Preparedness and FEMA Grants
|
|
The ongoing effort to support partners in state, local and tribal governments and non-profit organizations across the country to better prepare for, respond to and recover from emergencies of all kinds included a grant announcement last week of more than $1.8 billion in Federal Emergency Management Agency (FEMA) preparedness grants. The funding will support training for police officers, fire fighters and medics, the purchase of equipment for first responders, and emergency communications during disasters. The Homeland Security Grant Program (HSGP) is the Department's primary funding mechanism for building and sustaining national preparedness capabilities to help strengthen homeland security. Public Safety Employer-Employee Cooperation Act included in FY10 Supplemental Spending Package

On Thursday, July 1st, the House approved an amendment to include the Public Safety Employer-Employee Cooperation Act as part of the Fiscal Year 2010 Supplemental Appropriations Act (H.R. 4899). The Public Safety Employer-Employee Cooperation Act provides collective bargaining rights for public safety officers employed by states or local governments.
H.R. 4899 contains supplemental spending for military operations in Iraq and Afghanistan, as well a domestic spending package. The amended bill was approved by the House 239 - 182. The bill will now go to the Senate for consideration, where floor action is expected before the August recess.

Security Pros Take the Bait

| Within one month of her online arrival, nearly 300 people connected with an attractive, flirtatious 25-year-old woman named Robin Sage through social networking sites. Her 'friends' included security specialists, military personnel and staff at intelligence agencies and defense contractors. Robin claimed to be a "cyber threat analyst" at the U.S. Navy's Network Warfare Command - and posted photos of herself, bikini clad in some, on her online profiles.
In an article on the Washington Times website, Shaun Waterman says Robin Sage did not exist. She was a made-up profile by security consultant Thomas Ryan. In what he called an 'independent 'red team' exercise, he created her in an effort to expose weaknesses in the nation's defense and intelligence communities.
"It is not the first time 'white-hat' hackers have carried out such a social-engineering experiment, but military and intelligence security specialists told The Washington Times the exercise reveals important vulnerabilities in the use of social networking by people in the national security field," says the article.
Of her various connections in national security circles, some inadvertently exposed personal data to her about their homes and families. Others invited her to dinner or invited her to apply for jobs.

Award of Excellence Nomination Period Ending August 6

| The opportunity to nominate an outstanding Fire Corps program for the 2010 Fire Corps Award of Excellence is coming to an end! The award, which is sponsored by the International Fire Service Training Association (IFSTA) and Fire Protection Publications, honors a Fire Corps program whose remarkable achievements in the fire and emergency services and the community exemplify outstanding performance. Nominations must be received by the Fire Corps national office no later than Friday, August 6, 2010.

After "mayday" calls were made, the two firefighters were recovered within a matter of minutes by the fire department's rapid intervention team and CPR was administered at the scene. Both firefighters died from injuries sustained in the incident. Lieutenant Velasquez was pronounced dead at St. Vincent's Medical Center and Firefighter Baik was pronounced dead at Bridgeport Hospital. The cause of the fire is under investigation by the State Fire Marshal's office. Officials suspect the fire broke out in a second floor apartment. Three other firefighters were taken to the hospital. One had a broken ankle and the other two were treated for heat exhaustion.
