AFG Reauthorization Introduced in Senate; Standoff Over Fiscal Year 2011 Spending Continues

On Thursday, March 10th, Senator Joseph Lieberman (CT) introduced S. 550, the Fire Grants Reauthorization Act.  The bill authorizes the Assistance to Firefighters (FIRE) Grant Program and Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program through Fiscal Year 2016.  Similar legislation was passed by the House of Representatives during the 111th Congress.
 
Unfortunately the Senate did not act on the bill before the Congress ended.  Both the Senate and House will need to take up the legislation in the 112th Congress.  Senator Susan Collins (ME), Senator Thomas Carper (DE), Senator Scott Brown (MA) and Senator John McCain (AZ) co-sponsored the legislation.
 
In other news, the standoff over Fiscal Year 2011 spending continues.  The House and the Senate have not yet reached an agreement on a funding measure for the remainder of the fiscal year.  On February 11th the House passed H.R. 1, a bill to fund the federal government through the end of the fiscal year.  However, on March 9th, the measure was defeated in the Senate by a vote of 44-56.  The Senate also voted on a substitute amendment to H.R. 1, sponsored by Senator Daniel Inouye, the Chairman of the Senate Appropriations Committee.  The Inouye amendment failed 42-58.
 
To avoid a government shutdown and allow Congress more time to reach an agreement, the House passed H.J. Res. 48  on Tuesday, March 15th.  The continuing resolution will fund the federal government through April 8, 2011.  The Senate approved the resolution on Thursday, March 17th.    This is the third continuing resolution Congress has approved to allow Congress additional time to complete its work on FY2011 appropriations.
 
CFSI will continue to provide updates throughout the FY11 budget process.

MedicAlert Foundation and CFSI Honor 3 Fire Service EMS Teams: New Award Recognizes Best Practices, Innovation in Emergency Medical Services

WASHINGTON, D.C. (April 7, 2011) - The Congressional Fire Services Institute (CFSI) and the MedicAlert Foundation presented the 1st Annual Excellence in Fire Service-Based EMS Awards to three fire departments that have championed unique practices to enhance the quality of emergency medical care to their local communities.  These new awards recognizing excellence were presented this evening during the 23rd Annual National Fire and Emergency Services Dinner, sponsored by CFSI.
 
The Excellence in Fire Service-Based EMS Awards program honors fire departments in three categories - Volunteer, Combination and Career Fire Department.  The 2011 award winners:
  • Volunteer:  Odessa Fire Company, Odessa, Delaware
  • Combination:  Friendswood Volunteer Fire Department,Friendswood, Texas
  • Career:  Northwest Fire/Rescue District, Tucson, Arizona

The three departments were selected for their best practices in emergency medical services and for their leadership in implementing innovative solutions for enhancing the quality of emergency medical services delivered to their communities.  The awards program, itself, was designed to encourage other fire departments to consider similar practices to improve their fire service-based EMS systems.
 
"Fire Service-Based EMS plays an important role - if not the most important role - in the continuum of emergency medical in this nation," said CFSI Executive Director Bill Webb.  "We are proud to be co-sponsoring this award with the MedicAlert Foundation to recognize those fire departments that are developing innovative best practices to address the growing emergency medical needs in local communities across our nation."
 
"First responders are essential to the health and safety of every American." said Andrew B. Wigglesworth, President and Chief Executive Officer of MedicAlert Foundation.  "Through this annual awards program, we hope to spotlight the tremendous accomplishments of Fire Service-Based EMS who we work with everyday to serve our members and help speed the adoption of best practices by other departments across the country."

Home Fire Sprinkler Coalition to Receive the Senator Paul S. Sarbanes Fire Service Safety Leadership Award

The Congressional Fire Services Institute and the National Fallen Firefighters Foundation have selected the Home Fire Sprinkler Coalition as the recipient of the 2011 Senator Paul S. Sarbanes Fire Service Safety Leadership Award.
 
The award was presented at the 23rd Annual National Fire and Emergency Services Dinner on April 7, 2011, in Washington, DC.  Named after retired-Senator Paul S. Sarbanes of Maryland, a strong advocate of our nation's firefighters and rescue personnel during his 36-year career in Congress, the award recognizes organizations for their outstanding contributions to firefighter health and safety.  Both State Farm Insurance and VFIS serve as the corporate supporters of the award program.
 
Established in 1996, the Home Fire Sprinkler Coalition (HFSC) is dedicated to educating the public about the life-saving value of fire sprinkler protection for new houses.  The materials developed by HFSC are being used in outreach efforts across the country to help consumers, homebuilders, officials, water suppliers, real estate and property insurance professionals, and the media understand the many benefits of fire sprinklers.    Through the efforts of HFSC, progress is being made in advancing two of the 16 Firefighter Life Safety Initiatives.  The 14th initiative calls for more resources in the area of public education; the 15th advocates for the installation of home fire sprinklers and the strengthening of enforcement codes.
 
CFSI President Bill Jenaway and NFFF Chairman Dennis Compton issued a joint statement recognizing the Home Fire Sprinkler Coalition for its achievements.  "As members of the fire service who recognize the need and benefits of home fire sprinklers, we have appreciated for many years the important work of HFSC.  In local communities throughout the nation, the Coalition is making a difference in educating the public about the life-saving benefits of home fire sprinklers.  Our two organizations take great pride in recognizing the Home Fire Sprinkler Coalition with the presentation of the 2011 Senator Paul S. Sarbanes Fire Service Safety Leadership Award."

Beginning on April 1, 2011, the web site where first responders apply for all Assistance to Fire Fighters Grants Programs will change its current web site address from www.firegrantsupport.com to the FEMA web site at www.fema.gov/firegrants.

We are working to make all information more easily accessible and more user friendly for first responders and having two different web portals for information just didn't make sense.

All applications for FEMA's fire grant programs including the Assistance to Firefighters Grant Program (AFG), the Staffing for Adequate Fire and Emergency Response Grants (SAFER), Fire Prevention and Safety Grants (FP&S) and information on the Assistance to Firefighters Station Construction Grants (SCG) will now be located at www.fema.gov/firegrants.

We are working to make all information more easily accessible and more user friendly for first responders and having two different web portals for information just didn't make sense.

All fire grants program documents, awards announcements, grants management workshops, success stories and program application reports and statistics will now be available at www.fema.gov/firegrants. In short, all the old info will be right there on the new site.

Safety, Health, and Survival Week is June 19-25


The International Association of Fire Chiefs (IAFC) and the International Association of Fire Fighters (IAFF) have announced the theme for the 2011 Safety, Health, and Survival Week (Safety Week): Surviving the Fire Ground - Firefighter, Fire Officer, and Command Preparedness. Safety Week, which will be held June 19-25, is a collaborative program sponsored by the IAFC and the IAFF and coordinated by the IAFC Safety, Health, and Survival Section and the IAFF Division of Occupational Health, Safety, and Medicine, in partnership with more than 20 national fire service organizations including the National Volunteer Fire Council  (NVFC), and Fire Apparatus Manufacturers' Association (FAMA) and Fire and Emergency Manufacturers and Services Association (FEMSA).
