Staffing for Adequate Fire and Emergency Response Grant Program: Application Period Opens August 17.


The Department of Homeland Security (DHS) announces the opening of the FY 2010 Staffing for Adequate Fire and Emergency Response (SAFER) Grants application period. The SAFER Grants are administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate.

In 2010, Congress appropriated $420 million to carry out the activities of the SAFER Grants. The goal of the SAFER Grants is to enhance local fire departments' abilities to comply with staffing, response, and operational standards established by the NFPA and OSHA.

The grants focus on:
  • The deployment and assembly sections of NFPA 1710 and/or NFPA 1720, and
  • The respiratory protection section of OSHA 1910
The SAFER application period opens August 17, 2010, at 8 a.m. Eastern Time. DHS will accept applications through September 17, 2010, at 5 p.m. Eastern Time.

The Program Guidance document for the FY 2010 SAFER Grants will be posted in the near future on the Assistance to Firefighters Grant (AFG) Program Web site, www.firegrantsupport.com.

The SAFER Grant e-applications are automated and accessible through the web site at
www.firegrantsupport.com
and the U.S. Fire Administration Web site at www.usfa.dhs.gov.

An applicant tutorial will be available through the AFG Program Web site atwww.firegrantsupport.com. The tutorial provides valuable grant information and walks applicants through the preparation and submittal of competitive applications. In addition, the applicant tutorial provides an overview of the funding priorities and evaluation criteria.

Applicants who have questions regarding the SAFER Grants opportunity should contact the help desk at 1-866-274-0960 or via e-mail to firegrants@dhs.gov. During the application period, the help desk will operate Monday to Friday, 8:00 a.m. to 5:00 p.m. Eastern Time.

FEMA Honors Local Achievement in Community Resilience



On August 10, FEMA announced the 2010 National Citizen Corps Achievement Award finalists. Award winners will be announced in September as part of National Preparedness Month.
 
Presented in seven categories, the awards recognize innovative practices and achievements of Citizen Corps Councils across the nation to make communities safer, stronger, and better prepared to respond to any emergency situation.  Administered by FEMA and implemented locally, Citizen Corps is the grassroots movement to actively engage civic leaders and the public in community safety and disaster preparedness.

Administrator Craig Fugate American Red Cross Emergency Social Data Summit


Federal Emergency Management Agency (FEMA) Administrator Craig Fugate addressed the American Red Cross Emergency Social Data Summit last week on the growing use of social media in emergency management.  Administrator Fugate discussed ways to utilize social media tools to engage and inform the public and to communicate during a disaster.
 
The Department has prioritized the use of social media and mobile technology to engage the public, as an increasing number of Americans turn to social media for updated information during an emergency. To address this, FEMA has made the use of social media and mobile technology a priority in its outreach to the public.  This includes the launch of a mobile version of FEMA's website, m.fema.gov, earlier this year as well as the capability for disaster survivors to register for federal assistance directly on their smartphones.

DHS Seeks Stakeholder Input on Preparedness
National Dialogue on Preparedness Open through September 10


The Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) are hosting a National Dialogue on Preparedness to supplement the mission and recommendations of the Local, State, Tribal, and Federal Preparedness Task Force. Through the National Dialogue, the Task Force is seeking input from stakeholders on what works, what needs improvement, and where there are trends in preparedness issues.

At the direction of Congress, the Task Force was formed in April to assess the state of disaster preparedness and make recommendations for improvement throughout the nation. It is comprised of 35 local, state, and tribal members - including National Volunteer Fire Council (NVFC) North Carolina Director and 2nd Vice Chair, Jeff Cash - and 24 federal ex officio members with diverse expertise in homeland security and emergency management.

The NVFC encourages individuals in the volunteer emergency services community to visit the National Dialogue on Preparedness web site to provide input between now and September 10.
