Final Budget Deal for FY 2011


The Congress and the Administration reached a budget deal last Friday for Fiscal Year 2011 appropriations.  We now have the legislative text of H.R. 1473, the compromise version that will be voted on by the House on Thursday, April 14, then by the Senate. 

H.R. 1473 provides $405 million for the Assistance to Firefighters (AFG) program and $405 million for the SAFER (hiring) program for FY 2011.  This represents a $15 million increase for the AFG program over its FY 2010 funding level of $390 million.

The above appropriation levels are consistent with the Fire and Rescue Coalition's request for FY 2011, to which FAMA and FEMSA were signatories.

Congratulations to all FAMA and FEMSA members who worked along with other fire/emergency services leaders and partner associations to achieve this outcome.

NVFC Holds EMS Roundtable on National Challenges for Volunteer EMS Systems

The NVFC gathered together an impressive panel of EMS leaders for a roundtable discussion on EMS issues and initiatives during the NVFC board meeting on April 5. The session focused on national efforts to improve EMS delivery and the impact these initiatives will have on volunteer EMS providers.

Incident Description: Firefighter Jaquez, and three other firefighters were injured after a Dumas and Cactus, TX, fire truck became stuck in the rough terrain while operating on a wildland firefight. Jaquez suffered 3rd degree burns over 60% of his body and was rushed for treatment to the Lubbock Burn Center where he remained in critical condition until his passing.

Incident Description: Firefighter Watts collapsed while working water supply at the scene of a report of smoke in the Windsor Rehabilitation Center. Fellow firefighters and EMS personnel immediately initiated CPR and Firefighter Watts was transported to St. Francis Hospital by a Windsor EMS ALS unit where he passed away from a cause still to be determined.

Incident Description: While responding to a mutual aid fire call, Firefighter Carter suffered multiple traumatic injuries when his 2002 Ford Explorer ran off the road, overturned and struck a tree.  Firefighter Carter passed away at the North Mississippi Medical Center in Tupelo, MS. Investigation into the accident continues.

Incident Description: While seeking safety from an area being overrun by flames during wildland firefighting operations, Firefighter Simmons passed away from blunt force trauma consistent with being struck by a vehicle.

Reports indicate that while he and other firefighters were trying to escape the fire, Simmons exited his apparatus and ran into or near a smoke obscured roadway and was struck by an unknown vehicle.

Investigation into the fatal incident continues by local and state authorities.

Funeral Arrangements: 04/20/2011 @ 1300hrs, Leon River Cowboy Church, 491 County Road 447, Eastland, TX.
