FAMA/FEMSA GAC 2011 Hill Day: Save the Date

The FAMA/FEMSA GAC 2011 Hill Day will be held on April 6-7, 2011 in Washington D.C. in conjunction with the CFSI Annual National Fire & Emergency Services Dinner & Seminars.

Hill Day activity will begin on the morning of Wednesday, April 6th starting with an orientation session at the Washington Hilton hotel. For the remainder of the 6th and the morning of Thursday April 7th, the FAMA and FEMSA members will be organizing in teams who then will visit key congressional offices of both the House and Senate.

This year Hill Day takes on an added importance as the 112th congress begins its work on the federal budget. Details of the Hill Day program will be forthcoming.

It's Not Too Late!
Fiscal Year 2010 Fire Prevention & Safety Grants

There is still time to submit an application for the Department of Homeland Security, FY2010 Fire Prevention and Safety Grants! Applications for these grants must be received by Feb. 4, 2011 at 5:00 p.m. Eastern Time.

Fire Prevention and Safety Grants are competitive. Projects can include arson prevention, sprinkler awareness, smoke alarm installation, burn prevention and fire prevention public education.

Grant writing technical assistance is available, including an online tutorial at www.firegrantsupport.com. The tutorial provides valuable grant information. It will also walk you through the preparation and submittal of competitive applications. In addition, the applicant tutorial will provide an overview of the funding priorities and evaluation criteria.

Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should call the help desk at 1-866-274-0960 or send an e-mail to firegrants@dhs.gov. During the application period, the help desk will operate Monday to Friday, 8:00 a.m. to 4:30 p.m. Eastern Time, but is prepared to revise hours of operation based on volume, demand and holidays.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

CFSI and the MedicAlert Foundation Launch New Awards Program

(Washington, DC)  The Congressional Fire Services Institute (CFSI) and the MedicAlert Foundation have announced the establishment of a new awards program to recognize fire departments from across the country for outstanding achievements in EMS services.  The Excellence in Fire Service-Based EMS Awards Program will honor volunteer, career and combination departments that have established innovative and highly effective best practices in emergency medical services. Departments selected for their achievements will be honored at the annual National Fire and Emergency Services Dinner in Washington, hosted by CFSI.
 
Fire Service-Based EMS plays a critical and time-sensitive role in the continuum of emergency medical services in this nation.  Patient survival, to a large extent, is determined by the level and quality of care provided by fire department personnel.   They are often the first on the scene and are trained and equipped to perform their duties under the most extreme conditions.  The Excellence in Fire Service-Based EMS Awards Program will recognize fire departments that have implemented best practices in EMS.  Through this effort, CFSI and the MedicAlert Foundation will seek to identify and promote best practices in Fire Service Emergency Medical Services that can serve as a model to help all fire departments seeking to enhance their own emergency medical services.
 
"Across this country, we are hearing of outstanding practices fire departments have implemented to enhance emergency medical care, leading to higher survival rates for the victims and greater safety for our responders," said CFSI President Bill Jenaway.  "We want to draw national attention to these efforts to encourage other departments to enhance their own practices; hence this new program.  We thank the MedicAlert Foundation for their support of this initiative.  They have an outstanding tradition of making positive contributions to public safety.'

Applications for the awards program will be accepted from January 22nd to March 15th.  A selection committee comprised of representatives from the International Association of Fire Chiefs, International Association of Fire Fighters, National Fire Protection Association, National Volunteer Fire Council and the Fire Service-Based EMS Advocates will review the applications and select at least one recipient each from a volunteer, combination and career department for the awards.  The first awards presentation will take place April 7th at the 23rd Annual National Fire and Emergency Services Dinner, sponsored by the Congressional Fire Services Institute.

Incident Description: Firefighter Falkenhan died from injuries sustained when he became caught and trapped by rapidly progressing fire conditions in a multi-story residential apartment building. 

Firefighter Falkenhan called a mayday about 20 minutes into the call. He was on the third floor, searching for fire victims. His partner was able to escape through a window on the third floor. Firefighters found Falkenhan near the balcony and delivered him to paramedics, who administered advanced life support measures and transported him to St. Joseph Medical Center.

Fire crews rescued two civilians who critically injured. An adult female was transported to the Johns Hopkins Bayview Burn Center, and an adult male was transported to Sinai Hospital.
The fire was contained by firefighters to a single garden-apartment building. The cause of the fire remains under investigation by authorities.

Incident Description:  On 01/10/11, Captain Hopman had responded to a structure fire in the downtown Quincy area.  After the fire had been extinguished, Captain Hopman returned to the fire station and then went home.  Sometime in the early morning hours of 01/11/11, he was found in his bed where he had passed away.  The cause of death is under investigation.

Funeral Arrangements:  The funeral will be held at the Qansner Airport, Highway 70, Quincy, CA on Wednesday, January 19, 2010, at 1300hrs.  Captain Hopman had a hangar at this airport.
