from 1700-2100hrs on 11/26/2011 at Blue Ridge Funeral Home in Mars Hill, NC; funeral services will be held at 1400hrs on Sunday, 11/21/2011, at Solid Rock Full Gospel Church in Hot Springs, NC.

Incident Description: Fire Chief Baker responded to a structure fire and while working at a tanker fill site became ill. According to initial reports, Chief Baker was treated by fellow responders who placed him on a heart monitor and called for a medical helicopter. Chief Baker was flown to a Wheeling West Virginia hospital where he passed away several hours later from an apparent heart attack.
Incident Location: Skin Creek Road, about seven miles northwest of Woodsfield.
Funeral Arrangements: Friends will be received at the Skyvue Elementary School, 33329 Hartshorn Ridge Road, Graysville, Ohio from 2-8 p.m. Friday (11/25) where funeral services will be held at 11 a.m. Saturday with Rev. Richard Wilson officiating. Burial will follow in the Friendship Cemetery, Lewisville, Ohio.

First responders performed CPR. He was then transported to the hospital where, a short time later, he passed away. The cause of death was an apparent heart attack while he was driving. Incident Location: Columbus Avenue between Spruce Street and Arcadia Place. Funeral Arrangements: The viewing and funeral will be held at Saint Genevieve's Church, 200 Monmouth RD, Elizabeth, NJ 07208. The viewing will be on Tuesday, 11/22/11, 1800hrs-2100hrs.
