| Secretary Napolitano Announces New Terrorism Alert System | | In her first annual State of the Homeland address, Secretary Napolitano announced the creation of the new National Terrorism Advisory System (NTAS) as reported last week in a special edition of the Weekly Update. NTAS will be implemented over the next 90 days in order for DHS and its federal, state, local, tribal, community and private sector partners to transition to the new system. During the implementation phase, the existing color-coded Homeland Security Advisory System will remain in effect. Read more on the NTAS here

| Congressman Peter King Honored as CFSI's Legislator of the Year | |  (Washington, DC) The Congressional Fire Services Institute is proud to announce that Congressman Peter King (NY-3) has been selected as the 2011 CFSI Legislator of the Year. Congressman King first came to Congress in 1993, when he was elected to serve New York's third district in the House of Representatives. Currently the Chairman of the House Homeland Security Committee, King has been a stalwart champion of the fire service since his earliest days in Congress. In 2006 he was named as a co-chair of the Congressional Fire Services Caucus by his colleagues in the caucus and elevated to the position of Chairman for the 111th Congress. Throughout his career he has been an advocate for the fire service on a number of initiatives benefiting departments across the country. "It is our honor to present this award to a member of Congress who has stood with us for so many years," said Bill Webb, CFSI Executive Director. "Congressman King's outstanding leadership on issues of importance to the nation's fire and emergency services is one of the primary reasons our agenda on Capitol Hill has been successful in recent years. He has always understood the importance of working together - whether on Capitol Hill with colleagues on both sides of the political aisle or with the major fire service organizations - to advance the fire service agenda. We look forward to honoring him with this award."

President Signs James Zadroga 9/11 Health and Compensation Act
| | President Obama signed the 9/11 Health and Compensation Act into law on January 2, which establishes the World Trade Center Health Program and extends and expands eligibility for compensation under the September 11th Victim Compensation Fund of 2001.

'Field EMS' Bill Introduced as 111th Congress Expires
| | On December 16, Congressman Tim Walz (D-MN) introduced the "Field EMS Quality, Innovation, and Cost Effectiveness Improvements Act of 2010," along with original co-sponsor, Congresswoman Sue Myrick (R-NC). The bill (H.R. 6528) officially expired when the 112th Congress was sworn in on January 5, and is expected to be re-introduced in the new Congress.

Incident Description: Firefighter Dare passed away from an apparent heart attack after responding to an EMS call for a sick child.
Department members and other emergency services providers in the area were confronted by extreme weather conditions during the response, which was eventually canceled when the child's reported illness moderated.
Firefighter Dare's vehicle had become stuck in the snow during the response and was extricated with the assistance of another department member.
Upon returning home, Dare became ill in his driveway and his wife attempted to drive him to the department for assistance. She also became stuck in the snow and was assisted by the same firefighter who earlier had helped Firefighter Dare extricate his vehicle.
Upon arrival at the fire station, Avon fire-rescue personnel were waiting and performed CPR on Firefighter Dare for over 30 minutes. Due to the weather and road conditions, additional help could not reach the community and, according to reports, by 0100hrs, responders were told by medical control to stop their resuscitation efforts.

Incident Description: Firefighter Jones became ill while on duty at his duty station and requested to leave in order to see his personal family physician. While enroute to the physician's office he collapsed at the wheel of his personal vehicle causing a minor accident. Firefighters responding to the accident immediately began advanced life support and continued treatment to the ER where Firefighter Jones passed away from a cause still to be determined.
Incident Location: 3400 block of Wrightsboro Road. Funeral Arrangements: Visitation for Firefighter Jones will be Wednesday, 02/02/2011 from 1730-1830hrs at W. H. Mays Mortuary, 1221 James Brown Boulevard in Augusta. The funeral will be Thursday 02/03/2011 at 1400hrs at Gilbert Lambuth Memorial Chapel, Paine College, 1200 Druid Park Avenue in Augusta. Interment will be at Mount Olive Baptist Church in Appling, Georgia.

Incident Description: During a training exercise at the Arkansas Fire Academy in East Camden, Arkansas, Firefighter Recruit Eason went into cardiac arrest while performing a hose trace evolution. Paramedics were on-site and immediately performed CPR and advanced life support. However, Firefighter Recruit Eason passed away at the hospital approximately 30 minutes later. Cause of death is under investigation.

Incident Description: Captain Clark passed away after suffering a medical emergency while responding to a reported structure fire. Captain Clark was operating a tanker when he advised a crew member that he felt as if he might pass out, and then lost consciousness. The other firefighter reached over and applied the air brake to stop the vehicle. He and firefighters from the apparatus following the tanker removed Captain Clark and began CPR. Ground and Air ambulances were summoned to the scene and treatment continued. Captain Clark, however, did not survive his injury and was pronounced deceased at the scene by the Maries County Coroner.
Incident Location: Pending Funeral Arrangements: Visitation will be held from 2-5 p.m. Sunday, Jan. 23 at the Knights of Columbus Hall in Dixon.
Firefighters will walk through as a group at 4:30 p.m.
Funeral services will be held at 10 a.m. Tuesday, Jan. 25 at the same hall. There will be visitation one hour prior to the service.
Interment will be held at to follow at Guardian Angel Catholic Church Cemetery.
