THE 2011 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM GUIDANCE IS AVAILABLE NOW
| |  The open application period will run from August 15 - September 9, 2011. FEMA's Assistance to Firefighters Grant (AFG) provides funding for the essentials that firefighters and first responders need to be safe and effective on the job. If your department or agency has critical needs, AFG can help.
WHO'S ELIGIBLE FOR AFG? Paid, volunteer and combination fire departments and nonaffiliated EMS organizations from urban, suburban, and rural communities in the U.S. and its territories.

WHAT'S NEW THIS YEAR?
- Funding priorities have been categorized as: High, medium and low. Use our priority system to increase your chances of winning an award.
- We've added new items/activities eligible for funding in 2011: Behavioral health programs, boats under 20 Ft., and extended warranties.
- Flashover simulators are not eligible for funding.
- Applicants may apply for more than one vehicle. However, driver/operator training/certification is required in order to receive a vehicle award.

NEW THIS YEAR: GRANT RECIPIENTS MUST REGISTER IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) SYSTEM As of August 2010, prime recipients of Federal grants are required to register in the Central Contractor Registration (CCR) system. As a potential grantee you are not required to register, but you may wish to do so now in case you receive an award. CCR registration will be required if you are selected for an award.
How to register:- Obtain a DUNS number from Dun and Bradstreet: http://fedgov.dnb.com/webform. If you already have a DUNS number, skip to #2.

PRESIDENT OBAMA NOMINATES CHIEF ERNEST J. MITCHELL FOR UNITED STATES FIRE ADMINISTRATOR
| |  Chief Ernest J. Mitchell, former president of the International Association of Fire Chiefs, has been nominated by President Barack to serve as the next Administrator of the United States Fire Administration. The President made the announcement in a written statement issued today. Prior to his retirement, Chief Mitchell served as Fire Chief and Assistant Director of Disaster Emergency Services for the City of Pasadena, California Fire Department from 1998 to 2004. In addition, he served as Fire Chief and Deputy City Manager of Monrovia, California from 1991 to 1998. Chief Mitchell has over 30 years of experience in the fire service. Chief Mitchell served as IAFC president in 2003-2004. He currently serves on the International Association of Fire Fighters Hazardous Materials Advisory Board and the International Fire Service Training Association Executive Board. Mr. Mitchell holds an A.S. in fire science from Long Beach City College, a B.P.A. from the University of San Francisco and an M.P.A. from California State University at Northridge. Mitchell's nomination will be referred to the Senate Homeland Security and Governmental Affairs Committee. The nomination will not be addressed at the earliest until after the Senate reconvenes following its August recess.

Attend Webinars, Get New Resources, and More During National Firefighter Health Week

National Firefighter Health Week is just around the corner, and the National Volunteer Fire Council (NVFC) is releasing new resources to help fire and EMS departments across the country focus on their health and wellness. During the week of August 14-20, the NVFC will host two live webinars, release new exercise and nutrition videos, and send out daily e-blasts with tips and tools to help you and your department get and stay healthy. In addition, the NVFC has partnered with Six Flags to offer a special discount to first responders during Health Week.
The NVFC strongly encourages all fire departments and personnel to focus on their health during National Firefighter Health Week and take the steps needed to get healthy and stay strong for life. Incorporate these new activities and resources into your department's Health Week plans.
The following is the schedule of events for National Firefighter Health Week 2011:
Sunday, August 14: National Firefighter Health Week Kick-off
- Utilize the tools and resources at www.healthy-firefighter.org/healthweek to find information, tips, tools, and activity ideas for each day of National Firefighter Health Week.
- The NVFC will release new fitness and nutrition videos that you and your department can utilize during Health Week and beyond. These include nutrition tips and cooking demonstrations from Firehouse Chef Joe Bonanno and fitness demonstrations of exercises geared to first responders that you can do using the equipment found at the station.

- Webinar on Heat Stress - Choosing the Right PPE

Incident Description: The lightning caused Diamond Fire was reported to Show Low Dispatch on 06/23/2011 at approximately 1200hrs local time. The location of the fire was confirmed by a helicopter to be north of the Black River on Fort Apache, approximately 2.5 miles northeast of Ten of Diamonds Ranch.
The Fort Apache Helitack and Fort Apache Hotshots were dispatched as Initial Attack resources and were flown to a helispot located on a ridge top on Paddy Butte near the fire start. Terrain in the area is steep and rocky with a dense woodlands fuel type. Following completion of a handline around the approximately 35 acre fire all resources hiked back up to the helispot (spike camp). As resources returned to helispot, the Incident Commander determined that one firefighter was not accounted for and initiated a search to locate the missing firefighter. The firefighter was in possession of a handheld radio and attempts to contact him throughout the evening were not successful. After several sweeps of the area, law enforcement from local, county and state agencies were requested to assist with the search efforts. Search efforts continued throughout the night until the missing firefighter was found deceased at 0618hrs.

Incident Description: Captain Bowen responded with his fire department to a four alarm fire at an office building. While engaged in search and rescue operations, Bowen became disoriented, succumbing to the intense smoke and heat from the fire and going into cardiac arrest. RIT members located Captain Bowen and removed him from the structure but Captain Bowen did not survive his injuries. Several other firefighters were injured in the incident. None of the injuries are reported to be life threatening.
Incident Location: 445 Biltmore Avenue, Asheville, NC. Funeral Arrangements: Visitation for Captain Bowen will be held from 1800-2100hrs on 08/01/2011 at Biltmore Baptist Church, 35 Clayton Road, Arden, NC. Memorial Services will be held at the church at 1100hrs, 08/02/2011.
Memorial Fund Contact and Address: A Fallen Firefighters Fund has been established to help the family of Captain Jeff Bowen, who lost his life, and for his partner Jay Bettencourt, who is currently receiving treatment at the burn center in Augusta, Georgia and for other City of Asheville firefighters injured while battling a four-alarm fire at 445 Biltmore Avenue on July 28, 2011.
Mission Health System, in cooperation with the Asheville Fire Department, has created the Fallen Firefighters Fund to assist the families impacted by the July 28 fire.Mission Health System will match all contributions up to a total of $10,000.
The full amount of all contributions donated will go to the families, with no administrative charges applied. The Asheville Fire Department will distribute the funds. Contributions are tax-deductible and receipts will be issued by The Foundation. When all contributions have been distributed, any donor who wishes to view the usage of the funds may contact the Foundation for a full listing of all the payments made.
