Senate Legislation Reauthorizing AFG/SAFER Introduced, Reported Out of
Committee
|
| On April 27, Senator Christopher Dodd (D-CT) introduced the Fire Grants Reauthorization Act of 2010 (S. 3267) along with original co-sponsors Thomas Carper (D-DE), Susan Collins (R-ME), Joseph Lieberman (D-CT), and John McCain (R-AZ). The bill, which would reauthorize the Assistance to Firefighters Grant (AFG) and the Staffing for Adequate Fire and Emergency Response (SAFER) grant programs through 2015, was reported favorably out of the Senate Homeland Security and Governmental Affairs Committee on April 28.

Senator Collins Introduces Volunteer Emergency Services Recruitment
and Retention Act

| Senator Susan Collins (R-ME), along with original co-sponsor Christopher Dodd (D-CT) introduced the Volunteer Emergency Services Recruitment and Retention Act (S. 3319) on May 5. The bill, which is companion legislation to H.R. 1792 in the House, would clarify the treatment of length of service award programs (LOSAPs) in the federal tax code. LOSAPs are pension-like programs for volunteer emergency services personnel. Nearly 20 percent of the volunteer firefighters in the United States participate in a LOSAP.

Beyond Storms and Volcanoes

| Forces from outer space or from deep within the Earth's core have the potential to disrupt or devastate at any time. In an article on the Ottawa Citizen website, Kate Ravilious of the Daily Telegraph lists several potential disasters in nature that emergency managers tend not to take into account.
"Volcanoes are not nature's only trump cards," Ravilious says. "A whole array of potential disasters could have unpredictable and alarming consequences."
One of the disasters listed is solar weather - storms caused by variations in the sun's magnetic field. The storms, called "coronal mass ejections, sometimes send electricity into Earth's atmosphere. John Kappenman, the U.S. government's principal investigator on the impact of severe solar storms, said an intense solar storm today could cause long-lasting power outages on a continental or planetary scale.
Other potential disasters are asteroid impacts (potentially devastating depending if they hit populated areas), and magnetic-field reversals that make Earth more prone to solar storms.

| Name: Paul Johnson Rank: Fire Chief Age: 63 Gender: Male Status: Volunteer Years of Service: 20 Date of Incident: 05/19/2010 Time of Incident: 0142hrs Date of Death: 05/19/2010 Fire Department: Crow Roost Fire Department Address: Highway 152, Fort Cobb, OK 73038 Fire Department Chief: Pending Incident Description: Fire Chief Johnson passed away from an apparent heart attack while en route to a structure fire. Johnson was operating the department's pumper when he became ill and asked Fire Captain Cheri Poindexter, who was riding in the cab with him, to take the wheel as he slumped over and became unresponsive. Poindexter managed to get the rig stopped and immediately called a Mayday over the radio. Another Crow Roost apparatus, also responding to the incident, stopped to render aid with an AED they had on board. The firefighters worked on Chief Johnson for 20 minutes until a Carnegie Ambulance arrived and subsequently transported Johnson to the Carnegie Hospital where he succumbed to his injury. The propane explosion killed two other firefighters at the incident scene, Captain Fred Burroughs, and Firefighter-EMT Craig Dorsey. Two propane service technicians were also killed and five other people were injured. The explosion leveled the store, destroyed a responding ambulance, and damaged other nearby vehicles.
