House Holds Hearing on Interoperable Public Safety Network
| |  On Wednesday, May 25th, the Communications and Technology Subcommittee of the House Energy and Commerce Committee held a hearing on the creation of a nationwide interoperable public safety broadband network. The subcommittee heard from a panel of several expert witnesses, including Chief Jeff Johnson, chief executive officer of the Western Fire Chiefs Association. "To achieve our plan of connectivity coast to coast and border to border, the 10 MHz of "D Block" spectrum, currently slated for Federal Communications Commission auction, must be added to the current 10 MHZ of spectrum licensed to Public Safety in order to build out a 20 MHz network with sufficient capacity. The currently licensed public safety spectrum abuts the D Block and is perfect for public safety," said Chief Johnson. "Only with this particular spectrum configuration, and none other, can public safety be assured that it will have the ability to build the network it needs now and into the future." Congressman Peter King (NY-3), a co-chair of the Congressional Fire Services Caucus, has introduced the Broadband for First Responders Act (H.R. 607), which has been referred to the House Energy and Commerce Committee. Congressman King's legislation directs the FCC to allocate the 10 MHz of spectrum in the D Block to public safety. Two similar bills have been introduced in the Senate. Senator John D. Rockefeller, IV (WV) has introduced the Public Safety Spectrum and Wireless Innovation Act (S. 28). Senator Joseph Lieberman (CT), also a co-chair of the Congressional Fire Services Caucus, has introduced the Broadband for First Responders Act (S. 1040). Both bills have been referred to the Senate Committee on Commerce, Science, and Transportation, which Senator Rockefeller chairs. Both Senator Rockefeller's committee and the House Energy and Commerce Committee are expected to hold several more hearings on the issue. CFSI will continue to provide updates as Congress debates this critical subject. On Tuesday, May 31st, CFSI will be hosting a webinar on the Nationwide Interoperable Public Safety Communications Network. The webinar will feature Chief Johnson. Regarded as one of the leading authorities in the fire service on interoperable communications, Chief Johnson has been actively engaged with Congress and the Administration to present ideas for building a nationwide interoperable public safety communications network. Chief Johnson will discuss the progress to date and legislation pending before Congress that would set aside the necessary spectrum in what's designated as the D Block to build such a system. As part of his presentation, he will offer suggestions on how fire service leaders can become engaged in this education and awareness effort on Capitol Hill.

Legislative Victory! House Votes to Restore $320 Million for AFG and SAFER
| | Yesterday the U.S. House of Representatives voted overwhelmingly to adopt an amendment to the FY 2012 Homeland Security Appropriations Act restoring $320 million for the Assistance to Firefighters Grant (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) grant program. The amendment, which the National Volunteer Fire Council (NVFC) supported and sent a Capwiz Action Alert to our members about earlier in the day, was offered by Congressmen LaTourette (R-OH) and Pascrell (D-NJ) and increases funding for AFG and SAFER from $200 million and $150 million, respectively, to $335 million each. The amendment was approved by a vote of 333-87.

Incident Description: Second Assistant Chief Shields responded to an emergency call of a child who became overheated at the Mountainview Elementary School. Assistant Chief Shields returned to the firehouse and then headed home, feeling ill, with chest pains. Emergency medical personnel responded but tragically Chief Shields died at Saint Clare's Hospital in Denville, NJ.
