Congress Passes Continuing Resolution Appropriations Bill
| |  Before closing out the 111th Congress, the House and Senate passed another Continuing Resolution appropriations bill that funds federal agencies through March 5, 2011. Essentially the bill allows federal agencies to continue to operate at FY 2010 levels until Congress reconvenes as the 112th Congress next year. When Congress returns in January, it will begin the process of finalizing the FY 2011 appropriations for the current fiscal year, which began October 1, 2010. A new, Republican majority Appropriations Committee in the House, Chaired by Rep Harold Rogers (KY), will undoubtedly put their stamp on FY 2011 appropriations. The FAMA/FEMSA GAC will keep you closely informed of developments over the coming months.

Application Period to Open: Fiscal Year 2010 Fire Prevention and Safety Grants
| |  The Department of Homeland Security posted the FY2010 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Web site. The application period is scheduled to begin on Jan. 3, 2011 at 8:00 a.m. Eastern Time. Applications for these grants must be received by Feb 4, 2011, at 5:00 p.m. Eastern Time.
FP&S grants support projects that enhance the safety of the public and firefighters from fire and fire-related hazards. The grants are competitive, and their primary goal is to target high-risk populations. Grant awards are made in order to mitigate high incidences of death and injury, and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs. Organizations eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.
An applicant tutorial for the fire prevention activity is available through the www.firegrantsupport.com Web site. The tutorial provides valuable grant information. It will also walk you through the preparation and submittal of competitive applications. In addition, the applicant tutorial provides an overview of the fire prevention funding priorities and evaluation criteria. Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov. During the application period, the help desk will operate Monday to Friday, 8:00 a.m. to 4:30 p.m. (ET), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY2010.
The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

Lieberman Accepts Nomination to Co-Chair Fire Services Caucus

Senator Joseph Lieberman (CT) released the following statement this afternoon:
WASHINGTON - Homeland Security and Governmental Affairs Committee Chairman Joe Lieberman, ID-Conn., has accepted the nomination to become a co-chair of the bipartisan, bicameral Congressional Fire Services Caucus, a group of more than 320 members dedicated to supporting firefighters and fire services legislation. The Senator Friday issued the following statement: "I am honored and delighted to be nominated to co-chair the Congressional Fire Services Caucus," Lieberman said. "Firefighters are among those first responders who risk their lives on a daily basis in order to keep the rest of us safe where we work, live, and recreate. In the age of terrorism, their responsibilities have increased, and the dangers they face have multiplied. These brave men and women deserve every ounce of support we in Congress can provide to them so that they can perform their jobs with the best possible equipment and training. I look forward to continuing to advocate for them with my Fire Services Caucus colleagues."

FP&S Grants support projects that enhance the safety of the public and firefighters from fire and related hazards. Fire Corps members can help their department secure funding through FP&S for department and Fire Corps activities.

Incident Description: While working a fire at a vacant commercial building, 16 firefighters reportedly became trapped and were injured after the roof of the building collapsed. Two firefighters, Firefighter Edward Stringer, and Firefighter Corey Ankum, who according to reports had been on the roof of the building with other firefighters when it collapsed, passed away from injuries sustained in the incident. Ten other firefighters are reported to be in stable condition while four others are reported to be in critical condition.

Incident Description: After returning from two emergency medical services calls, Firefighter/Paramedic Null was at the fire station when he was found unresponsive on the floor by colleagues. They immediately performed CPR, and Firefighter/Paramedic Null was rushed to the hospital where he died from an apparent heart attack.
